J-1502000-05 Sequences of Operation
1. Standard System (Reclaim, Pressure Washer, High Solids Removal (HSR) and Spray Bar Systems). For Twentynine Palms, see J-1502000-04.
1.1 The reclaim system is controlled by a programmable logic controller (PLC).
The system haves two modes – run (wash and standby) and off. In both modes the PLC and all of its inputs and outputs shall be able to communicate with the remote monitoring system. In run mode – standby, the pressure washers, the high solids removal (HSR) system hose reels (where applicable) and spray bar pumps (where applicable) shall be de-energized. The HSR filtration system shall remain online and shall periodically run based on a programmable schedule. If the oil-sand interceptor fills up with water, the system shall process the water through the oil water separator (OWS) and discharges it to sanitary sewer/dry well (site specific). When in run mode -standby, if either the pressure washers, HSR hose reel, or spray bar is energized, the PLC shall switch the system to run mode – wash. The system shall stay in run mode - wash until all pressure washers, HSR hose reels, or spray bar have been deactivated. In this mode effluent from the oil-sand interceptor shall be treated and stored in the clean water tank. Any excess clean water shall be discharged to sanitary sewer/parking lot sanitary sewer. The control system shall be designed to be left in the run mode. In OFF mode, all pumps and pressure washers shall be de-energized.
1.2 To prevent unauthorized use of the system, a keyed lock shall be installed on the outside of the container. When locked, the pressure washers , HSR hose reel, or spray bar cannot be energized.
1.3 Run Mode - Wash, Sequence of Operation
1.3.1 In Run mode – wash, the On/Off switch on interior panel is ON and the pressure washer, HSR system pump (hose reel), or spray bar is energized via the start/stop controls on the exterior control panel. The HSR filtration system shall remain off.
1.3.2 The PLC shall monitor all levels in the oil-sand interceptor, tanks, and sumps and if a low level condition is detected the PLC shall not allow the pump in question to turn on until the low level condition is corrected. The PLC shall also monitor high-level situations in the oil-sand interceptor, tanks, and sumps to ensure there are no overflow conditions within the system as well.
1.3.3 The PLC shall constantly scan the level switch located in the oil-sand interceptor and when the level switch is closed due to a high level, the PLC shall activate the oil-sand interceptor sump pump and transfer wash effluent from the oil-sand interceptor to the OWS. If wash effluent continues to rise, the PLC shall deactivate the pressure washers and activate local and remote alarms.
1.3.4 The PLC shall constantly scan the level switch located in the OWS and when the level switch is closed due to a high level, the PLC shall activate the OWS pump and transfer wash effluent to the paper filter. If wash effluent continues to rise, the PLC shall deactivate the oil-sand interceptor sump pump and activate local and remote alarms.
1.3.5 The paper filter paper shall advance automatically via a level switch in the paper filter. As effluent passes through the paper and into the paper filter collection tank, another level switch shall start the paper filter transfer pump and pump the effluent to holding tank 1. If wash effluent continues to rise, the PLC shall deactivate the OWS sump pump and activate local and remote alarms. From holding tank 1 the effluent shall be processed through an automatic back washable disk or screen filter element. Effluent that passes through this filter element shall be stored in holding tank 2.
1.3.6 Effluent in holding tank 2 shall be processed through the plate filter in a single pass at a rate of not less than 60 gallons per minute and stored in the clean water tank for re-use. Excess clean, treated, recycled water shall be overflowed to sanitary sewer.
1.3.7 The treated and recycled effluent shall be clear, colorless, odorless, and within the sewer discharge limits at all times for BOD, COD, TSS, oil, grease, and heavy metals. The PH of the clean water in the clean water tank shall be monitored along with temperature. The clean water tank PH shall be backed up by a PH control system to ensure the PH is neutral and safe for vehicle washing.
1.3.8 To protect the pressure washer from damage in the event the clean water tank runs low, a low water switch in the clean water tank shall turn off the pressure washer when the level in the tank drops to approximately 90% empty. The PLC shall open the potable water fill valve and fill the clean water tank.
1.4 Run Mode - Stand-By, Sequence of Operation
1.4.1 In run mode, stand-by, the On/Off switch on interior panel is ON and the pressure washer , HSR system pump (hose reel), and spray bar is off via the start/stop controls on the exterior control panel. The HSR filtration system shall come online and shall periodically run based on a programmable schedule.
1.4.2 The PLC shall constantly scan the level switch located in the oil-sand interceptor and when the level switch is closed due to a high level, the PLC shall activate the oil-sand interceptor sump pump and transfer the wash effluent to the OWS.
1.4.3 The PLC shall constantly scan the level switch located in the OWS and when the level switch is closed due to a high level, the PLC shall activate the OWS sump pump and transfer wash effluent to sanitary sewer.
1.4.4 HSR Filtration System. To reduce suspended solids from
accumulating in the sand-oil interceptor effluent and from being sprayed onto vehicles during HSR operations, the effluent in the sand-oil interceptor shall be periodically and automatically processed through a disk filter and returned to the oil-sand interceptor. On a preset (adjustable) schedule, the PLC shall activate the HSR filtration system sump pump located in the oil-sand interceptor and system pump and transfer effluent from the oil-sand interceptor through a disk filter and back to the oil-sand interceptor.
1.4.5 At a preset (adjustable) set point on the differential pressure switch installed across the disk filter, the PLC shall allow recycled water to backwash at no more than 3 gallons per backwash cycle through the disk filter before flowing back to the 1st chamber of the oil-sand interceptor.
1.5 Off Mode, Sequence of Action. The On/Off switch on interior panel is in the OFF position. All pumps and pressure washers are de-energized. The PLC shall continue to monitor all systems and if the water rises to any high level alarm switches, the PLC shall activate local and remote alarms.
1.6 Emergency Stop. If emergency stop is activated, the PLC shall shut down all pumps and pressure washers. If the system emergency stop is activated for any reason, the monitoring system shall automatically and immediately notify the designated government official for the site and the PM Contractor by E-mail to ascertain the reason for the emergency stop activation.
2. Legacy System (Reclaim, Pressure Washer, High Solids Removal (HSR) Systems)
2.1 The reclaim system is controlled by a programmable logic controller (PLC).
The system haves two modes – run (wash and standby) and off. In both modes the PLC and all of its inputs and outputs shall be able to communicate with the remote monitoring system. In run mode – standby, the pressure washers and the high solids removal (HSR) system hose reels (where applicable) shall be de-energized. The HSR filtration system shall remain online and shall periodically run based on a programmable schedule. If the sump tank/sediment pit/pad trough fills up with water, the system shall process the water through the oil water separator (OWS) and discharges it to sanitary sewer/dry well (site specific). When in run mode -standby, if either the pressure washers or HSR hose reel is energized, the PLC shall switch the system to run mode – wash. The system shall stay in run mode - wash until all pressure washers and HSR hose reels have been deactivated.
In this mode effluent from the oil-sand interceptor shall be treated and stored in the clean water tank. Any excess clean water shall be discharged to sanitary sewer/parking lot
2.2 The control system shall be designed to be left in the run mode.
2.3 Run Mode - Wash, Sequence of Operation
2.3.1 When the pressure washer or HSR system pump (excluding the HSR filtration pump) is energized the controller puts the system in wash position.
2.3.2 The PLC shall monitor all levels in tanks or sumps and if a low level condition is detected the PLC shall not allow the pump in question to turn on until the low level condition is corrected. The PLC shall also monitor high-level situations in the tanks and sumps to ensure there are no overflow conditions within the system as well.
2.3.3 The PLC shall constantly scan the level switch located in the sump tank/sediment pit/pad trough and when the level switch is closed due to a high level, the PLC shall activate the sump tank/sediment pit/pad trough sump pump and transfer wash effluent to the OWS. If wash effluent continues to rise, the PLC shall deactivate the pressure washers and activate local and remote alarms.
2.3.4 The PLC shall constantly scan the level switch located in the OWS and when the level switch is closed due to a high level, the PLC shall activate the OWS pump and transfer wash effluent to the paper filter. (NOTE: For systems with a solid settling tank (SST), the OWS pump transfers the wash effluent to the SST in lieu of the paper filter. Effluent from the SST is gravity fed to the paper filter). If wash effluent continues to rise, the PLC shall deactivate the sump tank/sediment pit/pad trough sump pump and activate local and remote alarms.
2.3.5 The paper filter paper shall advance automatically via a level switch in the paper filter.
2.3.6 Effluent in holding tank 2 shall be processed through the plate filter in a single pass at a rate of not less than 60 gallons per minute and stored in the clean water tank for re-use. Excess clean, treated, recycled water shall be overflowed to
2.3.7 The treated and recycled effluent shall be clear, colorless, odorless, and within the sewer discharge limits at all times for BOD, COD, TSS, oil, grease, and heavy metals. The PH of the clean water in the clean water tank shall be monitored along with temperature. The clean water tank PH shall be backed up by a PH control system to ensure the PH is neutral and safe for vehicle washing.
2.3.8 To protect the pressure washer from damage in the event the clean water tank runs low, a low water switch in the clean water tank shall turn off the pressure washer when the level in the tank drops to approximately 90% empty. The PLC shall open the potable water fill valve and fill the clean water tank.
2.4 Run Mode - Stand-By, Sequence of Operation
2.4.1 In run mode, stand-by, the pressure washer and HSR system pump (hose reel) are off. The HSR filtration system shall come online and shall periodically run based on a programmable schedule.
2.4.2 The PLC shall constantly scan the level switch located in the sump tank/sediment pit/pad trough and when the level switch is closed due to a high level, the PLC shall activate the sump tank/sediment pit/pad trough sump pump and transfer the wash effluent to the OWS.
2.4.3 The PLC shall constantly scan the level switch located in the OWS and when the level switch is closed due to a high level, the PLC shall activate the OWS sump pump and transfer wash effluent to sanitary sewer.
2.4.4 HSR Filtration System. To reduce suspended solids from
accumulating in the sand-oil interceptor effluent and from being sprayed onto vehicles during HSR operations, the effluent in the sump tank or sediment pit shall be periodically and automatically processed through a disk filter and returned to the sump tank or sediment pit. On a preset (adjustable) schedule, the PLC shall activate the HSR filtration system sump pump located in the sump tank or sediment pit and transfer effluent from the sump tank or sediment pit through a disk filter and back to the sump tank or sediment pit.
2.4.5 At a preset (adjustable) set point on the differential pressure switch installed across the disk filter, the PLC shall allow recycled water to backwash at no more than 3 gallons per backwash cycle through the disk filter before flowing back to the 1st chamber of the oil-sand interceptor.
2.5 Off Mode, Sequence of Action. All pumps and pressure washers are de-energized. The PLC shall continue to monitor all systems and if the water rises to any high level alarm switches, the PLC shall activate local and remote alarms.
2.6 Emergency Stop.

J-1502000-10 Sediment Removal Protocols
1. These protocols apply to catch basins, trench drains, sediment pits, and oil-sand interceptors and collectively for the purpose of this document are referred to as sediment retention component (SRC).
2. During each PMI service, all SRC vessels shall be fully inspected.
3. All SRC vessels shall be dipped for sludge to determine the amount of sediment, oil and water by proportion in each vessel. If the sediment or oil or both is found to exceed the manufacturers recommended capacities and the MFR standard amount, the vessels shall be cleaned.
4. The SRC vessels shall be cleaned before more than 8 drums of oil and or sediment is accumulated during a single PMI visit. This is to ensure that MCRC sites waste generator levels are not increased to an excessive level.
5. Cleaning of some ediment pits and oil-sand interceptors are confined spaces and appropriate confined space procedures shall be followed during servicing and cleanings.
6. If any SRC vessels have floating oils on the surface and no sediment, the floating hydrocarbons will be removed, containerized and disposed of.
7. If any SRC vessels are found to have significant sediment and or oil levels in the vessel then the vessel or vessels will be fully cleaned, inspected and re-charged with recycled water or fresh water if the recycled water can not be stored during the cleaning.
8. Because sediment pits and oil-sand interceptors contain significant gallons of wash effluent (ranging from 1000 gallons to 30,000 gallons) waste minimization practices shall be used to reduce the waste containerized and hauled off site to solids water content of less than 15% and water content in oils less than 5%. Contractor will not be permitted to pump out entire volumes of these vessels and have them hauled off site.
9. The preferred and current method of cleaning SRC vessels is to pump individual chambers out and store wash effluent on site, clean sections of the SRC vessels and then return wash effluent to the cleaned chambers. This protocol provides the highest waste minimization percentages and keeps the use of potable water for recharging the sediment pits and oil-sand interceptors to a minimum.
10. If storage of wash effluent is not possible for some reason, all of the systems with the exception of the pass through system have programing and controls within the control system to pump the sediment pits and oil-sand interceptors through the reclaim system and pump the contents to the sanitary sewer system. After all effluent has been treated and discharged the sediment can be removed, containerized, and disposed of per the contract.
