SECTION 01 01 00

GENERAL REQUIREMENTS

PART 1 GENERAL

1.1 PROJECT LOCATION

A. All work under this project will be performed on Cannon Air Force

Base (CAFB), New Mexico.

1.2 ISSUING OFFICE / NOTIFICATION OF WORK START

A. The following office is authorized to place delivery orders and will be responsible for their administration:

27th Special Operations Contracting Squadron

110 Allison Avenue Cannon Air Force Base, NM 88103

B. The contractor shall give at least 10 working days advance notice in writing to the Contracting Officer (CO) prior to beginning any work under this contract. The contractor shall provide an “on-site start work” notice to the CO stating the intended construction start and completion dates. The contractor shall notify the CO at least five working days prior to starting the on-site work, unless approved otherwise by the CO.

C. Coordinate with appropriate utility-locating agencies. A Base Civil

Engineer Work Clearance Request Form AF 103 will be completed prior to any physical work taking place. AF 103 will be given to the contractor during the pre-construction meeting. AF 103 must be signed and kept on site at all times with prime contractor.

Contractor shall schedule a meeting time to meet with each utility agency at the work site to locate affected utilities.

D. Clearance request is not valid until signed by the approving officer in the AF103. Approving officer will not sign until all locates are marked and all utility-locating agencies’ signatures are on the form.

E. For excavation work: Work shall commence within 30 days after the approving CO’s signature, otherwise clearance request is invalid and a new request is required. Notify CO immediately if new utilities were installed by others and not marked after all initial locates are made.

F. Contractor shall maintain all marked utilities in the field once they are initially marked by each utility agency. If markings are damaged, contractor shall request new locates and shall give the locating agency 48 hours to perform the new locates.

G. Expenses for time and materials to perform repeat locates shall be borne by the contractor, unless otherwise approved by the approving officer.

H. Cost to do the repeat locates will be deducted from the final invoice. In cases where utilities were marked late in the year and operations had to be shut down for winter, marked utilities would still have to be maintained by the contractor by placing stakes or transcribing the marks on a drawing. When construction resumes, contractor shall re-mark the site and may request verification of utility locations at no additional cost to him. (Off-Base utility-locating agencies might request additional cost for repeat locates.)

1.3 WORK SCHEDULE

A. Work Hours: Work hours on this project shall be limited to Monday through Friday, between 0700 - 1600 hours, excluding federal holidays, unless approved otherwise in writing by the CO.

B. Should the contractor desire to work other than these hours, the contractor must request approval in writing at least 7 days in advance. For emergencies, 24 hours prior to the period of the intended deviation, but not later than Friday 0900 hours for working on the weekend. The contractor shall not deviate from standard work hours unless permitted to do so in writing by the CO.

1.4 FIRE AND SAFETY REGULATIONS

A. The contractor shall comply with all national, state, local and Air

Force fire and safety regulations. The primary Air Force directives are:

1. AFOSH Standard 91-5 and CAFB Supplement 1

2. AFOSH Standard 91-25 and CAFB Supplement 1

3. AFOSH Standard 91-501 and CAFB Supplement 1

4. AFI 91-203, Air Force Consolidated Occupational Safety

Instruction

B. The primary CAFB directive is CAFBI 32-201.

C. These directives may be reviewed at the Base Civil Engineering offices, Building 355, 506 North Air Commando Way, Cannon Air Force

Base, NM 88103.

D. Prior to using any open-flame devices or welding equipment, the contractor and subcontractor personnel performing this type of work shall be certified per the requirements of AF Form 592, USAF

Welding, Cutting and Brazing Permit. Certification training is provided by appointment and can be scheduled by contacting the CAFB

Fire Department at (575)784-4490.

E. Compliance with the requirements set forth in NFPA Standard No 241, Building Construction and Demolition Operations, NFPA 51B, AFOSH 91-

5, and OSHA 1910-252 is mandatory. Contractor must notify the CO when hot work is required.

F. Training of Contractor Employees: Contractor shall ensure that all of their employees, including the employees of subcontractors, receive adequate and regularly scheduled safety training for the duration of each project. As new employees of the contractor and subcontractor are added during completion of this project, the contractor shall submit a written record of all of his/her employees and subcontractor employees receiving training.

G. Fire Prevention Responsibility: Contractor shall ensure that all of their employees, including the employees of subcontractors, receive an initial Fire Safety briefing prior to beginning any work at CAFB.

This briefing may be given by the CAFB Fire Department or may be given by other qualified personnel approved by the CAFB Fire

Department. Notice of the scheduled briefing shall be submitted in writing to the Fire Department at least five working days prior to the intended date of the briefing. The contractor shall submit a written record to the CO indicating that all of their employees and subcontractor employees have received this briefing. As new employees of the contractor and subcontractor are added during the performance of this contract, update the written record to the CO.

The CO shall retain the right to spot check employees to verify if they have been provided the briefing.

H. It is the inherent responsibility of the contractor to practice good fire prevention measures while working at CAFB, including but not limited to:

I. The contractor shall provide a “fire watch” person during all welding performed anywhere on base.

J. Welding, cutting or brazing will only be done after a valid AF Form

592 has been issued by the CAFB Fire Department. Daily permits are required for the operation of any asphalt kettles.

K. Fire extinguishers required during construction shall be supplied by the contractor. The contractor shall provide at least two operating fire extinguishers at the hot roof work location. The contractor shall have a Type A fire extinguisher at the site of all cutting or welding operations.

L. The contractor shall notify the CAFB Fire Department or the Fire

Alarm Shop (see AF103) at least 48 hours prior to any fire alarm or sprinkler system shutdowns and prior to performing any roof demolition which may set off the building’s fire alarm system.

M. Contractor personnel shall confine smoking to designated smoking area(s).

N. Flammable paints, oil, varnishes, etc., stored in inside storage shall be in a metal storage cabinet or in controlled outside storage. Flammables being used outside of these areas are limited to a one-day supply.

O. Temporary wiring must be in compliance with Article 305 of the

National Electric Code.

1.5 AS-BUILT DRAWINGS

A. Not applicable, unless deviating from the Contract Documents and

35% design. In such case, show any deviation with reference to locations, sizes, method, and materials. The drawing will be corrected to reflect any amendment, modification and field changes.

1.6 SAMPLING AND TESTING

A. All tests shall be performed using specified testing procedures or, if no procedure is specified, using the standard testing procedure established by the ASTM. The contractor shall verbally notify the

CO at least 24 hours in advance of testing so that it may be observed by the CO and/or his/her designated representatives, at the discretion of the CO. In addition to the specified testing requirements herein, the Government may perform additional verification testing at its own expense. All necessary samples and/or work associated with such samples for such testing shall be provided by the contractor at no additional cost to the Government.

Repairs required to correct the evidence of such Governmental testing shall be replaced at the contractor's expense within 24 hours unless otherwise directed in writing by the CO.

B. All necessary sampling shall be included by the contractor in the project scope of work.

1.7 UTILITIES

A. Reasonable amounts of water, electricity and other utilities are available to the contractor at no cost. The contractor shall include any temporary utility connections, if necessary, within the project scope of work. The contractor shall exercise strict conservation practices in the use of these utilities or, at the discretion of the CO. Should the contractor be found to not be using utility conservation practices the cost of the utilities may be transferred to the contractor for the remaining performance period of the contract.

1.8 UTILITY OUTAGES

A. Scheduled Outages: Requests for all scheduled interruptions of electricity or other utility services shall be submitted in writing to the CO at least 15 business days in advance of the planned outage. All outages are subject to written approval by the CO and will be authorized only at the convenience of the Government. The

Contractor shall minimize outages in number and duration as necessary to accomplish the required work.

B. For work within Military Family Housing area: N/A

1.9 BASE CIVIL ENGINEER WORK CLEARANCE REQUEST

A. AF 103 Work Clearance Request: Before any alteration, demolition, or other construction work is begun, the contractor shall obtain and fully process an AF 103.

B. This form can be obtained from the Construction Management Office, Base Civil Engineering, 506 North Air Commando Way, and it shall be prominently displayed on the job site at all times for review by the

CO. Since this form requires extensive coordination with several base agencies, allow at least 10 working days for completion.

C. Coordinate with appropriate utility-locating agencies, both on-base and off-base, as shown on the AF 103. Initially, this form will be given to the contractor during the pre-construction conference.

Contractor shall complete and follow all instructions on this form before the start of work. A shop will not sign off on the AF 103 until the locate is performed. If a shop does not have a utility in the construction area, their particular block on the form will be signed. CE shops have up to 72 hours to perform a locate. CE

Environmental Flight has up to three days to process a permit, if applicable.

D. The Work Clearance Request is not valid until it is signed by the

CO. Work must commence within 30 calendar days of the CO signature, otherwise a new work clearance request will be required.

E. Contractor shall notify the CO immediately if discrepancies are found between assumed and actual field conditions.

F. Protection of Existing Utilities: All underground utilities and overhead utilities with their support poles shall be safeguarded and protected from damage by the contractor at all times.

G. Communications Cables: Complete all excavations by hand-digging rather than machine methods, or expose cables by hand-digging prior to completing excavation by machine.

H. Contractor shall immediately report any damage to communication lines or equipment to the CO. The contractor shall commence restoration efforts immediately. Failure to complete acceptable restoration within four hours or an alternate period of time acceptable to the CO may result in suspension of contract work until restoration is completed and accepted by the CO.

I. The Government reserves the right to protect a damaged cable from further damage or deterioration and the right to restore priority circuits; these actions shall not relieve the contractor of his full responsibility for restoration.

1.10 WARRANTY STICKERS

A. All materials, equipment and other installations specifically designated within the contract to be covered by warranty or warranted by the manufacturer shall have an Optional Form 274 affixed in a conspicuous space or forwarded to the Construction

Management Office, Base Civil Engineer if attachment is not practical. The required forms will be made available to the contractor in sufficient quantity by the CO. The forms shall be properly completed by the contractor and shall be signed and dated by the contractor in accordance with the applicable warranty provisions in effect at the time of the work.

1.11 MONUMENT RESTORATION

A. The contractor shall not disturb any existing on-base bench marks, monuments, or other survey reference points. If it is necessary to disturb or destroy a bench mark, monument or other survey reference points, notify the CO before proceeding.

B. Any bench mark, monument, or other survey reference point accidentally disturbed or destroyed requires immediate notification to the CO.

1.12 CONTRACTOR’S USE OF PREMISES

A. This project will be constructed within and utilizing facilities which may continue to be in use and occupied during the construction. The contractor shall coordinate all work to minimize inconvenience to facility occupants.

B. The contractor shall be responsible for removing any mechanical equipment or other obstructions as necessary to complete the required work. The contractor shall return all removed mechanical equipment to its original location or as otherwise required.

C. The contractor shall strive to minimize construction dust and noise.

Contractor shall comply with base quiet hours (2200 - 0600).

D. The contractor shall not use traffic ways for storage areas unless granted permission to do so in writing by the CO. At no time shall the contractor block hallways, traffic ways or other access areas.

1.13 ACCESS TO CONSTRUCTION SITE/HAUL ROUTES

A. The contractor shall submit a proposed haul route to the CO for review and approval at least 10 working days prior to any hauling unless this requirement is expressly waived by the CO. Proposed haul routes shall include all arrival, delivery and disposal routes that will be necessary during the course of the project. Haul routes are subject to change by the government.

D. Contractor shall be responsible for maintaining, repairing and restoring existing parking and grass areas to their original condition. Normal wear and tear will be taken into account.

E. Employee parking shall be restricted to those areas approved by the

CO.

F. Security Forces will enforce traffic regulations, parking area assignments and security on Cannon AFB and the contractor shall cooperate and coordinate to the fullest extent. Security Forces is not responsible for the security of the contractor’s materials or equipment, etc.

G. All contractors are advised that it is a violation of a posted traffic regulation to exceed 10 miles per hour while passing military personnel in formation, or a military group running or walking along the side of the road. Driving privileges on this installation may be suspended or canceled for violating posted traffic regulations or applicable state laws and will not be considered an excusable delay under the contract. Each contractor must ensure that all of its employees have been informed of this information.

1.14 CONTRACTOR'S STORAGE / OFFICE AREA

A. The Government will provide an on-base outdoor area for the contractor's main storage area, a.k.a. as Laydown yard. Limit storage in this area to the materials and equipment that pertain to this contract. This area shall be kept clean. Properly store hazardous materials.

B. The contractor may also be provided, if necessary, an on-site outdoor storage area reasonably close (within 500 feet one way) to the work area. Limit storage in this area to the materials and equipment that pertain to the project. This area shall be kept clean. Fencing may not be required. For high-visibility locations, the CO may require black fabric fencing.

1.15 BARRICADES

A. N/A

1.16 COLD WEATHER OPERATIONS

A. If any part of this project is pursued during periods of cold or inclement weather, the contractor shall take all appropriate precautions to protect facilities and work involved in the project scope from damage by cold or inclement weather.

1.17 SUBMITTALS

A. The contractor shall submit all required Material Submittals on AF Form 3000 in accordance with instructions contained herein and as specified on AF Form 66, Schedule of Material Submittals, to the CO for approval. The Government shall be allotted 14 calendar days to properly evaluate each material submittal & re-submittal. Contractor shall consider this time to evaluate submittals in his construction schedule. Submittals may be submitted electronically.

B. Rejection of submittals for technical violations of the specifications will not be grounds for an extension of the performance period. If resubmittals are required, all parts of the original submittal package will be resubmitted together with changes so that coordination may be maintained.

1.18 CODES

A. References to standards, codes, specifications, recommendations and regulations refer to the latest edition/printing issued prior to the proposal receipt date.

B. These Construction Documents, and the joint and several phases of construction hereby contemplated are to be governed, at all times, by applicable provisions of the Federal Law(s), including but not limited to, the latest amendments of the following:

1. Williams-Steiger Occupational Safety and Health Act of 1970, Public Law 91-596.

C. Code of Federal Regulations, Title 29, Parts 1910 (Occupational

Safety and Health Standards) and 1926 (Safety and Health Regulations for Construction).

D. EM385-1-1, USACE Safety and Health Requirements Manual.

E. Federal Standard 313B, as it pertains to the procurement, identification, marking and control of potentially toxic or hazardous materials, and to the reporting of information concerning these materials.

F. National Electric Code.

H. NFPA 101, Life Safety Code.

I. NFPA 30, Flammable and Combustible Liquids Code.

J. Applicable portions of standards listed in the Specifications that are not in conflict with Contract Documents or with the Federal

Acquisition Regulations (FAR).

1.19 TERMS AND ABBREVIATIONS

A. The words "approved," "inspected," "directed," "selected," and similar words and phrases shall be presumed to be followed by "by Contracting Officer." The words "satisfactory," "submitted,"

"reported," and similar words or phrases shall be presumed to be followed by "to Contracting Officer".

B. Instructions, directions and requirements as specified shall be considered to be followed by the phrase "unless otherwise specified or indicated."

C. The “CO” as used in this contract is defined as the “Contracting Officer or his/her designated Representative”.

1.20 SALVAGE

A. Equipment and materials indicated on the drawings, or as directed by the CO, for reuse shall be approved by the CO before re-installation. Contract amount includes cleaning, conditioning and installing materials indicated for reuse.

B. Any excess equipment and materials selected to remain the property of the Government shall be removed by the Contractor and delivered in good condition to an on-base location to be determined by the CO.

1.21 DISPOSAL AND REMOVAL OF GOVERNMENT MATERIALS AND EQUIPMENT

A. Materials and equipment to be disposed or removed from CAFB shall be identified by the contractor and made known to the CO. All such materials and equipment shall be approved in writing by the CO prior to disposal or removal.

B. Solid Wastes: Minimum requirements for off-base solid waste disposal are as follows:

1. All wastes shall be disposed in a legally permitted solid waste disposal facility. Contractor is responsible for paying any and all dumping fees for CAFB materials.

2. Waste hauling from base to off-base disposal locations shall meet or exceed all requirements and restrictions levied by the State of New Mexico and pertinent municipalities including:

a. Meeting of any weight restrictions for any public roadways used.

b. Covering and securing all loads of waste other than earth materials to ensure that no materials are lost from each load during transit.

c. Prevention of overloading with earth materials such that load contents are prevented from escaping during transit.

C. Liquid Wastes:

1. Runoff and residues generated from any process including water-washing processes shall not be directly wasted to the sanitary sewer or to the storm drain system. They shall be collected, sampled and disposed of based on the results of the analysis of samples, compliance with EPA and NMED requirements and this specification. Contractor shall obtain the necessary permits from the State of New Mexico for the discharge of industrial waste water.

D. Asbestos Disposal: N/A

WORK RESTRICTIONS

1.1 SPECIAL SCHEDULING REQUIREMENTS

The facility will remain in operation during the entire construction period. The Contractor must conduct operations so as to cause the least possible interference with normal operations of the activity.

Permission to interrupt any Activity roads, railroads, or utility service must be requested in writing a minimum of 15 calendar days prior to the desired date of interruption. Contractor will be escorted within the classified areas, where work is to take place.

1.2 CONTRACTOR ACCESS AND USE OF PREMISES

1.2.1 Activity Regulations

Ensure that Contractor personnel employed on the Activity become familiar with and obey Activity regulations including safety, fire, traffic and security regulations. Keep within the limits of the work and avenues of ingress and egress. Wear appropriate personal protective equipment (PPE) in designated areas. Do not enter any restricted areas unless required to do so and until cleared for such entry. Mark Contractor equipment for identification.

1.2.1.1 Subcontractors and Personnel Contacts

Provide a list of contact personnel of the Contractor and subcontractors including addresses and telephone numbers for use in the event of an emergency. As changes occur and additional information becomes available, correct and change the information contained in previous lists.

1.2.1.2 No Smoking Policy

Smoking is prohibited within and outside of all buildings on installation, except in designated smoking areas. This applies to existing buildings, buildings under construction and buildings under renovation. Discarding tobacco materials other than into designated tobacco receptacles is considered littering and is subject to fines. The

Contracting Officer will identify designated smoking areas.

1.2.2 Working Hours

Regular working hours will consist of an 9 hour period , between 7 a.m.

and 4 p.m., , Monday through Friday, excluding Government holidays.

1.2.3 Work Outside Regular Hours

Work outside regular working hours requires Contracting Officer approval.

Make application 7 calendar days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress, giving the specific dates, hours, location, type of work to be performed, contract number and project title. Based on the justification provided, the Contracting Officer may approve work outside regular hours. During

SECTION 01 14 00 Page 2 periods of darkness, the different parts of the work must be lighted in a manner approved by the Contracting Officer.

1.2.4 Utility Cutovers and Interruptions

a. Make utility cutovers and interruptions after normal working hours or on Saturdays, Sundays, and Government holidays. Conform to procedures required in paragraph WORK OUTSIDE REGULAR HOURS.

b. Ensure that new utility lines are complete, except for the connection, before interrupting existing service.

c. Interruption to water, sanitary sewer, storm sewer, telephone service, electric service, air conditioning, heating, fire alarm, compressed air, and other existing utilities are considered utility cutovers pursuant to the paragraph WORK OUTSIDE REGULAR HOURS.

1.1 REFERENCES

1.2 SUBMITTALS

Government approval is required for submittals with a "G" or "S" classification. Submittals not having a "G" or "S" classification are

[for Contractor Quality Control approval. Submit the following in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

1.3 COLOR BOARDS FOR AIR FORCE PROJECTS

Submit five sets of color boards within 21 calendar days after Contract

Award. Each set of boards must include samples of colors and finishes of interior surfaces, such as walls, floors, and ceilings. Present the samples on 8 by 10-1/2 inches boards (modules) with a maximum spread of 24 by 31-1/2 inches for foldouts. Design modules to fit in a standard loose-leaf, three-ring binder. Where special finishes such as architectural concrete, carpet, or prefinished textured metal panels are required, submit samples not less than 12 inches square with the board. If more space is needed, more than one board per set may be submitted. Certify that the color samples have been reviewed in detail, and that the color samples are in strict accordance with contract drawings and specifications, except as may be otherwise explicitly stated. Submittal of color samples does not relieve the Contractor of the responsibility to submit samples required elsewhere herein.

1.4 MINIMUM INSURANCE REQUIREMENTS

Provide the minimum insurance coverage required by FAR 28.307-2 Liability, during the entire period of performance under this contract. Provide other insurance coverage as required by NM law.

1.5 SUPERVISION

1.5.1 Superintendent Qualifications

Provide project superintendent with a minimum of [5] years experience in construction with at least [3] of those years as a superintendent on projects similar in size and complexity. The individual must be familiar with the requirements of EM 385-1-1 and have experience in the areas of hazard identification and safety compliance. The individual must be capable of interpreting a critical path schedule and construction drawings. The qualification requirements for the alternate superintendent are the same as for the project superintendent. The Contracting Officer may request proof of the superintendent's qualifications at any point in the project if the performance of the superintendent is in question.

For projects where the superintendent is permitted to also serve as the

Quality Control (QC) Manager as established in Section 01 45 00.00 10

QUALITY CONTROL, the superintendent must have qualifications in accordance with that section.

1.5.2 Minimum Communication Requirements

Have at least one qualified superintendent, or competent alternate, capable of reading, writing, and conversing fluently in the English language, on the job-site at all times during the performance of Contract work. In addition, if a Quality Control (QC) representative is required on the Contract, then that individual must also have fluent English communication skills.

1.5.2 Duties

The project superintendent is primarily responsible for managing subcontractors and coordinating day-to-day production and schedule adherence on the project. The superintendent is required to attend Red

Zone meetings, partnering meetings, and quality control meetings. The superintendent or qualified alternative must be on-site at all times during the performance of this contract until the work is completed and accepted.

1.5.4 Non-Compliance Actions

The Project Superintendent is subject to removal by the Contracting

Officer for non-compliance with requirements specified in the contract and for failure to manage the project to ensure timely completion.

Furthermore, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to such stop orders is acceptable as the subject of claim for extension of time for excess costs or damages by the

Contractor.

1.6 PRECONSTRUCTION MEETING

Immediately after award, prior to commencing any work at the site, coordinate with the Contracting Officer a time and place to meet for the

Preconstruction Meeting. The meeting must take place within

2 weeks after award of the contract, but prior to commencement of any work at the site. The purpose of this meeting is to discuss and develop a mutual understanding of the administrative requirements of the Contract including but not limited to: daily reporting, invoicing, value engineering, safety, base-access, outage requests, hot work permits, schedule requirements, quality control, schedule of prices or earned value report, shop drawings, submittals, cybersecurity, prosecution of the work, government acceptance, final inspections and contract close-out.

Contractor must present and discuss their basic approach to scheduling the construction work and any required phasing.

1.6.1 Attendees

Contractor attendees must include the Project Manager, Superintendent, Site Safety and Health Officer (SSHO)/Quality Control Manager and any major subcontractors.

1.7 PARTNERING

Contractor shall host the partnering session within 15 calendar days of contract award. To most effectively accomplish this Contract, the

Contractor and Government must form a cohesive partnership with the common goal of drawing on the strength of each organization in an effort to achieve a successful project without safety mishaps, conforming to the

Contract, within budget and on schedule. The partnering team must consist of personnel from both the Government and Contractor including project level and corporate level leadership positions. Key Personnel from the supported command, end user, Contractor, key subcontractors.

1.14.2 Team-Led (Informal) Partnering

a. The Contracting Officer will coordinate the initial Team-Led

(Informal) Partnering Session with key personnel of the project team, including Contractor and Government personnel. The Partnering Session will be co-led by the Government Construction Manager and Contractor's

Project Manager.

b. The Initial Team-led Partnering session may be held concurrently with the Post-Award Kickoff meeting. Partnering sessions will be held at a location mutually agreed to by the Contracting Officer and the

Contractor, typically at a conference room on-base or at the

Contractor's temporary trailer.

c. The Initial Team-Led Partnering Session will be conducted and facilitated using electronic media (a video and accompanying forms) provided by Contracting Officer.

e. Participants will bear their own costs for meals, lodging and transportation associated with Partnering.

1.2 PRE-CONSTRUCTION SCHEDULE REQUIREMENT

a. The Contractor starting demolition work or construction stage(s) of the contract.

b. Processing Contractor's invoice(s) for construction activities/items of work.

c. Review of any schedule updates.

Submittal of the Baseline Construction Schedule, and subsequent schedule updates, is understood to be the Contractor's certification that the submitted schedule meets the requirements of the Contract Documents, represents the Contractor's plan on how the work will be accomplished, and accurately reflects the work that has been accomplished and how it was sequenced (as-built logic).

1.3 SCHEDULE FORMAT

1.3.1.1 Activity Requirements

a. At a minimum, identify the following in the schedule:

(1) Construction time for major systems and components

(2) Each activity assigned with its appropriate Responsibility Code

(3) Each activity assigned with its appropriate Phase and Area Codes

(4) Major submittals and submittal processing time

(5) Major equipment lead time

b. Build the Schedule as follows:

(1) Show design periods, submittals, Government review periods, material/equipment delivery, utility outages, on-site construction, inspection, testing, and closeout activities.

Government and Contractor on-site work activities must be driven by calendars that reflect Saturdays, Sundays and all Federal

Holidays as non-work days for 5-day work week calendars.

(2) With the exception of the Contract Award and End Contract milestone activities, use of open-ended activities is not allowed;

each activity must have predecessor and successor ties. No activity must have open start or open finish (dangling) logic.

Minimize redundant logic ties. Once an activity exists on the schedule it must not be deleted or renamed to change the scope of the activity and must not be removed from the schedule logic without approval from the Contracting Officer. While an activity cannot be deleted, where said activity is no longer applicable to the schedule but must remain within the logic stream for historical record, it can be changed to a milestone. Document any such change in the milestone's "Notebook," including a date and explanation for the change. The ID number for a deleted activity must not be re-used for another activity.

(3) Assign each activity its appropriate Responsibility Code and Area

Code, indicating location and responsibility to accomplish the work indicated by the activity, Phase Code, and Work Location

Code. Include anticipated tasks to be assigned Government responsibility.

(4) Date/time constraints or lags, other than those required by the contract, are not allowed unless approved by the Contracting

Officer. Include as the last activity in the contract schedule, a milestone activity named "Contract Completion Date".

(5) Include the following Contract Milestones:

(a) Include as the first activity on the schedule a start milestone titled "Contract Award", which must have a Mandatory

Start constraint equal to the Contract Award Date;

(b) Include Interim or Phased Completion Milestones required by the Contract or as approved by the Contracting Officer;

(c) Include Facility Turnover Planning Meeting Milestones;

(6) Include as the last activity on the schedule a finish milestone titled "Contract Completion (CCD)" with constraint type "Must

Finish No Later Than". Calculation of schedule updates must be such that if the finish of the "Projected Completion" milestone falls after the contract completion date, then negative float will be calculated on the longest path and if the finish of the

"Projected Completion" milestone falls before the contract completion date, the float calculation must reflect positive float on the longest path. This milestone must be set to 5:00 pm.

(7) Provide lead time for major equipment.

1.3.1.2 Anticipated Weather Lost Work Days

Use the National Oceanic and Atmospheric Administration's (NOAA) Summary of Monthly Normals report to obtain the historical average number of days each month with precipitation, using a nominal 30-year, greater than

0.10 inch precipitation amount parameter, as indicated on the Station

Report for the NOAA location closest to the project site as the basis for establishing a "Weather Calendar" showing the number of anticipated non-workdays for each month due to adverse weather, in addition to

Saturdays, Sundays and all Federal Holidays as non-work days.

Assign the Weather Calendar to any activity that could be impacted by adverse weather. The Contracting Officer will issue a modification in accordance with the contract clauses, giving the Contractor a time extension for the difference of days between the anticipated and actual adverse weather delay if the number of actual adverse weather delay days exceeds the number of days anticipated for the month in which the delay occurs and the adverse weather delayed activities are on the longest path to contract completion in the period when delay occurred. A lost workday due to weather conditions is defined as a day in which the Contractor cannot work at least 50 percent of the day on the impacted activity.

Impacts resulting from adverse weather must be documented in Narrative

Report for the month that it occurred.

1.3.1.3 Activity Identification

a. Identify Government, Construction Quality Management (CQM), Construction activities planned for the project and other activities that could impact project completion if delayed.

b. Identify administrative type activity/milestones including pre-construction submittal and permit requirements prior to demolition or construction stage.

c. Create separate activities for each Phase, Area, Floor Level, and

Location the activity is occurring.

1.3.1.4 Responsibility Code

Assign each activity its appropriate Responsibility Code indicating responsibility to accomplish the work indicated by the activity, Phase

Code and Work Location Code.

1.3.2 Bar Chart Schedule

The Bar Chart must, as a minimum, show work activities, submittals, Government review periods, material/equipment delivery, utility outages, on-site construction, inspection, testing, and closeout activities. The

Bar Chart must be time scaled and generated using an electronic spreadsheet program.

1.3.3 Schedule Submittals and Procedures

Submit Schedules and updates in hard copy and on electronic media that is acceptable to the Contracting Officer. Submit an electronic back-up of the project schedule in an import format compatible with the Government's scheduling program.

1.4 SCHEDULE MONTHLY UPDATES

Update the Construction Schedule when the schedule has been revised. Keep the updated schedule current, reflecting actual activity progress and plan for completing the remaining work. Submit copies of purchase orders and confirmation of delivery dates as directed by the Contracting Officer.

a. Narrative Report: Identify and justify the following:

(1) Progress made in each area of the project;

(2) Longest Path: Include printed copy on 11 by 17 inch paper, landscape setting;

(3) Date/time constraint(s), other than those required by the contract;

(4) Listing of changes made between the previous schedule and current updated schedule including: added or removed activities, original and remaining durations for activities that have not started, logic (sequence, constraint, lag/lead), milestones, planned sequence of operations, longest path, calendars or calendar assignments, and cost loading.

(5) Any decrease in previously reported activity Earned Amount;

(6) Pending items and status thereof, including permits, changes orders, and time extensions;

(7) Status of Contract Completion Date and interim milestones;

(8) Current and anticipated delays (describe cause of delay and corrective actions(s) and mitigation measures to minimize)

(9) Description of current and future schedule problem areas.

For each entry in the narrative report, cite the respective Activity ID and Activity Name, the date and reason for the change, and description of the change.

1.5 3-WEEK LOOK AHEAD SCHEDULE

Prepare and issue a 3-Week Look Ahead schedule to provide a more detailed day-to-day plan of upcoming work identified on the Construction Schedule.

Key the work plans to activity numbers when a NAS is required and update each week to show the planned work for the current and following two-week period. Additionally, include upcoming outages, closures, preparatory meetings, and initial meetings. Identify critical path activities on the

Three-Week Look Ahead Schedule. The detail work plans are to be bar chart type schedules, maintained separately from the Construction Schedule on an electronic spreadsheet program and printed on 8-1/2 by 11 inch sheets as directed by the Contracting Officer. Activities must not exceed 5 working days in duration and have sufficient level of detail to assign crews, tools and equipment required to complete the work. Deliver three hard copies and one electronic file of the 3-Week Look Ahead Schedule to the

Contracting Officer no later than 8 a.m. each Monday, and review during the weekly CQC Coordination or Production Meeting.

1.6 CORRESPONDENCE AND TEST REPORTS:

Correspondence (e.g., letters, Requests for Information (RFIs), e-mails, meeting minute items, Production and QC Daily Reports, material delivery tickets, photographs) must reference Schedule Activities that are being addressed. Test reports (e.g., concrete, soil compaction, weld, pressure) must reference Schedule Activities that are being addressed.

1.7 ADDITIONAL SCHEDULING REQUIREMENTS

Any references to additional scheduling requirements, including systems to be inspected, tested and commissioned, that are located throughout the remainder of the Contract Documents, are subject to all requirements of this section.

Government. If lower cost is a benefit, also include an estimate of the cost savings. In addition to documentation required for variation, include the submittals required for the item. Clearly mark the proposed variation in all documentation.

2. Review Schedule Is Modified: In addition to normal submittal review period, a period of [10] working days will be allowed for consideration by the Government of submittals with variations.

1.5 SUBMITTAL REGISTER

A. Use of Submittal Register:

1. Submit submittal register.

2. Submit with QC plan and project schedule.

3. Verify that all submittals required for project are listed and add missing submittals.

B. Copies Delivered to the Government

1. Deliver one copy of submittal register updated by Contractor to

Government with each invoice request.

1.6 SCHEDULING

A. Schedule and submit concurrently submittals covering component items

SECTION 01 33 00 Page 4 forming a system or items that are interrelated. If applicable, include certifications to be submitted at the same time. No delay damages or time extensions will be allowed for time lost in late submittals.

B. Carefully control procurement operations to ensure that each individual submittal is made on or before the Contractor scheduled submittal date.

1.7 GOVERNMENT APPROVING AUTHORITY

A. When approving authority is COR, the Government will:

1. Note date on which submittal was received.

2. Review submittals for approval within scheduling period specified and only for conformance with project design concepts and compliance with contract documents.

3. Upon completion of review of submittals requiring Government approval, stamp and date approved submittals.

1.8 DISAPPROVED SUBMITTALS

A. Contractor shall make corrections required by the COR. If the

Contractor considers any correction or notation on the returned submittals to constitute a change to the contract drawings or specifications; notice as required under the clause entitled, "Changes," is to be given to the COR. Contractor is responsible for the dimensions and design of connection details and construction of work. Failure to point out deviations may result in the Government requiring rejection and removal of such work at the Contractor's expense.

1.9 APPROVED SAMPLES

A. Approval of a sample is only for the characteristics or use named in such approval and is not be construed to change or modify any contract requirements. Before submitting samples, the Contractor is to assure that the materials or equipment will be available in quantities required in the project. No change or substitution will be permitted after a sample has been approved.

B. Government reserves the right to disapprove any material or

SECTION 01 33 00 Page 5 equipment which previously has proved unsatisfactory in service. All samples submitted whether disapproved or approved shall become the property of the government if requested.

C. Samples of various materials or equipment delivered on the site or in place may be taken by the COR for testing. Samples failing to meet contract requirements will automatically void previous approvals. Contractor to replace such materials or equipment to meet contract requirements.

D. Approval of the Contractor's samples by the COR does not relieve the
