REQUEST FOR QUOTE
W50S9622Q0001 - Lodging Blanket Purchase Agreement (BPA)
The South Dakota Air National Guard is seeking to establish Blanket Purchase Agreements (BPAs) for non-personal commercial lodging services with multiple hotels within a 15 mile radius of Joe Foss Field in accordance with Federal
Acquisition Regulation (FAR) Part 13. This solicitation document and incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular (FAC) 2022-01. This solicitation is set-aside 100% for small business. North American Industrial Classification System (NAICS) code 721110 Hotels (except Casino Hotels) and
Motels applies to this solicitation with a small business size standard of $35M. Each awarded BPA will have up to a five year Period of Performance (PoP) with a minimum order value of $0.00 and up to a maximum capacity of $250,000.00.
The BPA will expire at the end of the PoP or when it reaches maximum capacity, whichever occurs first.
This solicitation should not be construed as a commitment by the Government to award a contract. The Government plans to issue two or more Blanket Purchase Agreements (BPAs) in accordance with FAR Parts 6 and 13. This
Agreement is not a contract. The scope of any BPA shall be limited only to the rental of rooms for authorized
Government personnel traveling to Sioux Falls, SD on National Guard business. The Government may issue a single
BPA or multiple BPAs for the same or similar supplies or services to two or more sources. Future orders made against any pursuant BPA may be competed amongst BPA holders based on established price lists. The Government will be obligated only to the extent of authorized orders/calls actually made under any pursuant BPA. The BPA will be in effect for a period not to exceed 60 months in accordance with the established terms and conditions of the agreement.
The Government will not pay more than the current GSA Domestic Per Diem Rates for lodging in Sioux Falls, SD https://www.gsa.gov/travel/plan-book/per-diem-rates. Preference will be given to hotels offering rates at or better than the
“State Lodging Rate” which is established for employees of the state of South Dakota traveling on state business.
Preparing and Submitting your Quote: To facilitate the most expeditious and equitable evaluation process possible, the attached Quote Sheet (B.08 W50S9622Q0001-Lodging BPA Quote Sheet) must be used to provide your quote. All pages must be filled out and submitted. Please make quotes valid for a minimum of 90 days.
All questions and quotes must be emailed to Eric Comes at: eric.comes@us.af.mil and Jeremiah Minter at jeremiah.minter@us.af.mil. Questions must be submitted by email no later than two business days prior to quote due date or may not be considered. All questions and answers must be in writing. Do not contact other Government personnel as this will only delay receipt of answers. All questions and the answers provided will be released to all eligible offerors on a non-attribution basis. All terms and conditions remain unchanged unless amended in writing.
Evaluation: The Government plans to establish BPAs resulting from this solicitation to the responsible offerors whose offer conforming to the solicitation will be most advantageous to the Government. Quotes will be evaluated using 1)
Price; 2) Standards of service, quality and amenities (See Terms and Conditions, Para 13). BPAs will be established on the basis of the lowest evaluated price of proposals meeting or exceeding the minimum standards for non-cost factors.
