INSTRUCTION TO OFFERORS

This is a request for quote for Compressed Air System Upgrade in accordance with the technical specifications for the U.S. Army Corps of Engineers, Walla Walla District, at Lower Monumental Dam, Kahlotus, WA.

Registration at www.beta.sam.gov is required. Failure to register in the SAM database will make an offeror ineligible for award. Effective 29 April 2018, the notarized letter process is now mandatory on all CURRENT registrants at SAM who have a requirement to update data on their SAM record. The notarized letter is mandatory and is required in order for the GSA Federal Service Desk (FSD) to activate the entity's registration. Both Federal Assistance entities and all non-Federal entities must mail the original, signed copy of the notarized letter to the Federal Service Desk. ADDENDUM TO FAR 52.212-1 INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS

Submission of Price Quote – Offeror shall submit 1 copy of the following:

1. Signed and dated Standard Form 1449 (Solicitation/Contract/Order for Commercial Items)

2. Signed and dated Standard Form 30, if applicable, for any Amendments to the Solicitation

3. Completed schedule (pricing information) for all contract line item numbers

4. Completed Clause 52.212-3 Alt I, “Offeror Representations and Certifications—Commercial Items” as noted above.

PRICES QUOTED MUST BE VALID FOR 30 DAYS. Solicitation shall result in a firm-fixed-price contract.

All pricing shall include shipping FOB destination (include shipping cost in price).

BUSINESS HOURS: The standard business hours for the Walla Walla District, Corps of Engineers are Monday through Friday from 8:00 a.m. to 4:00 p.m., excluding federal holidays.

BASIS FOR AWARD

The Government will award one contract resulting from this solicitation in accordance with FAR 13.106 to the responsible offeror meeting or exceeding all solicitation requirements and representing the best value based on price.

Bidder Inquiry:

All inquiries regarding this solicitation are to be submitted via Bidder Inquiry. Telephone and email inquiries will not be accepted. Bidder Inquiry is a web-site that allows bidders to post questions regarding the solicitation and view all questions by other bidders and responses by USACE. Bidder Inquiry can be accessed through ProjNet at (https://www.projnet.org)

To submit and review inquiry items, prospective vendors will need to use the Bidder Inquiry Key presented below and follow the instructions listed below the key for access. A prospective vendor who submits a comment /question will receive an acknowledgement of their comment/question via email. Another email to the same address will notify the prospective vendor once the reply is available for viewing.

TIMING OF BIDDER INQUIRIES: Bidders are encouraged to submit their bidder inquiries promptly. The Government will make every effort to answer all bidder inquiries; however, the closer to the bid or proposal due date an inquiry is received, the less likely it is that a timely response can be provided.

TECHNICAL SPECIFICATIONS

TECHNICAL SPECIFICATIONS

STATION SERVICE COMPRESSED AIR SYSTEM REPLACEMENT

1.0 INTENT

The following specifications pertain to the purchase of the equipment and supplies required to upgrade the station service compressed air system for Lower Monumental Lock and Dam. This system includes the air compressors along with appurtenant piping and electrical components.

2.0 SCOPE

The successful bidder shall be required to furnish all of the equipment and supplies specified below. The equipment shall meet the requirements specified below. The quantities shall be as specified or as indicated on the attached bill or materials. The successful bidder shall provide one day on site start-up service by a qualified technician and all other items as stated within this Technical Specifications document.

3.0 COMPRESSED AIR EQUIPMENT REQUIREMENTS

3.1 COMPRESSOR REQUIREMENTS

The compressors shall meet the following specifications:

• Sullair Model ST45009

• Operating Pressure: 115 PSIG, 130 PSIG max.

• Operating Flow Rate: 278 ACFM at 115 PSIG

• Power Supply: 460 VAC 3 phase

• Motor Rating: 60 HP

• Rotary Screw type compressor

• Filter: Canister, 3-5 micron

• WS Controller microprocessor controller with sequencing

• NEMA 12 controls and NEMA 12 full voltage starter

• Water cooled oil cooler and air aftercooler, moisture separator with electric auto drain

• Rated for continuous duty

3.2 REFRIGERATED COMPRESSED AIR DRYER REQUIREMENTS

The refrigerated compressed air dryer shall meet the following specifications:

• Operating Pressure: 115 PSIG, 130 PSIG max.

• Operating Flow Rate: 600 ACFM at 115 PSIG

• Water cooled oil cooler and air aftercooler, moisture separator with electric auto drain

• Power Supply: 460 VAC 3 phase

• Compatible with Sullair ST45009 air compressor

3.3 AIR RECEIVER REQUIREMENTS

The air receivers shall meet the following specifications:

• Operating Pressure: 115 PSIG, 130 PSIG max.

• Capacity; 660 gallons

• Orientation: Vertical

• Must be rated to according to the ASME BPVC

• Drain for condensate

• Inspection port

4.0 ELECTRICAL EQUIPMENT REQUIREMENTS

4.1 BREAKER REQUIREMENTS

The electrical breaker shall meet the following specifications:

• Meet standards of IEC 60947-2

• Rated Minimum Operating Voltage: 690 VAC 3 phase/4 poles 60 hz

• Minimum Rated Insulation Voltage: 1000 VAC 50/60 Hz conforming to IEC 60947-2

• 800 amp frame

• Minimum Rated Short-Circuit Capacity: 42kA lcu at 690 VAC conforming to IEC

60947-2

• Must come with compatible digital trip unit with adjustable settings for short time short-circuit protection, instantaneous shot-circuit protection, and long time overload protection. Digital trip unit must be mountable to breaker and accessible when breaker is installed into switchgear

• Must be compatible to be installed into Square D Power-Zone 4 Metal-Enclosed Switchgear. Documentation from the manufacturer of the installation method is required.

4.2 COMBINATION MOTOR STARTER DISCONNECT REQUIREMENTS

The combination motor starter disconnect shall meet the following specifications:

• Compatible with supplied compressed air dryer

• Rated Minimum Operating Voltage: 480 VAC

• Minimum Rated Ampacity: 50 amps

• Complete assembly of disconnecting and protective devices in accordance with

NEMA ICS 1, NEMA ICS 2, and NEMA ICS 6

• Provide metal enclosure in accordance with NEMA 250

• Thermal-magnetic breakers

• A set of fuses and spares properly sized

The complete assembly will have independent functionality to perform disconnecting and motor starting operations using the following devices:

• Control-power transformers with a 120 VAC maximum

• Selector switches

• Pushbuttons

• Pilot lights

4.3 ELECTRIC PANELBOARD REQUIREMENTS

The electrical panelboard shall meet the following specifications:

• Rated Minimum Operating Voltage: 277/480 VAC three-phase 60 hertz four wire

• Totally enclosed power-distribution panelboard in a steel cabinet with an outer door or cover hinged on one side

• Dead-front circuit breaker type with copper buses.

• Conform with NEMA PB 1 and UL 489

• Rated Minimum Breaker Ampacity of Main Breaker: 300 amps

• Minimum of two 200 amp breakers and one 50 amp breaker

• Provide panelboard with a point of location where grounding bus can be bonded to the enclosure

• Panelboard as a complete unit will have a short-circuit current rating equal to or greater 10000 amps

4.4 EQUIPMENT GROUNDING CONDUCTOR REQUIREMENTS

The equipment grounding conductor shall meet the following specifications:

• Size: #8 AWG

• Length: 230 ft.

• Insulation: 600V, Green, THHN or TW

• Operating Voltage: 480V

5.0 SUBMITTALS

Submit the following in accordance with the submittal procedures listed below: Unless otherwise noted, all submittals shall require Government approval.

The following information shall be provided with the Operations and Maintenance Manuals: Name of the Contractor Contract Number Name, Phone Numbers and Email Address of Contractor Name, Phone Numbers and Email Address of Manufacturer Name, Phone Numbers and Email Address of each Authorized Distributor I Parts Vendor

5.1 AIR COMPRESSORS

The contractor shall provide catalog data, drawings, and Operation and Maintenance

Data for the Air Compressors.

5.2 COMPRESSED AIR DRYER

The contractor shall provide catalog data, drawings, and Operation and Maintenance Data for the Air Dryers.

5.3 SQ2 BREAKER

Data for the new SQ2 Electrical Breaker.

5.4 COMBINATION MOTOR STARTER DISCONNECT

Data for the Combination Motor Starter Disconnect.

5.5 PANELBOARD CQOPA

Data for the CQOPA Panelboard and associated breakers.

6.0 SUBMITTAL PROCEDURE

Submittals shall be transmitted electronically to both the technical Point of Contact and the alternate technical point of contact listed below in section 10. For files that are too large to transmit over email, coordinate the transfer method with the contracting officer's representative.

Official receipt of a transmittal begins the business day after the Government receives that transmission by e-mail or through the Safe Access File Exchange website.

Each submittal shall include a cover containing the following information:

(1) Project title, contract number, and Contractor's name.

(2) Subcontractor, supplier, or manufacturer's name, as applicable.

(3) Items being submitted.

The information listed above can be provided using an ENG Form 4025 or a locally generated document. A fillable ENG Form 4025 will be provided by the technical POC after award.

Review Notations

Unless otherwise noted for a particular submittal, review will be completed within Twenty 20 calendar days after date of receipt of submittal. Submittals will be returned to the Contractor with the following notations:

a. Submittals marked with an action code of "A" are "approved" or "accepted" and authorize the Contractor to proceed with the work covered.

b. Submittals marked with an action code of "B" are "accepted as noted on drawing", "accepted except as noted on drawing", and authorize the Contractor to proceed with the work covered once they make the changes to the submittal provided they take no exception to the corrections.

c. Submittals marked with an action code of "C" are "accepted as noted, resubmission required", and authorize the Contractor to proceed with the work covered provided they take no exception to the corrections. The Contractor shall resubmit with appropriate changes to address the Government notations.

d. Submittals marked with an action code of "E" are "disapproved", "not accepted", and indicate noncompliance with the contract requirements or design concept, or that submittal is incomplete.

Resubmit with appropriate changes. No work shall proceed for this item until resubmittal is approved or accepted.

e. Submittals marked with an action code of "F" are Submittals marked "receipt acknowledge" and will indicate submittal has been received but not necessarily reviewed by the Government.

Comments to these submittals may or may not be provided; however the Government reserves the right to require the Contractor to resubmit any item found not to comply with the contract.

f. FIO submittals marked with an action code of "FX" are Submittals marked as "does not comply as noted with contract requirements" and indicate noncompliance with the contract requirements or design concept, or that submittal is incomplete. Resubmit with appropriate changes for Government approval or acceptance. No work shall proceed for this item until resubmittal is received.

Disapproved or Rejected Submittals

Make corrections required. If the Contractor considers any correction or notation on the returned submittals to constitute a change to the contract drawings or specifications, give notice to the Contracting Officer.

If changes are necessary to submittals, make such revisions and resubmit in accordance with the procedures above. No item of work requiring a submittal change is to be accomplished until the changed submittals are approved.

Approved/Accepted Submittals

The Government's approval or acceptance of submittals is not to be construed as a complete check, and indicates only that the general method of fabrication, materials, detailing and other information are satisfactory.

Approval or acceptance will not relieve the Contractor of the responsibility for any error which may exist. The Contractor is responsible for performing Quality Assurance to ensure the satisfactory fabrication of final product.

After submittals have been approved or accepted by the Government, no resubmittal for the purpose of substituting materials or equipment will be considered unless accompanied by an explanation of why a substitution is necessary.

7.0 WARRANTY

Air compressor shall have a minimum one-year warranty on all parts and labor for complete package warranty, a five (5) year warranty on parts and labor warranty (includes main motor, air & oil coolers and separator receiver) and a ten (10) year parts and labor for air end warranty.

8.0 ON-SITE ASSISTANCE

A factory service technician shall be on site for one (1) day for startup assistance. The Government will notify the contractor one (1) week prior to when the startup assistance will be required (Monday - Thursday 7:00 a.m. - 4:00 p.m. excluding Federal holidays). Expenses and travel to and from site shall be covered by contractor.

9.0 SHIPMENT AND DELIVERY

The air compressors, two (2), air dryer, one (1), air receivers, three (3), the breaker, one (1), the panelboard, one (1), and the combination starter, one (1) shall be delivered FOB destination to Lower Monumental Lock and Dam. Delivery shall be no later than 6 weeks after of award. The contractor shall be responsible for packing and shipping the components in a manner that will ensure undamaged and complete arrival to Lower Monumental Lock and Dam. No shipments are allowed other than during normal business hours of Monday - Thursday 7:00 a.m. - 4:00 p.m. excluding Federal holidays.

(a) Definitions. As used in this provision, “covered telecommunications equipment or services” has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for “covered telecommunications equipment or services”.

(c) Representation. The Offeror represents that it [ ___ ] does, [ ___ ] does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument.

52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (AUG 2020)

ALTERNATE I (OCT 2014)

The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v) of this provision.

(a) Definitions. As used in this provision--

“Covered telecommunications equipment or services” has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

“Economically disadvantaged women-owned small business (EDWOSB) concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.

“Forced or indentured child labor” means all work or service—

(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or

(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.

“Highest-level owner” means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.

“Immediate owner” means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.

“Inverted domestic corporation,” means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c).

“Manufactured end product” means any end product in product and service codes (PSCs) 1000-9999, except—

(1) PSC 5510, Lumber and Related Basic Wood Materials;

(2) Product or Service Group (PSG) 87, Agricultural Supplies;

(3) PSG 88, Live Animals;

(4) PSG 89, Subsistence;

(5) PSC 9410, Crude Grades of Plant Materials;

(6) PSC 9430, Miscellaneous Crude Animal Products, Inedible;

(7) PSC 9440, Miscellaneous Crude Agricultural and Forestry Products;

(8) PSC 9610, Ores;

(9) PSC 9620, Minerals, Natural and Synthetic; and

(10) PSC 9630, Additive Metal Materials.

“Place of manufacture” means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.

“Restricted business operations” means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—

(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;

(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;

(3) Consist of providing goods or services to marginalized populations of Sudan;

(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;

(5) Consist of providing goods or services that are used only to promote health or education; or

(6) Have been voluntarily suspended.

“Sensitive technology”—

(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically—

(i) To restrict the free flow of unbiased information in Iran; or

(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and

(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).

“Service-disabled veteran-owned small business concern”—

(1) Means a small business concern—

(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and

(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.

(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).

“Small business concern” means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR Part 121 and size standards in this solicitation.

“Small disadvantaged business concern, consistent with 13 CFR 124.1002,” means a small business concern under the size standard applicable to the acquisition, that--

(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by--

(i) One or more socially disadvantaged (as defined at 13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States; and

“Subsidiary” means an entity in which more than 50 percent of the entity is owned—

(1) Directly by a parent corporation; or

(2) Through another subsidiary of a parent corporation.

“Veteran-owned small business concern” means a small business concern—

(1) Not less than 51 percent of which is owned by one or more veterans(as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and

(2) The management and daily business operations of which are controlled by one or more veterans.

“Women-owned business concern” means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of the its stock is owned by one or more women; and whose management and daily business operations are controlled by one or more women.

“Women-owned small business concern” means a small business concern --

(1) That is at least 51 percent owned by one or more women or, in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more women; and

(2) Whose management and daily business operations are controlled by one or more women.
