I. BACKGROUND INFORMATION:
This guideline provides a summary of the ATFP requirements for CENAU projects in the EUCOM Area of Responsibility (AOR). This guideline is intended to consolidate information from multiple requirements documents, and provide a clear path for determining which ATFP requirements apply to a given project.
The documents used to develop this guideline are:

See Table 1 for a summary of ATFP requirements for various project types.
II. GENERAL GUIDANCE:
1. EXEMPTIONS FROM ATFP REQUIREMENTS:
See Appendix 1 for a flowchart depicting the process for determining if the project is exempt from ATFP requirements.
Exceptions per UFC 4-010-01 Section 1-6:
Low Occupancy Buildings- Buildings or portions of buildings routinely occupied by less than 11 DoD personnel and with a population density of less than one person per 40 gross square meters.
Low Occupancy Family Housing- 12 units or fewer per building.
Fisher Houses- 24 units or fewer.
Town Centers Enhanced Use Leases

a) Project Exempt from ATFP Requirements per UFC 4-010-01:
If the project is exempt from ATFP requirements per UFC 4-010-01, the project must be discussed with a local Antiterrorism Officer (ATO) and users to determine if there any assets or aggressor tactics that need to be addressed during project design.
UFC 4-020-01 Table 3-8 includes potential assets. Table 3-27 includes potential aggressor tactics.
FRAGO Section 3.b.3.b requires the Design Basis Threat (DBT) for defense critical infrastructure facilities to include visual, acoustic, and electronic eavesdropping tactics and airborne/waterborne contamination tactics.
If assets or aggressor tactics are identified as needing to be addressed during project design, then a DBT Analysis must be performed in accordance with Section II. 2. of this document, and mitigation strategies developed in accordance with UFC 4-020-01.
If assets or aggressor tactics are not identified as needing to be addressed during project design, the project does not have ATFP requirements.
b) Project NOT Exempt from ATFP Requirements per UFC 4-010-01:
If the project is NOT exempt from ATFP requirements per UFC 4-010-01, proceed in this guideline to the appropriate section:
Section IV- New Facilities Section V- Additions Section VI- Existing Facilities
2. Design Basis Threat (DBT) Analysis
UFC 4-020-01 Chapter 3 provides the process for the facility DBT Analysis; a planning team creates a Design Criteria Summary Worksheet that documents the appropriate DBT and Level of Protection (LOP) for the design.
Additional or reinforced DBT guidance from FRAGO Section 3.b.3.d.:
Determining the facility DBT is an installation function.
Determining the facility DBT is the first step in planning ATFP requirements and shall be completed prior to the beginning of the design phase.
Every planning team will include engineers, installation Antiterrorism Officers (ATOs), facility users, intelligence officials, operations, logistics and resource managers.
UNCLASSIFIED//FOR OFFICIAL USE ONLY 3
Inhabited Facilities must provide occupants no less than a “Very Low”
LOP.
Inhabited buildings routinely occupied by 50 or more DoD personnel must provide occupants no less than a “Low” LOP.
See FRAGO Section 3.b.3.d.2. for the minimum threat vehicle.
See FRAGO Section 3.b.3.d.3. for the minimum Vehicle Borne Improvised
Explosive Devise (VBIED) explosive weights.
The approved local DBT shall be used to establish design criteria based upon UFC 4-020-01. (Note the local DBT is different than the facility DBT).
