DIAGNOSTIC TEST EQUIPMENT

NWS ROC WSR-88D NEXRAD

STATEMENT OF NEED

PR# 142082-26-0235

1.0 INTRODUCTION

1.1 Background

The WSR-88D NEXRAD Program is managed by the National Weather Service (NWS) Radar Operations Center (ROC). The ROC’s mission is to provide for the overall life cycle sustainment, ensure system reliability and network integration, and support of future technological advancements associated with the WSR-88D radar. The ROC’s priority is to keep operational radar systems running, sustain baseline operational radar system capabilities, improve radar system reliability, integrate new capabilities into the radar system, and support technology transfer.

1.2 Discussion

In order to support the overall life-cycle maintenance of the radar, various test and calibration equipment is required. This equipment has been procured and updated from the inception of the radar and given agency reference identification numbers in order to identify their individual uses for maintenance and calibration. Each piece of test equipment is maintained and inventoried by the ROC, individual radar sites, and/or the National Logistics and Reconditioning Center (NLRC) located in Grandview, MO. Some of the test equipment are shared due to the overall cost, or stored locally by the sites based on the maintenance requirement. Given the NEXRAD program is over 30 years old, in recent years the majority of the test and calibration equipment have either reached the end of their planned life cycle or are now obsolete. Therefore, in order to ensure the radar equipment associated with the WSR-88D operates properly, new updated equipment must be procured.

1.3 Requirement

The National Weather Service (NWS), Radar Operation Center (ROC) has a requirement to replace several obsolete and defective diagnostic instruments (test equipment) used to support the operational radar readiness, maintenance and repair associated with the WSR- 88D NEXRAD radar.

2.0 Scope of Work

The contractor shall provide the diagnostic test equipment per the submitted Purchase Request (PR) 142082-26-0235 and the CLIN Deliveries listed below. Partial or incremental deliveries are acceptable.

3.0 Deliveries

CLIN 0001: Signal Generator, Microwave/RF, Frequency range 9 kHZ to 6 GHz (120 V), Keysight p/n N5171B Options 303 and 506, Quantity 11 each

CLIN 0002: Diode (Crystal) Detector, N-Type M, BNC F Low Barrier Schottky Diode Detector, 10 MHz to 18 GHz, Keysight p/n 8470B Options 3 and 12, Quantity 11 each

3.1 Period of Performance: 365 days after award.
