SECTION 00 33 50 WEATHER, WATER STAGE AND TIDE DATA
SECTION 00 33 50 Page 1
1. The following water stage, wind, wave, and weather data are provided for inclusion in the subject project’s P&S. The water level datums provided here are for information only and are not for use in conjunction with any contract-related hydrographic surveying.
a) Water Stages. Water levels in the project area are mainly affected by wind and semi-diurnal tidal fluctuations in the Atlantic Ocean. The project area is subject to tropical system storm surge from June through November. Surge from extratropical storms may affect the area any time of the year.
Elevations of tidal datums in the vicinity of the project area were gathered using the National Oceanic and Atmospheric Administration’s (NOAA) National Ocean Service (NOS) tide stations shown in Figure 1 and Tables 1 – 2. These data are referenced to Mean Lower-Low Water (MLLW) from the tidal epoch period of 1983 – 2001 and are based on a controlling tide station on the Intracoastal Waterway side of Fernandina Beach, Florida (NOAA Tide Station 8720030). Additional tidal data on stations in the vicinity of the subject project area can be found at the following website:
https://tidesandcurrents.noaa.gov/map/index.html?region=Florida.
The elevations in Table 1 are taken from NOAA’s Tide Station 8679511 (Kings Bay, GA). These datums are based on a 1-year analysis from January 1990 – December 1990 from a gauge near the Kings Bay Docking Station up the East River, which is immediately adjacent to the project area. Table 2 provides datums taken from NOAA’s Tide Station 8720030 (Fernandina Beach, FL). These elevations are based on data from a seven-year analysis from January 1983 – December 1984 and January 1997 – December 2001 from the Fernandina Harbor Marina, which is approximately 2.5 miles south of the St. Marys River Inlet and roughly 9.0 miles southeast of the project area.

Daily tidal predictions at locations along the coastline of North and South America, including locations in the vicinity of the project area, are included in the publication East Coast of North and South America Tide Tables, United States (U.S.) Department of Commerce, National Oceanic and Atmospheric Administration, National Ocean Service. In addition to daily tidal predictions, this publication provides mean tide levels, diurnal tide ranges, and some astronomical data (sunrise, sunset, moonrise, and moonset). Of note, tidal data provided in this publication are also listed at the following website:
https://tidesandcurrents.noaa.gov/tide_predictions.html.
b) Wind and Wave Data. The publications in this section include wind and wave information in the vicinity of the project area. They are available for review at the websites or agencies indicated.
i. U.S. Coast Pilot Volume 4, Atlantic Coast: Cape Henry to Key West, U.S. Department of Commerce, National Oceanic and Atmospheric Administration, National Ocean Service is a publication that supplements the navigational information shown on NOAA’s NOS nautical charts and provides miscellaneous meteorological data. This publication is available through NOAA or on the following website: https://nauticalcharts.noaa.gov/publications/coast-pilot/index.html.

SECTION 00 33 50 Page 3
ii. U.S. Army Corps of Engineers’ Coastal & Hydraulics Laboratory, Wave Information Study (WIS) Database is a wave hindcast database for various stations located along the U.S. Atlantic, Gulf of Mexico, and Caribbean coastlines. WIS Station 63401 is in roughly 17.0 meters of water relative to the Mean Sea Level (MSL) datum (i.e. 55.8 ft-MSL) at 30° 40.2' N, 81° 15.0' W. This station lies approximately 12.0 miles east-southeast of the St. Marys River Inlet entrance. Available data includes a hindcast time series of wave heights, periods, and directions taken at 1-hour intervals for the 35-year period of 1980 – 2014. The following website provides links to WIS summary tables and plots, as well as other sources of wave data:
http://wis.usace.army.mil/.
iii. National Data Buoy Center (NDBC) Website provides a wide range of real-time and archived meteorological and oceanographic data collected at offshore and nearshore stations worldwide. Data provided on this website include wind speed, wind gusts, atmospheric pressure, air temperature, sea temperature, wave height, and wave period. Gauge readings are updated hourly, and archived data is available for most stations. Data relevant to Florida and southeast Georgia projects are found on the following website:
https://www.ndbc.noaa.gov/maps/Florida.shtml.
c) Weather Conditions. The project area is subject to tropical systems June through November and to windy and rainy weather any time of the year. The climate of the area is essentially tropical, as temperatures below freezing are seldom. During the wet season (May through October), rainfall events are usually short and sporadic and closely associated with convective activity. Winter months generally constitute the dry season, where rainfall is typically associated with mid-latitude, or extratropical, systems and distributed in a more spatially uniform pattern. Daily rainfall events in the dry season are occasionally heavy when mid-latitude systems impact southeast Georgia. Notably, hazardous thunderstorms can occur in this area at any time of the year.
i. It is the contractor's responsibility to obtain information concerning weather conditions in the project area. The Climate Data Online website (https://www.ncdc.noaa.gov/cdo-web/) published by NOAA’s National Centers for Environmental Information (formerly the National Climatic Data Center) in Asheville, North Carolina contains climatological and meteorological data relevant to this region. Available data include quality-controlled daily, monthly, seasonal, and yearly measurements of temperature, precipitation, wind, and degree days as well as radar data and 15- to 30-year climate normals.
NOAA’s Climate Data Online website includes Monthly Normals (average values) for temperature, precipitation, and other climatological information over three periods: 1981-2010, 1991-2020, and 2006- 2020. NOAA’s Fernandina Beach, FL gauge (ID USW00082944) is closest to the project area and lies roughly 2.9 miles south of the project site at 30° 40.0' N, 81° 27.2' W. The most applicable period for data at this site is likely 1991-2020 and is found at the following website:

Additional security screening for access to worksite is required and accomplished through a government issued trustworthiness determination and in accordance with the Waterfront Restricted Area (WRA) access requirements (SWFLANTINST 5530.7); therefore, know and/or perform the following:
a. No more than 5 calendar days after receipt of Notice to Proceed (Partial), the Designated Contractor Security Administrator will submit a Contractor Intake Form with all contractor employees requiring access to SUBASE Kings Bay Security Manager at Building 1063 Fluckey Hall, and submit a Contractor Intake Form - Submission Notification to the Contracting Officer. An Excel file of the Contractor Intake Form will be provided by the Government. The SUBASE Security Manager will determine if contractor employees have met the access requirements and at their discretion, will initiate the Electronic Questionnaires for Investigations Processing (e-QIP) for a trustworthiness determination (or Tier 1 Investigation). New investigations require contractor employees to complete electronic forms through eQIP. The eQIP email link is only valid for 5 five days. If contractor employee fails to activate the eQIP link, one reset will be granted.
b. Upon submission of the necessary documentation through eQIP, the contractor employee will report to Building 1063 Fluckey Hall Security Office and request digital fingerprints. The Designated Contractor Security Administrator will notify the SUBASE Security Manager when contractor employees have submitted fingerprints. At the discretion of the SUBASE Security Manager, an interim 90-day Unescorted access badge can be granted to the contractor employee after the eQIP and fingerprints are submitted and investigation shows "Open" in Defense Information Security Systems (DISS). Once Security Manager signs the Access badge, WRA access request will be submitted from information on the Badge application. Two additional interim 90-day Unescorted access badges can be granted at the discretion of the SUBASE Security Manager. The contractor employee must receive a "Favorable" determination after the 270 days from the original "Open" date (three consecutive 90 day periods) in order to maintain Unescorted status.
It is the Contractor's responsibility to ensure the screening process is completed prior to the commencement of work. If a "Favorable" determination is not obtained by the 270th day of the "Open" date, the individual will require an escort.
c. Once the Restricted Area Access Badge is issued, personnel will report to SWFLANT Engineering Service Building (ESB), Bldg. #6005, to be enrolled into the WRA Perimeter Intrusion Detection and Assessment System (PIDAS) and have their badge encoded for entry. PIDAS includes an Automated Entry Control System (AECS) which is required for WRA

1.7.2.3 Site Security
Job site security is a Contractor responsibility. Notify Base Security Office of any special measures taken (night watchmen, alarms, etc.).
1.7.2.4 Vehicle Permits
As prescribed by SUBASE Security Franklin Gate, vehicle permits require documentary proof of liability insurance coverage, registration and all pertinent identification/description such as manufacturer's model, body type, and engine number. Company vehicles must have permanently affixed company identification prominently displayed on the vehicle. All Contractor vehicles and equipment, when not in use, will be locked or removed from the Base or otherwise disabled so that operation by unauthorized personnel will be prohibitive.
1.7.2.5 Special Working Conditions and Entry to Work Area
Entry to work areas located in the Navy operational area is limited to that needed to accomplish work in or adjacent to these structures. No unessential entry into operational areas is allowed. Access may be denied any time special Navy security and safety restrictions are set.
1.7.2.6 Diving Plans
Station regulations prohibit underwater diving at any location in the Waterfront Restricted Area (WRA). If diving services are needed, then the Contractor will have to leave the WRA and perform the needed diving outside of the project area.
1.7.2.7 Coordination with The Navy
Coordination with elements of the Navy is usually accomplished through the Contracting Officer. Base specific items such as coordination of opening the security gates, equipment inspections, etc. will be coordinated with NAVFAC SE Public Works Department and Designated USACE Project Manager.
The NAVFAC SE Public Works Representative will serve as the Security Area Requesting Official for the Contractor and provide guidance to the Designated Contractor Security Administrator for routing and submitting security forms.
1.7.2.8 Materials Delivery
The inspection station for clearing materials shipments is open 0530-1800 Monday through Friday. Materials delivery requires a bill of lading.
1.7.2.9 Vessel Waterfront Restricted Area (WRA) Security Requirements
The following security requirements must be adhered to by the Contractor when exiting or entering the WRA by waterborne vessel. Entry control
SECTION 01 11 00 Page 10 administrative inspection time will vary depending on the type of vessel being searched. Security personnel will do a walk through of all spaces, normally accompanied by a Military Working Dog. The vessel inspection is conducted at Site Six pier or as directed by SWFLANT. This listing is not inclusive of all possible situations the security force may encounter while conducting the inspection.
a. The Contractor must give the SWFLANT Waterfront Security Coordinator a minimum of 24 hours notification of all vessels moving into or out of the Waterfront Restricted Area (WRA). The SWFLANT Waterfront Security Coordinator can be reached for scheduling at (912) 573-3748, 0700-1800 Monday through Friday.
b. Personnel must be in possession of an approved SUBASE badge with codes 12 and 10 at all times inside the WRA. Personnel requiring access to areas 4 and 7 will require additional justification.
Instructions on obtaining the badges are described in subparagraph "Security Requirements" above.
c. A vessel that leaves the restricted area must be re-inspected prior to reentry, unless that vessel was under the continuous observation of the Waterfront Security Force while outside the restricted area. If continuous observation by the Waterfront Security Force is needed it must be prior coordinated with SWFLANT to ensure guard force availability to maintain observation.
d. The Superintendent or designated representative will be granted permission to work within an agreed upon location. If small boats leave this area, permission must be obtained through Harbor Control via Marine Band Channel 77.
e. Permission, from Waterfront Security Division at (912) 573-3748, is required 24 hours prior to coming within 100 yards of a moored submarine.
f. Inspection Procedure:
(1) The Superintendent or the Captain of the vessel will notify Harbor Control on marine Channel 77 of arrival at Kings Bay requesting location to standby and receive a security inspection.
Clearance must be received before proceeding or securing the vessel or barges awaiting inspection.
(2) The Guard Force Sentry will verify with the Superintendent or the Captain of the vessel that they do not possess any prohibited items.
(3) The Superintendent or Captain of the vessel will be instructed to secure the engine and identify any hazardous cargo or hazardous areas aboard the vessel prior to starting the inspection.
(4) Depending on the size of the vessel, vessel crew members may be directed to a location on the vessel or on the pier, out of the way of the inspection process.
(5) The Superintendent or Captain will be directed to illuminate all spaces and to open all compartments, containers, and hatches for inspection.
SECTION 01 11 00 Page 11
(6) The security force will inspect compartments, spaces, and containers looking for weapons, explosives, explosive devices, cameras, contraband, etc.
(7) As the security guard inspects, the guard will not close vessel compartments or hatches, but direct the owner of the vessel to restore the vessel.
(8) If the security guard discovers any unopened compartments or containers, they will direct the Superintendent, Captain or contract representative to open them.
(9) Once the inspection is successfully completed, the guard will direct all occupants to present their SUBASE badge for verification and board the vessel.
(10) The Security Inspection team leader will instruct the Superintendent or Captain of restricted areas within the WRA to keep clear of or any hazardous operations and to notify Harbor Control on channel 77 prior to getting under way while within the
WRA.
(11) Once a vessel has been inspected the Superintendent or Captain will be directed to immediately enter the restricted area, position the vessel near the waterborne gates, or remain at site six under the supervision of the security force until they enter the restricted area.
1.7.2.10 Transmitting Devices
No cameras or other photographic and/or video equipment, to include cell phones, laptop computers, and Personal Data Assistants (PDAs) capable of taking photographs or video are allowed in any SWFLANT restricted areas unless accompanied by an authorized common camera pass issued by SWFLANT.
No radio transmission is allowed within the SWFLANT Controlled Areas, Limited Areas or Waterfront Restricted Areas without prior approval from SPK Safety Office, (912) 573-4058. Radio transmitting devices (including cellular phones and all other devices using radio wave transmission) must be approved and have Hazard Electro-magnetic Radiation to Ordinance (HERO) stickers attached. Citizen Band (CB) and HAM radios will not be authorized on base.

SECTION 01 11 00 Page 12 knuckles, switchblade knives, bows and arrows, crossbows and pocketknives with blades longer than 3 1/2-inches. Pocketknives will be considered weapons unless there is evidence to show the knife is required for some other legitimate use, such as work.
Note : Illegal firearms and weapons found on Naval Submarine Base Kings Bay will be confiscated by station police or by Security Detachment personnel. Weapons and firearms confiscated will not be returned and will be disposed of by normal supply channels pursuant to property disposal regulations.
1.7.2.12 Drug Abuse by Contract Employees
Every effort will be made to deter and detect drug offenses by civilian and contract employees on military installations. Measures to be taken include routine, random inspections of vehicles on entry or exit, with drug detection dog teams, and random inspection of personal possessions on entry or exit. When there is probable cause to believe that a civilian or contract employee on a military installation has been engaged in use, possession or trafficking of drugs, that employee may be restricted or detained for the period necessary until the employee can be removed from the installation or can be turned over to local law enforcement authorities having jurisdiction, when appropriate. In any event, civilians or contract employees suspected of committing a drug offense on a military installation may be removed there from at the earliest opportunity. When illegal drugs are discovered in the course of an inspection or search of a vehicle operated by a civilian or contract employee, the employee vehicle may be detained for a reasonable period of time necessary to turn the employees and the vehicle over to appropriate civil law enforcement officials, and action may be taken to suspend, revoke or deny installation driving privileges. Implicit with the acceptance of this contract is the contractor's agreement to comply with all federal statues, laws and regulations, including those regulations issued by the "MATERIAL AND WORKMANSHIP" of the Contract Clauses.
1.7.2.13 Tobacco Use
Smoking is permitted only in areas as may be designated by the Commanding Officer.
1.8 LAYOUT OF WORK
Read this paragraph in conjunction with the Clause LAYOUT OF WORK (FAR 52.236-17) of Section 00700 CONTRACT CLAUSES in Volume 1.
1.8.1 Established Project Control
The Government has established monuments along the work site(s). Each monument is represented in the contract drawings by a Designation and in most cases, an alphanumeric Permanent Identifier (PID). Information concerning the location and elevations can be found within the Survey Notes on the plan sheets. The Survey Notes for each included field survey will cite a particular survey number, and specify the control used to conduct that survey. Additional information is included in the Survey Notes that must be duplicated if an attempt to recreate the subject survey is desired.
For navigation channels, the Government has established tidal calibration sites for projects constructed and maintained to a tidal datum. Each
SECTION 01 11 00 Page 13 tidal calibration site is represented in the plan sheet drawings by Station ID, and is cited in the Survey Notes. All projects constructed and maintained to a tidal datum will be calibrated to the Station ID specified in the plan sheet drawings. Information regarding the location and associated benchmarks of the referenced Station ID is included in the Monument Description section of these specifications.
See Sections 00 31 21 CONTROL MONUMENT DESCRIPTIONS.
1.8.2 Layout
From the monuments, control data and elevations established by the Government, complete the layout of the work. Make all measurements that may be required for the execution of the work to the location and limit marks prescribed in the specifications or on the contract drawings, subject to such modifications as the Contracting Officer may require to meet changed conditions or as a result of necessary modifications to the contract work.
1.8.3 Survey
Furnish, at no additional expense to the Government, such stakes, templates, platforms, equipment, tools and material, and all labor as may be required in laying out any part of the work from the monuments, control data and elevations established by the Government. Maintain and preserve all stakes and other marks established by the Contracting Officer until authorized to remove them, and if such marks are destroyed by the Contractor or through his negligence, prior to their authorized removal, they may be replaced by the Contracting Officer, at his discretion, and the expense of replacement will be deducted from any amounts due or to become due the Contractor. The Contracting Officer may require that work be suspended at any time when location and limit marks established by the Contractor are not reasonably adequate to permit checking of the work.
1.9 DAMAGE TO WORK
The responsibility for damage to any part of the permanent work will be as set forth in Clause PERMITS AND RESPONSIBILITIES of Section 00700 CONTRACT CLAUSES in Volume 1. However, if, in the judgment of the Contracting Officer, any part of the permanent work performed by the Contractor is damaged by flood, earthquake, hurricane, or tornado, which damage is not due to the failure of the Contractor to take reasonable precautions or to exercise sound engineering and construction practices in the conduct of the work, the Contractor will make the repairs as ordered by the Contracting Officer and full compensation for such repairs will be made at the applicable contract unit or lump sum prices as fixed and established in the contract. If, in the opinion of the Contracting Officer, there are no contract unit or lump sum prices applicable to any part of such work, an equitable adjustment pursuant to Clause CHANGES of Section 00700 CONTRACT CLAUSES in Volume 1 will be made as full compensation for the repairs of that part of the permanent work for which there are no applicable contract unit or lump sum prices. Except as herein provided, damage to all work (including temporary construction), utilities, materials, equipment and plant will be repaired to the satisfaction of the Contracting Officer at the Contractor's expense, regardless of the cause of such damage.
SECTION 01 11 00 Page 14
1.10 EXISTING WORK

CHAPTER 3
Chapter 3INVESTIGATIVE REQUIREMENTS FOR ACCESS TO CA AND WRA
1. Purpose. To issue requirements for access to the CA and WRA, hereafter known as restricted areas (RA).
Background. Reference (d) establishes the requirements for safeguarding a WRA.
Reference (b) establishes the requirements for safeguarding RAs such as the CA. This chapter addresses access control requirements for government personnel, contractors, and vendors whose duties require access to the WRA and CA. Access requirements for tours, special events, ceremonies and visits within the WRA are provided in reference (c).
Information. Reference (d) establishes the WRA as a Level Three RA. Table 1-1 establishes buildings within the CA as Level One or Two, and therefore access to the CA may constitute access to a Level One or Two RA. Per reference (i), only those individuals whose duties require access and who have been granted appropriate authorization will be afforded access to an RA.
Reference (b) establishes the RA access authorization requirements for contractors, vendors, and government personnel. Access requirements for foreign nationals are provided in reference (m).
Per reference (i), access to RA can be accommodated by one of the following measures:
a. A contractor or vendor may be afforded unescorted RA access based upon a favorable trustworthiness determination or a clearance. If an interim clearance is used for unescorted access, the interim access must be granted in JPAS or the system of record. The trustworthiness determination is based upon a favorable review of the Tier 1 (T1) investigation. The trustworthiness determination process is only applicable to contractors and vendors who do not require a clearance but require access to a RA while performing their duties. Contractor and vendor Personnel Security Investigation (PSI) guidance is provided in reference (o).
b. Government personnel may be afforded unescorted RA access with an interim or final security clearance. An interim security clearance may be granted based upon the requesting security manager’s favorable review of the individual’s security questionnaire (SF 86). If an interim clearance is used for unescorted access, the interim access must be granted in JPAS or the system of record. The final security clearance is based upon DoD CAF favorable adjudication of the PSI. Government personnel PSI guidance is provided in reference (i).
c. Contractors, vendors, and government individuals who do not have a clearance or a trustworthiness determination may only be afforded access when escorted by an authorized escort.
Restricted Area Access Approval Authority. Requesting command’s security manager or access control personnel, hereby referred to as security representative, will determine whether to employ the security clearance eligibility, trustworthiness determination, or escort process for government personnel and contractors under their cognizance. Generally, contractors with less than 90 days, based on the individual, will not use the trustworthiness determination process and must be escorted.

SECTION 01 11 00 Page B1
3-2
a. Proper authority within each of these commands will approve or disapprove WRA access and escort privileges for their respective areas based on their determination of trustworthiness.
SWFLANT, by virtue of WRA nuclear security requirements outlined in reference (d), has final authority for access to the WRA. WRA access will normally be granted based upon a local activity CO’s recommendation. If access is denied to any individual, the decision is for the entire WRA. Once denied access, an individual is not authorized sponsorship by another command. Local activity CO may request the specific details of any adjudication. Once reviewed, the local area CO may appeal an adjudication on command letterhead. A response should be provided within 10 working days. SUBASE Pass & ID personnel will forward a copy of the approved badge application to SWFLANT when WRA access is granted. SWFLANT will conduct random audits of badge applications to ensure investigative requirements for access have been met. SWFLANT retains the overall authority for security of the WRA.
b. With respect to all aspects of access to the CA and LA including escort responsibility, SWFLANT retains sole responsibility and final approval authority.
RA Access Procedures. References (i) and (o) provide clear and specific guidance with respect to the interim and final clearance process.
