RESPONSE TO QUESTIONS

1. So in addition to the 10 bodies that you're requesting for the fiscal year, you want someone to host the training for the cadavers?

The MTF requires a lab technician to run monitor and run the perfusion equipment. The perfusion equipment and blood would need to be provided by the contractor. Contractor would be responsible for the clean up of their own perfusion equipment. The Government will conduct the actual training.

2. Endoscope of word there was not any specific information on what you are expecting to be taught at the training, or will that be provided by the government? And if so, that is a curriculum that we would need to view in order to be able to price for the actual training?

No training is required. The cadavers will be utilized by the students for practical exercises to get a more realistic medical training experience.

3. Will this training be a Hands-On training with students, or a lecture with the training instructor doing the entire exercise?

This will be hands on training done by the students under the direction of our own trained medical professionals. The MTF is looking to utilize the cadavers in scenario based training which may be in field conditions that one might expect to experience if in a deployed (war/conflict) situation and patients (cadavers) are brought to a first or second level of care for receiving medical care. Procedures for which the cadavers may be utilized are (but not limited to):

Any modifications to the cadavers for the purpose of creating the “injury” would be performed by our medical professionals in a professional manner.

4. Will the Government provide a product or Class 8 supply list with quantities or are contractors to supply the equivalent of an IFAK for 150 training personnel per training event? The answer can widely affect pricing?

No Class 8 supply is required by the vendor. The MTF will provide Class 8 supplies. The MTF only requires the utilization of the cadaver.

5. I am looking to bid on this opportunity but have been asked what type of training is needed. The SOW doesn’t include a schedule or what is being taught on the cadavers – item number 4.

This document mostly talks about the cadavers and storage and transportation. Are you able to provide any more details?

The MTF needs the cadavers to be brought to the location of the training and then stored by the vendor if this is a multi-day event. For single day events, the MTF needs the cadavers brought to the location and then removed. In accordance with Government policy, the MTF needs the contractor to provide the oversight for the cadavers to ensure that they are being transported, moved, stored and then removed in accordance with applicable federal and state regulations and in accordance with the wishes of the individuals or family members who agreed to the utilization of the human remains for the purpose of training. The MTF does not have onsite storage for the cadavers, nor does the MTF have disposal capability.

PERFORMANCE WORK STATEMENT

Cadaver Service Martin Army Community Hospital, Fort Moore GA.

1. GENERAL

Martin Army Community Hospital (MACH) requires a training support package using cadaver specimens as patient models and the associated logistics for transportation, and storage. Class 8 supplies will be provided by the Government.

1.1 Background: MACH conducts semi-annual, medical collective training events under the exercise name Combat Trauma Management (CTM) using a variety of patient models. These events are held at various training sites around the Ft. Moore, GA area. 100-150 soldiers from various units at Ft. Moore conduct Role 1 and Role 2 expeditionary medical training at these events.

1.2 Performance Measures: This contract shall cover the base period plus four (4) option years, in accordance withall terms, conditions, provisions, schedules, specifications of this solicitation.

1.2.1 Scope: The contractor shall provide five human cadaver specimens to support each of the two annual CTMs (10 cadavers per FY). The cadavers will be used for different purposes throughout the two-day exercise.

Two of the five cadavers must be perfused to replicate active bleeding. The contractor must select them to be amenable to both catheterization for perfusion and surgical interventions. They cannot have prior open laparotomy, thoracotomy, or other large surgery that prevents damage control surgery training on the model. The other three cadavers non-perfused will be used within a field training scenario over the course of two days ( total of 5 cadavers per training exercise). This may require transportation of all cadavers, to multiple training sites around the Ft. Moore area. It will require overnight storage of all cadavers, to support the training. Contractor will provide controlled environment storage for transporting of cadavers throughout training.

1.2.2 Support: The contractor shall provide PPE (including protective eyewear, masks, gowns, gloves, hats, and shoe covers), a lab technician to monitor and run the perfusion equipment, surgical instruments for common damage control surgery techniques, instrument clean-up, drop cloth clean up, transportation of the specimens, disposition of the specimens. Class 8 supplies for common military medicine procedures will be provided by the Government. The contractor shall be responsible for contractor own supplies and equipment during the training. Government shall not be liable for any lost or damaged supplies and/or equipment.

1.2.3 Delivery: The contractor will always maintain control of cadavers. The contractor will transport and maintain cadavers throughout training. The contractor will be responsible for transporting cadavers on and off installation. The contractor will provide training duration encompassing one two-day period in the first or second quarter and one two-day period in the third or fourth quarter of a fiscal year. The Government will provide exact training dates at least 30 days before each training.

1.2.4 Standards: The contractor must adhere to applicable Army and DoD policy on Human Cadaver use for Research, Development, Training, and Education. Cadavers must be legally procured, and the cadaver must be licensed/certified as required by applicable law. The contractor must identify the point of contact for acquisition and receipt of cadavers. Cadavers must be properly packaged and labeled prior to and during transport and comply with applicable state and local laws for transport. Cadavers must be stored in a secure location, limited to authorized personnel, and in an appropriate manner. The cadavers must be tracked to include location, movement, and use from arrival until final disposition. Records must be maintained for six years and are subject to audit. Cadavers will be dispositioned in accordance with legal and regulatory guidance and in a manner consistent with donor intent.

Cadavers can only be procured from states with laws at least as stringent as the Uniform Anatomical Gift Act

(UAGA).

1.2.5 All cadaver use by trainees will be appropriate and necessary when no other patient model is acceptable.

Training will include military and austere medicine and will contribute to improved survivability in battlefield medicine. The contractor will ensure donor intent is consistent with “sensitive use” of cadavers. Sensitive use is defined as exposing cadavers to impacts, blasts, ballistics testing, crash testing and other destuctive forces. At a minimum, all cadavers will be tested for Hepatitis B, HIV, and any other communicable disease required by state law. The results must be available for review by the MACH commander.

1.2.6 Quality Assurance: The government will evaluate the contractor’s performance under this contract using the method of surveillance. All surveillance observations will be recorded by the government.

2. Vehicle Operation: Contractor personnel operating motor vehicles on the installation shall have a valid state license for the category of vehicle being operated and shall comply with vehicle operation directives regarding motor vehicle use on the installation.

2.1 Security: AT Level I Training. All contractor employees, to include subcontractor employees, requiring access Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 90 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the KO, if a COR is not assigned, within 10 calendar days after completion of training by all employees and subcontractor personnel. 2.2 Access and General Protection: Contractor and all associated sub- contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

2.3 iWATCH TRAINING: The contractor and all associated subcontractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days of contract award and within 05 calendar days of new employees commencing performance with the results reported to the COR NLT 30 calendar days after contract award.
