SYNOPSIS

INDEFINITE DELIVERY SINGLE AWARD TASK ORDER CONTRACT FOR

ARCHITECT-ENGINEER (A-E) HYDROGRAPHIC MAPPING

AND SURVEYING SERVICES

Solicitation No.: W9127N21R0012

Agency: Department of the Army

Office: U.S Army Corps of Engineers, Portland District

Location: Throughout the Portland District Area of Responsibility (AOR). To the extent Walla Walla District (NWW) and/or Seattle District (NWS) do not have a contractual vehicle in place to meet similar requirements, this contract will be made available to NWW and NWS for assignments within their respective AORs.

1. CONTRACT INFORMATION.

a. General

The U.S. Army Corps of Engineers, Portland District has a need for professional architect-engineering (A-E) services to provide hydrographic mapping and surveying. This contract is being procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. The work under this contract is primarily hydrographic surveying and mapping and can include, but is not limited to, any or all of the following:

· Single transducer Hydrographic Surveys utilizing high and low frequency depth recorders.

· All modes of GPS which shall include VRS network, static and RTK procedures.

· Multi-Beam Surveys.

· Side scan sonar surveys.

· Sub-bottom profiling.

· Sub-bottom probing and surficial sampling, testing, and analysis.

· Magnetometer surveys.

· Environmental monitoring and wetlands restoration investigations and studies.

· Wreck, underwater obstruction, and underwater structure/facility investigations and inspections.

· Investigations using ROVs for tidal or inland waters.

· High resolution imaging sonar surveys.

· Jetty/groin surveys.

· Topo surveys to augment hydro surveys.

· Overbank surveys.

· Vessel mounted Laser Scanning surveys for the collection of Shoreline Data.

· Dredge disposal monitoring control.

· Other. Accomplish incidental services to meet requirements.

· Land Survey. Provide land surveying services under the direction and supervision of a Land Surveyor licensed in the state in which the work is located.

· Digital Survey. Be capable of computerized Hydrosurvey, geodetic, and other related surveying capabilities.

· Flood Risk Management. Provide a mix of survey for levee, dam, floodwall, channel modifications, stream-bank stabilization projects, and other features that manage flood risk not directly linked to project-sites or installations.

· Coastal, Rivers, and Harbors. Provide a mix of survey services for coastal, rivers, and harbors features: jetties, breakwaters, groins, navigation channels, piers, docks, wharves, mooring structures, small boat basins, river training structures, and anchorage.

· Ecosystem Restoration. Provide a mix of survey services for ecosystem restoration projects: wetland restoration, stream and river riparian restoration, and stream and river aquatic restoration.

· Topographic, Photogrammetry, and LiDAR Surveying.

· CADD, BIS, and Building Information Management (BIM) capability including modeling.

· Cartography.

b. Type of Contract

NWP intends to award one (1) indefinite delivery indefinite quantity (IDIQ), firm-fixed price (FFP), single award task order contract (SATOC). The awarded SATOC will have a five (5) year base period with a maximum capacity of $5,000,000.00. The maximum of each task order will not exceed the contract amount. The minimum guaranteed amount is $2,500.00.

Contact award is anticipated for the fourth quarter of Fiscal Year 2021.

c. Competition

The North American Industry Classification (NAICS) code for this acquisition is 541370 Surveying and Mapping (except Geophysical) Services, which has a size standard of $16.5 million in average annual receipts. See 13 C.F.R. § 121.104 for information regarding the calculation of average annual receipts.

This contract is set aside for small businesses only. As required by FAR 52.219-14 (Deviation 2020-O0008), the prime contractor shall not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor’s 50 percent subcontract amount that cannot be exceeded.

The wages and benefits of listed services employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act current at time of award under http://www.beta.SAM.gov, as determined relative to the employee's office location (not the location of the work).

d. System of Award Management

To be eligible for contract award, a firm must be registered in the Department of Defense (DoD) System for Award Management (SAM). Register via the SAM website at https://www.sam.gov or by contacting the Service Desk at 1-866-606-8220. Firms must register prior to the due date for responses to this synopsis in order to enable the Contracting Officer’s review of SAM Exclusions.

e. Service Contract Act

Firms are advised that the resulting SATOC will require that the wages and benefits of listed services employees (see FAR 22.10) be at least equal to those determined by the Department of Labor under the Service Contract Act, as determined relative to the employee’s office location, not the location of the work. 2. PROJECT INFORMATION

This is primarily a hydrographic surveying SATOC to provide hydrographic surveying and mapping services. These services generally fall into the following broad categories:

i. Hydrographic high order accuracy multi-beam bathymetric surveys for underwater structures (dam stilling basin, coastal navigation structures) analysis. Use of integrated multi-beam acoustic and laser scanning technology to provide concurrently collected seamless above and below water survey data of structures, project navigation channel condition status and quantity determinations.

ii. Hydrographic transect and topographic bathymetric surveys designed for riverbed condition analysis, profiling, and quantity determinations.

iii. Dredging measurement, payment, and acceptance surveys.

iv. Conventional and real-time GNSS (GPS) control surveys for hydrophone and transducer instrumentation monitoring in support of fish behavioral studies.

v. Automated data collection, and fully integrated echo sounding equipment and positioning systems with a minimum requirement of 22- to 26-foot survey vessel(s). Specified bathymetric work may require the incorporation of side-scan sonar, acoustic Doppler profiler or other water quality instrumentation to meet Government requirements.

vi. Mapping in two and three dimensions for required surveys.

vii. Horizontal and vertical control networks for establishing grid coordinate systems.

viii. Geographic Information System (GIS) creation and implementation of personal geodatabases including digital file translations to alternate formats.

ix. Automated data processing with Computer-Aided Design and Drafting (CADD) systems employing standard to the industry equipment, hardware, and software. Resulting graphic data sets and file formats must be completely compatible with, and be capable of being loaded directly to the Bentley Systems Inc., Microstation (DGN), and Inroads processing software.

x. All geodetic control and other surveying services shall be supervised by a Professional Land Surveyor(s) registered to practice in the State(s) of Oregon and Washington, with specified hydrographic services directed by an American Congress on Surveying and Mapping (ACSM) certified Hydrographer.

xi. A valid U.S. Coast Guard license to pilot passenger carrying vessels is required for personnel operating vessels while conducting surveys with Government representatives on board. All assignments are accomplished in full compliance with established Federal, State, local, and installation laws, safety and health regulations and procedures, as well as USACE engineering manuals requirements, Portland District technical requirements and other policies requisite to special site conditions, task requirements and as deemed necessary by the District’s Contracting Officer or designated representative(s).

3. SELECTION PROCESS

Selection for SATOC Negotiation

In accordance with 40 U.S.C. Chapter 11 (Selection of Architects and Engineers Statute), the applicable provisions of the Competition in Contracting Act (PUB. L. 98-369, 98 Stat. 1175), the applicable provisions of the Federal Acquisition Streamlining Act (Pub. L. 103-355, 108 Stat. 3243), and FAR 16.500(d), NWP will select a single firm for SATOC negotiation using the procedures set forth in FAR Subpart 36.6 and Defense Federal Acquisition Regulation Supplement (DFARS) Subpart 236.6.

· In accordance with FAR 36.602-3(a), NWP will review the Standard Form (SF) 330s submitted in response to the synopsis.

· In accordance with FAR 36.602-3(b) and DFARS 236.602-1(a), NWP will evaluate those SF 330s in accordance with the criteria in FAR 36.602-1 and DFARS Procedures, Guidance, and Information (PGI) 236.602-1, as set forth in greater detail in this synopsis.

· In accordance with FAR 36.602-3(c), NWP will hold discussions with at least three of the most highly qualified firms regarding concepts and the relative utility of alternative methods of furnishing the required services described in this synopsis.

· On the basis of the above, in accordance with FAR 36.602-3(d), NWP will determine the firms most highly qualified to perform the required services described in this synopsis.

· The Source Selection Authority will review the recommendations in accordance with FAR 36.602-3(d) and make the final selection of the most highly qualified firm.

See below for a discussion of instructions regarding the opportunity to submit SF 330s specific to the requirement, as well as the selection criteria.

4. SUBMISSION INSTRUCTIONS

A. General Instructions

Submit an SF 330, following the instructions set forth in that form except as supplemented below. Do not submit any additional information not required by the SF 330’s instructions as supplemented by the supplemental instructions set forth below. NWP will not consider any such additional information in its evaluation of firms’ SF 330s.

Except as otherwise permitted below, firms must use the fillable version of SF 330 available on the U.S. General Services Administration website at https://www.gsa.gov/forms-library/architect-engineer-qualifications, using the space available and font settings embedded in that document.

Responses must be submitted via email to the contract specialist and contracting officer below no later than 2:00 on 28 May 2021. No hard copy responses will be accepted.

B. Supplemental Instructions

0. SF 330 Part I, Section C

If additional room is needed to complete Part I, Section C because the proposed team consists of more than six firms, attach as many additional Part I, Section C as necessary to complete Part I, Section C. If submitting additional Part I, Section Cs, alter the identifiers in the first column (i.e., a. – f.) using the same convention so that each member of the team has a unique identifier. For example, the first six firms would be identified as a. – f., the second six firms would be identified as g. – l., and so on.

0. SF 330 Part I, Section E

Submit one Part I, Section E for each of the following key personnel:

· Senior Project Manager

· Note: The Senior Project Manager is the individual whom the contractor will provide to supervise and control the work product to be delivered under this contract, ensuring conformance to the relevant requirements of law and sound surveying practice. The Senior Project Manager will establish the nature of, direct and guide the preparation of, and approve the work product to be delivered, and will accept responsibility that the work product is in conformance with standards of professional practice.

3. SF 330 Part I, Section F

Submit at least three (3) and no more than five (5) projects that demonstrate your team’s experience performing work similar to that described in this synopsis. To be considered, each project must have been performed within five (5) years of the date that responses to this synopsis are due. Submit one Part I, Section F for each project.

Please note: An indefinite-delivery/indefinite-quantity (IDIQ) contract or other similar ordering vehicle is not considered a “project”. A single task order issued under an IDIQ or other similar ordering vehicle may be considered a “project”.

If additional room is needed to complete Block 25 because more than six firms from Part I, Section C were involved in the project, attach a continuation page providing only the necessary additional Block 25 information. Alter the firm identifiers in the first column as needed for consistency with Part I, Section C.

4. SF 330 Part I, Section H

a. Volume of DoD Contracts

Submit one Part I, Section H providing information regarding all DoD A-E contracts awarded to all firms listed in Part I, Section C within the past twelve (12) months from issue date of this synopsis. List all contract numbers, task orders, and modifications, and include their award dates and total negotiated fees. Submit additional pages only if necessary to provide complete information.

b. Discussions

The Government is conducting the discussion required by FAR 36.602-3(c) via written responses to the question below. Submit one Part I, Section H responding to each of the following questions. Do not submit additional pages (i.e., each response must be limited to one page).

1. Briefly describe how your team’s approach to working with the Columbia River Datum (CRD) is similar or different to the work using a geodetic vertical datum like NAVD 88.

2. Briefly describe your team’s process for delineating/mapping/identifying underwater vegetation.

3. What Quality Control/Quality Assurance procedures are in place to check accuracy of the submitted data?

5. Past Performance

Submit information regarding past performance as an attachment to the SF 330. For each project submitted in Part I, Section F, submit one of the following:

•A completed Contractor Performance Assessment Reporting System (CPARS) evaluation, if available.
•If a completed CPARS evaluation is not available, submit a completed Past Performance Questionnaire (PPQ) for the project. The standard PPQ for USACE is Form PPQ-0 (9/30/11) and is provided as an attachment to this synopsis. Firms are advised to ensure correct phone numbers and email addresses are provided for the client point of contact. Do not submit a PPQ when a completed CPARS evaluation is available.
oIf the firm is unable to obtain a completed PPQ from a client for a project(s) before the submission closing date, the offeror should complete and submit the first page of the PPQ, which will provide contract and client information for the respective project(s).
oFirms should follow up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government's point of contact, Harron Elloso, via email at Harron.e.elloso@usace.army.mil, prior to the submission closing date. Firms shall instruct the clients to refer to the synopsis number in the subject line.
oPPQs are source selection materials. All successfully submitted PPQs will receive an email confirmation upon receipt. If the firm does not receive the confirmation, it is the firm’s responsibility to follow up to ensure the Government has received the information.

In addition to the above, the Government may review other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the PPIRS (Past Performance Information Retrieval System) including CPARS, using all CAGE/DUNS (Commercial and Government Entity/Data Universal Numbering System) numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the firm’s SF 330, inquiries of owner representative(s), FAPIIS (Federal Awardee Performance and Integrity Information System), or other databases; telephone interviews with organizations familiar with the firm’s performance, Government personnel with personal knowledge of the firm’s performance capability, and any other known sources not provided by the firm.

While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate, and complete past performance information rests with the firm. In reviewing past performance information, the Government will take into account the relevancy of the past performed work in addition to how well the firm performed.

6. SF 330, Part II

Submit one SF330, Part II for each firm listed in Part I, Section C.

5. SELECTION CRITERIA.

NWP will evaluate firms’ qualifications under the selection criteria set forth below. The selection criteria are listed in descending order of importance. Criteria A-E are primary factors and will be evaluated for all firms. The remaining criteria are secondary factors and will be used only as tie-breakers among technically equal firms. The firms that demonstrate the highest aggregate qualifications relevant to the primary selection criteria will be considered the most highly qualified to perform the required services described in this synopsis.

a. Specialized Experience and Technical Competence.

NWP will evaluate firms’ specialized experience and technical competence in the type of work required, including an assessment of the breadth and depth of firms’ demonstrated specialized experience and technical competence in the following:

· Channel Surveys for Navigation or dredge disposal monitoring control

· Inspection of Jetty/groin surveys or underwater structure/facilities

· Gage board location/update/inspection Surveys

· Environmental monitoring and wetlands restoration investigations and studies

· Working on the Columbia River Datum (CRD)

· Delineating/mapping/identifying underwater vegetation

b. Professional Qualifications Necessary for Satisfactory Performance.

NWP will evaluate firms’ professional qualifications necessary for satisfactory performance of the required services.

c. Past Performance

NWP will evaluate firms’ past performance on the projects submitted in SF 330 Part I, Section F in terms of cost control, quality of work, and compliance with performance schedules.

d. Capacity to Accomplish the Work in the Required Time.

NWP will evaluate firm’s ability to meet workload requirements (including multiple concurrent task orders) primarily through a review of Part II of firms’ SF 330s, but may consider any other relevant information bearing on capacity.

e. Knowledge of Locality

NWP will evaluate firms’ demonstrated knowledge of local conditions within NWP’s area of responsibility. Projects submitted within NWW and NWS AOR will be considered relevant but rated lower than those within NWP’s AOR.

f. Geographical Proximity (Secondary).

NWP will evaluate firms’ geographic proximity to the work to be performed.

g. Volume of DoD Contracts (Secondary).

NWP will evaluate firms’ total volume of DoD contracts awarded in the twelve (12) months prior to the issue date of this synopsis as set forth in Part I, Section H.

6. QUESTIONS AND INQUIRIES ABOUT SYNOPSIS

All inquiries regarding this solicitation are to be submitted via ProjNet-Bid at https://www.projnet.org/projnet/. Telephone and email inquiries will not be accepted. ProjNet-Bid is a web-based program that allows offerors to post questions regarding the solicitation, and to view all questions by other offerors, and answers by the U.S. Army Corps of Engineers.

No response will be posted to inquiries after the Close of Business on 21 May 2021. All bidders will be held to have reviewed the questions and responses in ProjNet –Bid prior to bid submission. Nothing in the solicitation is changed unless an amendment is sent out.
