PERFORMANCE WORK STATEMENT

LITTLE GOOSE T2 BANK TRANSFORMER MONITOR

1.0 INTENT

The following specifications pertain to the purchase and installation of Transformer Monitoring System on Transformer Bank 2 for the U.S. Army Corps of Engineers at Little Goose Dam, Dayton, WA.

2.0 BACKGROUND

T2 Banks transformers do not have digital transformer monitoring systems installed. Little Goose Transformer T2C experienced a failure in 2021 and was replaced with a spare transformer, so T2C is of a different design than T2A and T2B. The existing cooling control system consists of analog winding temperature gauges, which include adjustable contacts used as permissive in the cooling fan contactor circuit, as well as for temperature alarm and over-temperature shutdown. The advantage of the electronic transformer monitoring system over the analog gauges is the ability to monitor health of the fans, provide local annunciation and diagnostics at the transformer such as monitoring partial discharge and bushing health. Monitoring these important parameters allows the project to see early warning signs of potential risks to the assets.

3.0 SCOPE

Provide, install, program and commission three online Qualitrol Transformer Monitoring System (QTMS) at Little Goose Dam and three Qualitrol Partial Discharge Monitoring Systems (QPDM), including all sensors, accessory devices, wiring and conduit routing needed. Complete the work by the date shown in Sections 8.0 Shipment and Delivery and 9.0 Work Schedule for Installation, including training, documentation, and other items as stated in the specifications.

4.0 PRODUCT REQUIREMENTS

4.1 TRANSFORMER MONITORING DEVICE

Provide three Qualitrol transformer monitors, Qualitrol QTMS (one for each single phase transformer). The monitor shall be capable of using simulated winding temperatures, control output relays for local control of selected devices (e.g. cooling systems, alarms, trip), and be capable of bushing monitoring and partial discharge monitoring. The monitor shall have the ability to transmit measured variables through the outputs as defined, and shall also have the ability to perform the following:

a. Calculate 'life consumption' of the transformer according to formulas derived from the IEEE C57.91.

b. Create a temperature profile for up to three winding temperatures.

c. Dynamically calculate the time it takes for the winding temperature to reach a programmable set point for a given load.

d. Time- and date-stamp the maximum and minimum values of all the measured input signals.

e. Data log up to 100 parameters.

f. Include bushing monitoring capability for up to 6 bushing taps

g. Include partial discharge measurement capability compatible with UHF PD measurements

h. Event record up to eight events.

i. Capability to alarm out to an available SCADA System and store up to 5 years of data.

4.1.2 QTMS MONITORING FUNCTIONS

The temperature monitoring system shall be provided with the following monitoring functions:

a. Analog Input 1: Top oil temperature. A 100 ohm platinum RTD temperature sensor shall be provided for top oil temperature monitoring, and placed in the existing top oil temperature thermowell. There are no spare thermowells, so the liquid temperature analog gauge will be removed to make room for Qualitrol’s 100 ohm platinum RTD.

b. Analog Input 2: Ambient temperature. Provide a Qualitrol Ambient sensor and mounting. The ambient sensor shall be installed in a place without direct exposure to the sun, close to the transformer.

c. Analog Input 3 & 4: Simulated winding temperatures. The winding temperature of each low-voltage winding (X and Y) shall be provided. Install clamp-on CTs on each existing low-voltage winding 5 Ampere CT secondary for winding temperature indication located in the control cabinet.

d. Analog Input 5, 6, and 7: Monitoring of cooling fan motor currents. Install clamp-on CTs around leads to measure fan current for each cooling group. There are three cooling groups.

e. Analog Input 8: Liquid Level Indication. Provide and install new liquid level indicators with capability to provide a 4-20mA input to the QTMS.

f. Bushing monitoring inputs. The transformer monitor shall be equipped with one module that connects up to 6 transformer bushing sensors/adaptors. The transformer monitor shall allow computing of the Power Factor % (or Tan δ) and capacitance in the transformer bushings (capacitive type bushings e.g.

OIP, RIP, RBP, RIS, etc..) and include all the sensors.

g. Partial discharge monitoring. The transformer monitor shall be capable to receive data from a QPDM via fiber optic cable. The QPMD shall be as described in section 4.2.

h. The transformer monitor shall be capable to communicate to Serveron TM8, TM3 & TM1 DGA’s inherently without the need of further communication setting up.

4.1.3 CONTROL FUNCTIONS

The transformer monitor shall be configurable to be controlled by a matrix consisting of up to four control signals and three Boolean math functions. It shall have the ability to be either 'bank switched' or alternating control to allow even wear on the cooling system, and capable of adjust the controlling set point value due to ambient conditions. It shall be selectable for either failsafe/non-failsafe, latching/non latching, or manual/ automatic control modes. The following control function shall be provided:

a. Relay 1: Perform cooling bank switching

b. Relay 2: Top oil high temperature annunciation

c. Relay 3: Winding high temperature annunciation. High temperature annunciation shall be based upon the simulated winding temperature.

d. Relay 4: Winding over-temperature trip initiation. This trip function shall be based upon the simulated winding temperature.

e. Relay 5: Cooling group trouble annunciation (based upon a change in cooling fan motor currents).

f. Relay 6: Low liquid level alarm.

4.1.4 TRANSFORMER MONITOR SYSTEM COMPONENTS

a. Provide a power supply module, MOD-679-1, on the QTMS that can convert a 120VAC or 125VDC power input to 24 VDC supply.

b. Provide and install all the necessary sensors, clamp-on CTs, gauges and cables to provide the analog inputs as described in section 4.1.2. Connect to appropriate analog input.

c. Provide and install bushing adaptor and sensors and twisted pair cables for bushing monitoring of the one high voltage bushings and one neutral bushing per transformer. Contractor must verify voltage tap dimensions to install the bushing sensors.

4.2 QPDM PD MONITORING

Provide three Qualitrol QPDMs capable of monitoring up to 6 UHF Partial Discharge sensors each.

Provide three Qualitrol QPDMs capable of monitoring up to 6 UHF Partial Discharge sensors each. Provide and install four PD sensors on each single phase transformer. Install any necessary adaptors needed to get complete coverage for partial discharge monitoring. Install sensors in the locations recommended by the manufacturer and provide all the necessary equipment needed to partially drain the transformer if needed for sensor installation.

QPDM shall have a fiber optic cable connection to the QTMS. Data and alarms shall be sent to the QTMS over Modbus protocol.

4.4 MOUNTING HARDWARE.

a. Mount the QTMS in a protective enclosure ruggedized for extreme weather. Mount the QTMS adjacent to the dissolved gas monitor along the transformer vault wall.

b. Install the QPDM on a stand adjacent to the QTMS along the transformer vault wall.

c. Conduit

i. Rigid steel. Rigid steel conduit shall conform to NEMA C80.1 and shall be zinc-coated both inside and outside.

ii. Flexible metal. Flexible metal conduit shall be liquid tight, and shall conform to UL 360, shall have a hot-dip galvanized steel core, copper ground wire and a waterproof extruded PVC cover.

Use shall be limited to equipment connections not exceeding 36 inches.

iii. Fittings. Fittings for rigid conduit shall be threaded and conform to UL 514B. Fittings for flexible metal conduit shall provide positive bonding, and shall conform to UL 514B.

d. Wiring insulation shall be cross-linked thermosetting polyethylene (XLPE) type.

5.0 OTHER REQUIREMENTS

5.1 INSTALLATION AND SITE COMMISSIONING
