SINGLE SOURCE DETERMINATION (Including Brand Name)
1. CONTRACTING AGENCY: Walla Walla District, U.S. Army Corps of Engineers, (USACE), Walla Walla District (CENWW-CT) 201 North 3rd, Walla Walla, WA.
2. DESCRIPTION OF ACTION: Approval is being requested for a new firm-fixed-price, brand-name purchase order for the delivery of two (2) Sullair rotary screw air compressors for Lower Monumental Station Service Compressed Air Replacement.
The overall purpose of this project is to replace the station service air compressors and associated piping and equipment to improve reliability of the system. The compressed air system supplies compressed air to support maintenance and construction activities in the powerhouse and is critical to providing reliable power generation.
3. DESCRIPTION OF ITEMS: The U.S. Army Corps of Engineers, Walla Walla
District, Lower Monumental Dam has a requirement for two (2) Sullair rotary screw air compressors, to be supplied by the contractor.
The estimated amount of purchase is $60,000 for 2 Sullair rotary screw air compressors.

4. AUTHORITY CITED:
(1) FAR 13.106-1(B) Soliciting from a single source. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization.
(2) FAR 11.105-(a)(1): the particular brand name, product, or feature is essential to the Governments’ requirements, and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s need.
5. REASON FOR AUTHORITY CITED:
a. Background:
The station service compressed air system provides plant compressed air for the powerhouse compressed air network. The current station service air compressors comprised of compressors 1, 2, and 3 are past their design life and have become unreliable. Components for all three compressors are obsolete and compressor 3 is inoperable. When these units fail, the maintenance staff are forced to fabricate parts to fix them because of the lack of commercially available parts. Due to the lack of reliability, the navigation lock compressors are supplementing the powerhouse air system which has caused additional demand and maintenance on that system. The navigation lock compressors are Sullair brand and use a proprietary oil and brand specific seals, filters, and consumables. Replacing the station service compressors with Sullair brand compressors will help standardize equipment on site and lower cost of maintenance, training, and spares compared to another brand.
b. Justification:
Sullair compressors are specified to meet compatibility and supportability requirements as-well-as ensure Lower Monumental Lock and Dam fulfills its mission as efficiently and effectively as possible. The navigation lock compressed air system uses Sullair compressors with proprietary oil, brand specific seals, filters, consumables, and spare parts. Spare parts and consumables are already stocked for these units. Installing compatible units for the station service compressed air system improves maintainability/supportability of the system.
c. Impact: Substitution for the specified product would impact as follows:
i. Increase initial and recurring costs of spare parts inventory.
ii. Increase initial and recurring costs of consumables inventory (filters, oil, grease, etc.)
iii. Increase labor time, travel, and expense greater than $182,000 for the initial startup training and additional training on a new compressor brand (see file A.02.04 Budget Estimate Non-Sullair Additional Training Cost).
iv. Decrease compatibility with existing systems and thus posing risk of unacceptable delays leading to extended unplanned compressed air outages.
v. Decrease efficiency of engineers and technicians because of unfamiliarity with alternative systems or there would be a major cost for a new training program to be put in place.
Purchasing a brand other than Sullair rotary screw air compressors will increase the complexity of the project, require more types of spare parts, more types of consumables (filters, oil, grease, etc.), and more training of technical staff that maintain the units. All of these increase the operating and maintenance (O&M) costs.
The increased cost due to additional training requirements alone amount to more than $182,000. There will be an increased risk of wrong spare parts and/or consumables being used or the wrong maintenance procedure used. Along with these risks comes a higher risk of increased unplanned down time for repairs. These longer repair durations could result in delays to critical maintenance activities associated with main generating units and fish passage.
d. Alternatives:
i. Fix as fails. This is not acceptable because the navigation lock air supply system is not designed to service the powerhouse needs and must be available for navigation lock use.
ii. Provide a different brand compressor. This would increase the lifecycle cost of the system by more than $182,000 in training alone. There would significant additional costs for restocking seals, filters, and oil for the additional brand of compressor.
6. EFFORTS TO OBTAIN AND INCREASE COMPETITION: There are multiple distributors of Sullair compressor products. Current market research indicated competitive pricing among offerors that will likely result in fair and reasonable pricing.
7. FAIR AND REASONABLE COST DETERMINATION: Price competition should result in a fair and reasonable price; however, no contract will be awarded unless the price is determined fair and reasonable.
8. MARKET RESEARCH: Sullair compressors are available from multiple suppliers
(such as Northwest Pump & Equipment Co., Compressor World, ALTA Equipment Company, Compressor Pump & Services Inc., and Air Compressors Direct).
