COMBINED SYNOPSIS/SOLICITATION

DOT Keysight Test Equipment.

(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with RFO Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation number 142082-26-0235 is issued as a request for quotation (RFQ), to Keysight diagnostic test equipment used to support the operational radar readiness, maintenance and repair associated with the WSR-88D NEXRAD radar, for the National Weather Service (NWS), Radar Operation Center (ROC).

This acquisition is not set-aside for small business concerns. The associated NAICS code is 334515, Instrument Manufacturing for Measuring and Testing.

Diode (Crystal) Detector, in accordance with the Statement of Need (SON). Qty: 11. Expected delivery as soon as possible, but no later than one (1) year after award. FOB: Destination.

Keysight Power Sensor- Medium Power, in accordance with the Statement of Need (SON). Qty: 11.

(iii) BRAND REQUIREMENT: KEYSIGHT This is a brand name justification for a new requirement to procure Keysight diagnostic test equipment.

The specific brand name requirement for Keysight diagnostic test equipment is essential to the Government's requirement. The WSR-88D NEXRAD program operates under a strict Tri-Agency Memorandum of Agreement (MOA) and Strategic Plan that mandates a minimum 96% operational availability for the protection of life and property. To sustain this baseline, the program utilizes specific agency reference identification numbers for Test, Measurement, and Diagnostic Equipment (TMDE) to standardize maintenance and calibration procedures across the Radar Operations Center (ROC), individual radar sites, and the National Reconditioning Center (NRC). The Keysight N5171B Signal Generator and 8470B Diode Detector are direct form, fit, and function replacements for existing legacy equipment that has reached the end of its 30-year planned life cycle. Using a "brand name or equal" description is not feasible. The RMT has conducted a logistics assessment and determined that introducing a different manufacturer's equipment would break established hardware baselines. Doing so would force the agency to initiate costly Engineering Change Proposals (ECPs) to rewrite established maintenance technical manuals, re-validate calibration procedures, and overhaul training curriculums at the NWS Training Center (NWSTC). Other companies' products cannot be modified to meet this need without disrupting the standardized network lifecycle support of the WSR-88D, resulting in unacceptable delays and duplicated costs to the Government. Maintaining the exact Keysight brand consistency avoids these severe logistical disruptions, ensures the continuous, safe operation of the national weather radar network, and represents the only viable path to fulfill the agency's minimum needs.

RFO 52.209-11 Representation by Corporations Regarding Delinquent Tax Liability or a Felony Conviction under any Federal Law. (FEB 2016) (Deviation JAN 2026)

(a) The Government will not enter into a contract with any corporation that-

(1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless an agency has considered suspension or debarment of the corporation and made a determination that suspension or debarment is not necessary to protect the interests of the Government; or

(2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless an agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.

(b) The Offeror represents that-

RFO 52.212-1 Instructions to Offerors-Commercial Products and Commercial Services (Sep 2023) (Deviation Jan 2026) NOTICE TO OFFERORS: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive. Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror.

1. Submit electronic (NOT scanned) quotations to the office specified in this solicitation at or before the time specified in the solicitation. Utilize the provided pricing schedule (excel sheet) or otherwise in the same format. Quote documents shall include acknowledgement of the solicitation and any applicable amendments. Emailed quotes are required and are to be sent directly to Chelsea.Vera@noaa.gov.

2. Submit specification sheets for all equipment quoted.

3. Offeror shall have an active registration in the System for Award Management (SAM found at https://sam.gov/content/home) in order to provide a quote and be eligible for award. Must provide their UEID/CAGE CODE with their quote.

4. Offerors shall assume that the Government has no prior knowledge of them or their capability.

5. Quotes must be valid for a minimum of 60 days.

6. Offerors must provide all evaluation criteria in accordance with RFO 52.212-2. Offerors who do not provide all evaluation criteria may not be considered.

RFO 52.212-2 Evaluation- Commercial Products and Commercial Services (Nov 2021) (Deviation Jan 2026) Offers will be evaluated based on price and the factors set forth in paragraph (a).

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Paragraph (a) is hereby completed as follows: Evaluation will be based on the following pass/fail criteria;

1. Technical Acceptability/Capability.

Quote shall include a statement demonstrating the offeror’s capability to perform the required scope of work, and the offeror’s understanding of the requirement. The statement must not be a reiteration of the Statement of Work. Vendors must be an authorized Keysight reseller.

Specification sheets must be provided for all equipment quoted. Failure to address the full requirements of the Statement of Work will be considered a fail and the quote will not be accepted.

2. Price.

The Government intends to award a low priced, technically acceptable, single firm fixed-price purchase order on an all or none basis with payment terms of Net 30. The government will review the lowest-priced quote for technical acceptability. This procedure will continue until the government finds a technical acceptable quote. All quotes may not be evaluated for technical acceptance.

(b) Options. N/A

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

REQUESTS (FEB

2023) The Contractor must submit payment requests electronically through the U.S. Department of the Treasury's Invoice Processing Platform System (IPP). The Contractor must use the IPP website to register, access, and submit payment requests. The IPP website address is https://www.ipp.gov.

"Payment request" means any request for contract financing payment or invoice payment to the Contractor. To be considered proper, invoices must be prepared in accordance with, and contain all elements specified in, the contract payment clause (e.g., FAR 52.212-4(g), FAR 52.232-25(a)(3), FAR 52.232-26(a)(2), FAR 52.232-27(a)(2)).

The Contractor must include the following documents as attachments to payment requests submitted through the IPP: [Contracting Officer list required invoice attachment(s); none if left blank].

(viii) Per NOAA Deviation 2025-02/03: System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Contracting officers will not consider those representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.
