PERFORMANCE WORK STATEMENT
Performance Work Statement McNary Dam Emergency Spillway Operation Direct Injury Evaluation
Project Title: McNary Dam Emergency Spillway Operation Direct Injury Evaluation
Appropriation: Columbia River Fish Mitigation
Purpose: The goal of this evaluation is to estimate direct injury and survival of juvenile salmonids passing the spillway during emergency split-leaf spill operations.
1.0 Introduction
McNary Lock and Dam is located on the Columbia River near Umatilla, Oregon. The McNary spillway is operated via gate hoists and traveling cranes. A recent safety inspection derated the lifting capabilities of both the hoists and the cranes. The new lifting restrictions only allow for one engineered lift of a full spillway gate per year with the hoists and cranes. Walla Walla District and McNary Project USACE personnel both modeled and visually tested numerous spill operations where only half of the spillway gate is lifted with the cranes. This is known as “split-leaf” spill operation. The spillway gates were modeled and visually tested in the downstream and upstream spillway gate slots and the split-leaf gate operation in the upstream slot yielded the most favorable results for decreased Total Dissolved Gas (TDG) and potential for fish injury. USACE and the regional fish managers discussed options for testing the split-leaf operation to determine if it will increase direct injury to fish. USACE feels that a balloon tag direct survival study is the best way to get a quick evaluation of the effects of the new emergency spill operation on fish passage.
2.0 Objectives
2.1 Estimate direct injury and survival of yearling Chinook salmon passing through a McNary Spillbay after being set in the upstream slot in split-leaf operation by direct releases of fish equipped with balloon tags at two different elevations. (Sample sizes sufficient to estimate survival with a precision of ±5% @ 95% Confidence Interval).
2.2 Estimate direct injury and survival of yearling Chinook salmon passing through McNary Dam
Temporary Spillway Weir (TSW) by direct releases of fish equipped with balloon tags at two different elevations. (Sample sizes sufficient to estimate survival with a precision of ±5% @ 95% Confidence Interval).
3.0 Site Description
The work to be performed under this contract shall be performed on the Columbia River at McNary Dam.
Treatment balloon tagged fish will be released into a Spillbay (split-leaf configuration) and the TSW.
Control balloon tagged fish will be released into the tailrace.
4.0 Task Descriptions
Appropriate preparation, sampling and analysis technology will be used to estimate direct injury and survival of yearling Chinook salmon passing through a Spillbay at McNary Dam. A cleaned data set from the study will be archived and delivered in a Corps specified electronic format at this time as well.
7.0 Government-furnished Services/Equipment
The Government will not provide equipment required to conduct the study.
The Contractor shall be self-sufficient. McNary Dam staff support will be minimal and must be coordinated well in advance. The Contractor shall be responsible for fabrication of release pipes as needed and installation/removal of equipment.
8.0 Situation Limiting Factors
Estimating direct injury and survival of yearling Chinook salmon passing through the Spillbay will require a great deal of vigilance and QA/QC effort to ensure that fish release mechanisms are properly functioning during the study period. It is important to ensure balloon tags are properly developed and activated to ensure that chemical reactions causing inflation allow appropriate time for passage and subsequent collection.
Appropriate holding equipment for study fish is paramount and should be able to maintain appropriate water circulation to provide oxygen and temperatures required by study fish for survival both pre and post passage and collection. Failure to maintain proper holding facilities may result in biased survival estimates caused by pre-release or post-recapture conditions not related to spillbay passage. Furthermore, a loss of study fish may result in failure to successfully execute the study. It may be necessary to have staff on site 24/7 to monitor and maintain the holding facility.
Operations at McNary Dam during the study period may need to be altered to provide the required test operations. Coordinating operations changes will require ample notice and may cause further delay in data collection depending upon the type of change requested and level of regional coordination required for change approval.
Other limiting factors may apply to the study relative to seasonal and environmental conditions. Forced spill from high water is possible and make tailwater conditions unfavorable for boating and recovery of fish and sensor fish. This and other limiting factors are to be included by the Contractor in submitted study plans and accounted for in the QA/QC plan.
9.0 Schedule
A tentative schedule for the McNary Dam Emergency Spillway Operation Direct Injury Evaluation is provided in the table below. A final work schedule will be developed collaboratively during the initial Pre-work/Safety meeting, post contract award.

10.0 Coordination and Planning
A pre-project planning session with Corps Planning, Engineering and Operations personnel in Walla Walla, WA, shall be held at McNary Dam on a date to be determined by the Contractor and the COR post-award.
The purpose of the meeting will be to familiarize the Contractor with the worksite(s), as well as discuss any issues with planning and Project personnel to assure that the study goes forward as planned. Potential issues will be identified and discussed regarding the placement and function of equipment, safety, and coordination while the study is in progress, project assistance, project access and security. The extent, timing, and coordination of Project support will be a major agenda item for the pre-project meeting.
Services by Government Project personnel will be limited. The Contractor shall be prepared to be self-sufficient regarding providing crane services for equipment installation, removal, and all routine activities.
For the Contractor to meet the schedule associated with this study, it is essential they coordinate closely with the designated COR. Requests by the Contractor for operational changes or specific project assistance during the course of this study shall be provided in writing to the COR at least 72 hours in advance of the need.
11.0 Quality Control/Quality Assurance
Great care and attention to detail shall be exercised in providing the Government with the highest level of data integrity, accuracy, and precision possible. In order to accomplish this, a detailed QA/QC plan will be prepared by the Contractor in advance of equipment deployment in sufficient detail to allow the Government to evaluate the Contractor’s ability to produce a high-quality data product.
11.1 The following is a list of potential QA/QC measures for implementing a balloon tag study.
11.1.1 Proper installation of release equipment to ensure that fish are released appropriately at the split-leaf spillbay and TSW.
11.1.2 Proper material used to fabricate release and holding equipment to ensure no injury may occur during release or holding due to sharp edges or rough surfaces.
11.1.3 Proper set-up of fish holding equipment to provide the proper temperature and dissolved oxygen to keep study fish healthy for the study. Failure to provide adequate holding conditions may lead to biased survival estimates and potentially reduced sample sizes.
11.1.4 Properly train all personnel to install equipment, tag and recapture fish (including radio tags and tracking equipment) and evaluate injuries.
11.1.5 Properly develop all balloon tags to inflate with appropriate timing.
11.1.5.1 Select a sample of balloon tags (from each lot if applicable) and test for inflation and timing.
11.1.6 Select a sample of radio tags (from each lot if applicable) and test for tag life and proper signal transmission.
11.1.7 Proper fish selection to ensure healthy, injury free fish are used for the study.
12.0 Safety
The Contractor shall conform to all safety standards of the most recent edition of the U.S. Army Corps of Engineers Safety and Health Requirements Manual EM-385-1-1, which will be made available to the Contractor safety coordinators upon request.
