1. Undergo Personal Identity Verification

2. Undergo Personnel Risk Vetting

3. Complete Annual Training

4. Complete Key/Card Request Form

Personal Identity Verification

Access to any government facility requires positive identity verification. If you are a federal employee, you will use your Personal Identity Verification Card (PIV) or CAC for DoD personnel. For contractors not issued a PIV/CAC, a state, federal, or tribal agency issued

ID that meets the Real ID Act is required. For all other visitors a state, federal, or tribal agency issued ID that meets the Real ID Act is required.

Personnel Vetting

The minimum background check for unescorted access requires a National Criminal

Information Center (NCIC) III Check and a Terrorist Screening Database (TSDB) Check.

Contractors – Your employer must provide the project security specialist with the results of these background checks as outlined within the awarded contract.

Federal employee vetting is completed upon initial hiring and is tier based, depending on the level of trust or national security access level connected to the position. Please contact the project security specialist or the Portland District Security Office for this information.

All employees and contractors additionally must be screened using E-Verify and any foreign national must be approved by the USACE Headquarters and requires at least a 30 day notice.

Access involving work on industrial control systems to include both physical and logical installation, repair, or servicing requires higher levels of backgournd checks/ investigations. Such access must be pre-coordinated and clearly outlined within contract proposals and award documents.

Contractors who will have physical or logical access to Hydroelectric Facilities or Cyber

Systems must meet both general government requirements and those related to North

American Electric Reliability Corporation/Critical Infrastructure Protection (NERC/CIP) and/or Risk Management Framework (RMF) Policy.

Required Training

All employees and Contractors will have the following training:

- Antiterrorism (AT) Level I

- Operation Security (OPSEC)

- iWatch and/or CorpsWatch

- Information Awareness (IA) (for those with logical access)

Employees and Contractors who will have physical or logical access to Hydroelectric

Facilities must complete additional training.

Portland District Employees may take the training at this site:

https://w3.nwp.usace.army.mil/training/

Contractors may request copies of the training slides from their COR or the Project RCC.

All training is an ANNUAL requirement and your access will be revoked if you fail to renew your training and provide copies through your COR for the Project Security Specialist and

RCC.
