Los Fresnos CISD Fire Alarm and Fire Sprinkler System Upgrades

This document is a specification package for a state and local construction contract issued by Los Fresnos Consolidated Independent School District (LFCISD) in Texas for comprehensive upgrades to fire alarm and fire suppression systems at the Career and Technical Education (CTE) facility. The project encompasses fire alarm system installations across eight buildings (H, J, K, L, M, N, O, and P) ranging from 2,935 to 21,204 square feet, along with new wet-pipe sprinkler system installations in Buildings H and J. The base proposal requires provision of all materials, labor, and equipment for complete operational fire alarm and suppression systems, including demolition of existing systems, installation of initiating and notification devices, underground raceways for system interconnection, and integration with existing building systems. The pre-bid conference is scheduled for October 14, 2026 at 10:00 AM at Los Fresnos CISD Main Office, with proposals due October 28, 2026 at 2:00 PM. Two alternate bids are offered: Alternate #1 extends fire suppression systems to Buildings O and P, and Alternate #2 provides emergency radio communication system expansion if radio signal testing indicates inadequate coverage. Substantial completion must be achieved by a contractor-specified date, with final completion required within 30 days thereafter. The contractor shall maintain the existing fire alarm system operational during school hours and coordinate work to minimize disruption to school operations, with work primarily scheduled for evenings, nights, weekends, and holidays.

Proposals include a $20,000 contingency allowance for the base bid and a $10,000 contingency allowance for alternate bids, with all costs subject to liquidated damages of $500 per day for failure to achieve substantial completion, $250 per day between days 31-60 after substantial completion, and $500 per day beyond day 60. The contract is structured as a single prime contract with requirements for detailed submittal schedules, shop drawings, product data, and coordination with the Owner's engineering firm, Ethos Engineering. Proposals must remain valid for 60 days following opening, and all work must comply with applicable codes and standards as of the contract date of September 21, 2026. The district reserves the right to evaluate proposals based on weighted selection criteria beyond price alone and will document the basis of selection within seven days of contract award. The project schedule must demonstrate minimal disruption to ongoing school operations, with all electrical, HVAC, and fire alarm systems operational by the next occupancy period following completion.
