SECTION C: STATEMENT OF WORK

ARCHITECT-ENGINEER SERVICES IN SUPPORT OF

U.S. ARMY CORPS OF ENGINEERS, NORTHWESTERN DIVISION, PORTLAND DISTRICT

PORTLAND, OREGON

HYDROGRAPHIC MAPPING AND SURVEYING SERVICES

C-1. GENERAL. The Contractor, as an independent Contractor and not as an agent of the Government, shall provide all labor, management, facilities, supplies, equipment, and materials (other than those to be furnished by the Government as set forth in this Contract or supporting Task Orders), as necessary to accomplish the required services.

The Architect & Engineering firm (henceforth known as the A&E) shall plan, schedule, coordinate, and ensure the full, effective, efficient, and economical performance of all services ordered under this contract. The A&E shall provide adequate professional supervision and quality control to ensure the accuracy, quality, completeness, and timely progress of the work.

C-2. LOCATION OF SERVICES. The A-E may be required to render services at the office(s) of various other team members, on-site at the offices of various U.S. Army Corps of Engineers (USACE) activities, or on-site at various project sites or installations, or anywhere within the Northwestern Division’s geographic area of operations. The location of work performed under this Contract shall be stated in the individual Task Orders. The Government expects the bulk of the Task Orders to be issued by USACE, Portland District (CENWP). The Procurement Contracting Officer may issue written authorizations for Northwestern Division and Districts under this Contract.

C-3. CONTRACT EFFECTIVE PERIOD(S). The ordering period for this contract will be for five (5) years from the date of award.

C-4. TYPICAL SERVICES. Typical services under this Contract include hydrographic mapping, hydrosurvey, geodetic control, and other surveying or mapping services under the direction and supervision of a Certified Hydrographer or Hydrographic Surveyor such as:

C-4.1. Single transducer Hydrographic Surveys utilizing high and low frequency depth recorders

C-4.2. All modes of GPS which shall include VRS network, static and RTK procedures.

C-4.3. Multi-Beam Surveys.

C-4.4. Side scan sonar surveys.

C-4.5. Sub-bottom profiling.

C-4.6. Sub bottom probing and surficial sampling, testing and analysis.

C-4.7. Magnetometer surveys.

C-4.8. Environmental monitoring and wetlands restoration investigations and studies.

C-4.9. Wreck, underwater obstruction, and underwater structure/facility investigations and inspections.

C-4.10. Investigations using ROV’s for tidal or inland waters.

C-4.11. High resolution imaging sonar surveys.

C-4.12. Jetty/groin surveys.

C-4.13. Topo surveys to augment hydro surveys.

C-4.14. Overbank surveys.

C-4.15. Vessel mounted Laser Scanning surveys for the collection of Shoreline Data.

C-4.16. Dredge disposal monitoring control.

C-4.17. Other. Accomplish incidental services to meet requirements.

C-4.17.1. Land Survey. Provide land surveying services under the direction and supervision of a Land Surveyor licensed in the state which the work is located.

C-4.17.2. Digital Survey. Be capable of computerized Hydrosurvey, geodetic and other related surveying capabilities.

C-4.17.3. Flood Risk Management. Provide a mix of survey services for levee, dam, floodwall, channel modifications, stream-bank stabilization projects, and other features that manage flood risk not directly linked to project-sites or installations.

C-4.17.4. Coastal, Rivers, and Harbors. Provide a mix of survey services for coastal, rivers, and harbors features: jetties, breakwaters, groins, navigation channels, piers, docks, wharves, mooring structures, small boat basins, river training structures, and anchorage.

C-4.17.5. Ecosystem Restoration. Provide a mix of survey services for ecosystem restoration projects including: wetland restoration, stream and river riparian restoration, and stream and river aquatic restoration.

C-4.17.6. Topographic, Photogrammetry, and LiDAR Surveying.

C-4.17.7. CADD, GIS, and Building Information Management (BIM) capability including modeling.

C-4.17.8. Cartography.

C-5. PERFORMANCE OF SERVICES. The A-E shall render services under this Contract on such days, continuous or intermittent, as are required by the needs of the Government and ordered by the Procurement Contracting Officer during the Contract period.

C-6. TECHNICAL CRITERIA AND STANDARDS.

C-6.1. Technical Criteria. This contract requires the Contractor have computerized capabilities and special Hydrosurvey, geodetic and other related surveying capabilities. Provide all office equipment, specialized equipment and instruments, and computer software, licenses, subscriptions, and hardware to fully satisfy all requirements of this contract using existing resources. No reimbursement is authorized for such items. Only scheduled items hereunder can be authorized for payment of any kind.

C-6.2. Survey Criteria. Individual task orders will specify the plotting scale and interval between soundings on each sounding line and the deliverables required.

C-6.3. Survey Standard. The U.S. Army Corps of Engineers (USACE) Hydrographic Surveying manual (EM 1110-2-1003) shall be the standard reference and guide specifications for all USACE hydrographic surveying, except as specifically noted in the Technical Specifications for each Task Order.

C-6.3.1. Soundings. Conform to soundings and calibration procedures to electronic echo sounding depth measurement performance standards, as outline in USACE Hydrographic Survey Manual EM 1110-2-1003.

C-6.3.2. Multi-Beam. Calibrate Multi-Beam Systems as outlined in USACE Hydrographic Survey Manual EM 1110-2-1003 and following industry standards for Multi-Beam Calibration Procedures.

C-6.3.3. Depth. Operate electronic depth recorders designed specifically for hydrographic surveying within the frequency range of 190 to 210 KHz for single beam surveys and 180 to 250 KHz for multi-beam surveys or as defined in the individual task orders. Low frequency hydrographic survey designed depth recorders in the 20 to 30 KHz range and Multibeam Systems in the 300 to 500 KHz range may be used when specified in individual task orders. Depth will be reduced to project vertical datum.

C-6.3.4. Horizontal Positioning. The position of the survey vessel will be determined using electronic methods. Use electronic positioning equipment of standard manufacture and designed for hydrographic surveying. Use positioning equipment approved by the PCO. Comply with horizontal positioning and calibration verification procedures and performance standards found in EM 1110-2-1003. Maintain records of calibration and submit with the survey data.

C-6.3.5. Vertical Control. Tide gauges will be established at points indicated by the PCO from primary benchmarks provided by the PCO for each work area. Leveling from specified benchmarks to the gauge locations will be accomplished by single run leveling between benchmarks with a maximum error of closure of .05 times the square root of the length of the line in miles. Gauges will be set within .02 feet of actual elevation. Tide will be observed and recorded every five minutes in a format specified by the PCO and meeting all criteria outlined in EM 1110-2-1003. Tide levels will be read and recoded to the nearest .05 foot. All GPS procedures shall be reviewed by USACE Project Manager, if the Contractor uses GPS to establish vertical control.

RTK tides may be used at the direction of the project manager. RTK baseline lengths shall conform to the specifications found in EM 1110-2-1003 and be approved by the USACE survey point of contact (POC).

C-6.3.6. Horizontal Control. Supplemental horizontal control necessary for the work will be established by the Contractor from primary horizontal control provided by the PCO to the accuracy prescribed for Third Order Class 1 control, using methods and procedures as described in National Ocean Survey publications. “Specifications to Support Classification, Standards of Accuracy and General Specifications of Geodetic Control Surveys” and “Classifications, Standards of Accuracy and General Specifications of Geodetic Control Surveys”. Review all procedures for all control used and established for each task order. Review all GPS procedures with the Project Manager prior to implementing.

C-6.3.7. Monumentation. Should monumentation of supplemental horizontal or vertical control points be deemed necessary, the KO will determine the location and type of monument required. If appropriate, the Contracting Officer will provide the monuments and prescribe the method to be used by the Contractor in setting the monuments. The Contractor shall provide horizontal and vertical control descriptions for each permanent point set. These descriptions shall be provided in formats: hard copy 1959 form, digital format 1959 form.

C-6.3.8. Datums. Horizontal datum of choice will be NAD 83 state plane coordinate system, unless otherwise stipulated in the Scope of Work. Vertical datum will be determined for each Task Order by the Project Manager.

C-6.3.9. Aids to Navigation. All aids to navigation within the work areas will be located by the Contractor and plotted on the finished drawing. The characteristics of the aids and direction of tidal current will be noted on the drawings.

C-6.3.10. Government-Furnished Materials. Government-furnished materials include vicinity and location map information and horizontal and vertical control descriptions in the project area.

C-6.3.11. Submittals. Required submissions will be in a digital format as specified in the Task Order, i.e., Standard ASCII, DGN, DXF, BMAP, DWG, SHP, distance down baseline files. Ensure that all automated data submitted conforms to the general standards for automated data processing as outlined in EM 1110-2-1003.

Submit a project report for each survey outlining the intent of the project and all tasks performed to meet the requirements. Any deviations from the task order requirements shall be discussed at the time of the occurrence with the Chief, Survey Section or his designate and noted in the final project report.

C-6.3.12. Plotting of Field Data. Plotting of field data will be accomplished by the Contractor at the scale and format directed by the KO and adhering to engineering drawings and charting criteria outlines in EM 1110-2-1003. Soundings, elevations and other pertinent data will be plotted accurately, neatly and legibly, including notes, legends and title blocks. Final digital products may include but are not limited to AutoCad Map 2009 Microstation XM, AutoCAD Civil 3-D, Hypack 2009 and ArcMap 9.2.

Generation of S-57 data may be required for specific task orders and shall comply with all requirements for CENWP production if stipulated in the individual task order.

C-6.3.13. Disposition of Survey Records and Survey Data Formats. Upon completion of the survey for each work area, all field books, computations, sounding records and digital data will be submitted to the KO and will become the property of the U.S. Government.

C-6.3.14. Metadata Files. The Contractor shall provide metadata file(s) for all geospatial data produced under this Contract that are compatible with ESRI ArcGIS applications. The metadata file(s) must comply with the Federal Geographic Data Committee (FGDC) Content Standards for Digital Geospatial Metadata Version 1.0 or higher. Metadata Generation Software, Corpsmet95, can be downloaded via http://corpsgeol.usace.army.mil. Corpsmet95 generates final metadata files in a “.met” file type. If the Contractor chooses to use the Corpmet95 Metadata Generation Software, in addition to the “.met” file, metadata files should be provided as “.txt”. If another metadata generation tool is used, the “.txt” file type would be sufficient.

C-6.3.15. Geospatial Data. Geospatial data is defined as information that identifies the geographic location and characteristics of natural or constructed features and boundaries on the earth, which also includes aerial photography. Geospatial data affected by these requirements are those generated for use in a: Geographic Information System (GIS), Land Information System (LIS), remote Sensing or Image processing system, Computer-Aided Design and Drafting (CADD) system, Automated

Mapping/Facilities (AM/FM) system and other computer systems that employs or references data using either absolute, relative or assumed coordinates.

The digital FGDC compliant metadata file(s) shall be provided to the Government for each deliverable product and data set outlined in the Scope of Work and subsequent Task Orders that are applicable to the previously outlined standards.

All geospatial data produced under this contract shall conform to the most current release of the Spatial Data Standard for Facilities, Infrastructure, and Environment (SDSFIE). The most current release of the SDSFIE is available for download from the CADD/GIS Technology Center’s Internet Website (http://cadbim.usace.army.mil).

C-6.4. Codes and Standards. Work under this Contract shall comply with the latest codes, standards, and regulations applicable to the work requested including USACE Engineering Regulations, Manuals, and Industry Codes and Standards.

C-6.5. Applicable Publications. The A-E shall comply with applicable Guide Specifications, Engineering Manuals, Engineering Technical Letters, Design Memoranda, and other technical reference materials as required.

C-6.6. Professional Stamps or Seals and Signatures on Surveys. All final deliverable packages shall be stamped or sealed and signed by the appropriate professional who is registered in the United States of America. The documents shall include:

C-6.6.1. One set of properly signed, stamped, or sealed and dated drawings, dataset, etc.

C-6.6.2. A certified cover document showing, for each discipline, the name and stamp or seal of the professional who supervised the work and the date stamp or seal was affixed.

C-7. COMPLIANCE WITH APPLICABLE LAWS. Ensure that Contractor Employees strictly observe the laws of the US. The Contractor shall be responsible for his/her employees, assuring that they strictly observe the laws of the United States or other governing bodies affecting all operations at all sites. The Contractor shall comply with all applicable laws under which he/she is operating, including those concerning the inspection and operation of equipment, and the licensing of Land Surveyors, Boat Operators and other personnel. It is further understood and agreed that the Contractor assumes full responsibility for the safety of his/her employees, plant, and materials.

C-8. COMPUTER AIDED DRAFTING (CAD) AND BUILDING INFORMATION

MODELING (BIM) REQUIREMENTS. All detailed design drawings shall be developed on a CAD system. The CAD system shall be capable of producing design drawings in the latest version of Bentley MicroStation or Autodesk (AutoCAD and AutoCAD Electrical) for 2D drawings. Additionally, 3D solid modeling software utilized shall be fully compatible with Autodesk Inventor. Ensure CAD services follow the Architectural, Engineering and Construction (A/E/C) CAD Standard as issued by the CAD/BIM Technology Center https://cadbimcenter.erdc.dren.mil/. Drawings must be delivered to the Government in the agreed format. Any conversion processes from other formats must be approved by the Government prior to submission of deliverables. For BIM deliverables, a Project Execution Plan (see https://cadbimcenter.erdc.dren.mil/ for template and instructions) is required prior to the start of design. The plan shall at a minimum document BIM uses, analysis technologies, tools, conversion processes and workflows. All questions regarding CAD and BIM requirements may be directed to the Portland District CAD/BIM Management team at CADD-System@usace.army.mil, (503) 808-4825, (503) 808-4884, or (503) 808-4857.

C-8.1. System Approval. As part of the A-E’s proposal for this Contract, the A-E shall furnish the Government with a description of the CAD system intended to be used so compatibility can be verified with the CENWP CAD system manager. All CAD files used for the creation of the CAD drawings shall be delivered in electronic format to the Government and shall be fully interoperable, compatible, and editable with the Bentley MicroStation software.

C-8.2. Format Verification. The CAD files may be submitted in other design software formats if pre-approval has been obtained from the CENWP CAD Manager. If another file format is utilized to produce the drawings, it is the A-E’s responsibility to convert the files to MicroStation format, and to verify file information after it has been converted.

C-9. CONTRACT DRAWINGS. Contract drawings developed under this Contract shall contain enough detail to define project requirements, allow solicitation of construction bids, and permit construction of project features. The Contract drawings shall conform to USACE CAD standards, and be created and submitted on the border size required in the individual Task Orders. Submitted CAD drawings (e.g., plans, elevations, sections, schedules, details, etc.) shall be derived (commonly known as extractions, views or sheets) and maintained from the submitted design model(s).

C-10. SOLID MODELS. Solid models developed under this Contract shall contain sufficient detail to identify all relevant design parameters including but not limited to:

datums and elevations (relative or absolute), component relations, constraints, reference planes, clearances or interferences, dimensions, and material properties. The deliverable 3D design model shall be developed to include all systems (e.g., civil, architectural, structural, mechanical, electrical, etc.) as they would be built and to reflect as-built conditions.

C-11. CONTRACT SPECIFICATIONS. Contract specifications delivered under this contract shall contain sufficient information to define project requirements, allow solicitation of construction bids, and permit construction of the project features.

Specifications delivered under this contract shall be in conformance with CENWP established policy. In general, technical specifications shall be produced from United

Facilities Guide Specifications (UFGS) and CENWP Engineering and Construction locally prepared specifications. UFGS sections can be downloaded from the web at http://www.wbdg.org/ccb/browse_cat.php?c=3.

C-11.1 Software Requirements. UFGS sections shall be prepared by using SpecsIntact software. The SpecsIntact software can be downloaded free of charge from http://specsintact.ksc.nasa.gov/. Information training for SpecsIntact is offered at CENWP periodically. Contact the Contracting Officer’s Representative to coordinate attendance. At the completion of the design, and at a time noted in the schedule of the task order statement of work, the SpecsIntact source files (UFGS edited sections) shall be provided to CENWP via email, an external hard drive, or prearranged FTP site. The source files and external hard drive will become the property of the Government.

Questions regarding facilitation of review and publishing specifications using SpecsIntact shall be directed to the CENWP-EC Specification Engineer.

C-11.2 Specification Formatting and Review. UFGS specification sections shall be formatted in accordance with the most recent version of UFC 1-300-02 United Facilities Guide Specifications (UFGS) Format Standard and can be downloaded from the web at http://www.wbdg.org/ffc/dod/unified-facilities-criteria-ufc/ufc-1-300-02. Upon receipt of A-E developed specifications, the CENWP Specification Section will edit them for formatting and tags (non-technical only) as may be required to ensure consistency throughout the entire specification package. A working file for each specification section may receive non-technical formatting edits, and may be provided to the A-E for additional editing in response to review comments during the BCOES review process.

C-12. CONTRACTOR RESPONSIBILITIES. Surveys support the design decisions and document design criteria, loading, material selection, and geometry. Use the guidance that is more conservative and consult with CENWP prior to using the guidance.

C-12.1 Fire Protection. The Contractor shall comply with the fire protection and control regulations of all Federal, State, local Government agencies, and all timber company lands the survey crosses.

C-12.2 Damages. The Contractor shall be responsible for all property damages caused by his/her survey operations.

C-12.3 Safeguard of Equipment. It is understood and agreed that the Contractor shall exercise proper care to safeguard Government-furnished supplies from loss, theft, or damage. The Contractor shall not permit any unauthorized use of the Government-furnished supplies and shall return surplus Government-furnished supplies when no longer needed in connection with performance of the contract services.

C-12.4 Project Office Registration. The Contractor’s personnel shall register arrival and departure at any USACE Project Office when working in the project area.

C-12.5 Permission for Entry. The Contractor shall be responsible for requesting permission for entry from each (all) of the landowners or tenants, where the right-of-entry permits have not been obtained by the Government, before commencing the work.

Permission or right-of-entry does not give the Contractor a license to cause destruction or damage to private property. The Contractor shall avoid the cutting of valuable timber or shrubs and protect the owners’ livestock and crops from injury or damage during the survey operations. Document in some manner (written, tele log, etc.) note in field book.

C-12.6 Site Investigation and Representation. The Contractor assumes the responsibility for all investigations as to the nature and location of work, the general and local conditions, particularly those bearing upon transportation, and the availability of roads and airports, the uncertainties of weather and flood stages, the topography and ground conditions, the character of equipment and facilities needed prior to and during performance of the work and all other matters upon which information is reasonably obtainable and which can in any way affect the work or the cost thereof under this contract. Any failure by the Contractor to acquaint himself with all the available information shall not relieve him of the responsibility of properly estimating the difficulty or cost of successfully performing the work.

C-12.7 Contractor’s Delay of Work. Any circumstances arising during the course of work which could result in a delay to the completion date shall be reported immediately to the Contracting Officer or his designated representative by telephone and in writing.

C-12.8 Delay Due to Fire. In fire season or during hazardous weather conditions where work areas may be completely closed to work, delay of work will not be a basis of claim for additional compensation.

C-12.9 Completion of Task Orders. Upon completion of each Task Order (TO), all products generated by the Contractor shall be delivered to the COR or as otherwise specified in the TO. The data produced as a result of each TO shall become the property of the Government. Before the TO is completed, cleanup and other work required to leave the control station site in an acceptable condition shall have been completed by the Contractor. Final payment will not be made until the environmental protection requirements have been met.

C-12.10 Contractor’s Invoice. An Invoice and a ENG Form 93 shall be submitted for progress payments and the final payment for each Task Order. These documents shall be signed by the Contractor. Submit invoices and expenditure reports to CENWP- AE-Reports@usace.army.mil.

C-12.11 Waiver of Rights. Neither the Government’s review, approval, or acceptance of, nor payment for any of the services required under this contract will be construed to operate as a waiver of any rights under this contract or of any cause of action arising out of the negligent performance of this contract, and the Contractor shall be, and remain liable to, the Government for damages caused by the Contractor’s negligent performance of any of the services furnished under this contract.

C-12.12. Content. The deliverables shall be presented in clear and legible format, incorporating tables showing all design loads and conditions. Calculations shall be able to stand on their own; assumptions and conclusions shall be clearly explained, and all references shall be noted. Formulas shall be shown, logically sequenced and fully verifiable. Tabular spreadsheet results are not acceptable. The A-E shall document the performance, safety, anticipated construction/fabrication/installation methods, data sheets and/or catalog cuts of specified equipment and materials, and correspondence with CENWP and other pertinent entities as required in the detailed statement of work for individual Task Orders.

C-12.2. Verification. Calculation sheets shall carry the names or initials of the individual making the calculations and the individual checking them, and the dates of the calculations and checking. If initials are used, a separate list of the individual names and initials shall be furnished. No portion of the design calculations shall be computed and checked by the same individual. All calculations shall be checked prior to submission to CENWP.

C-13. DESIGN NOTEBOOKS. Design notebooks shall document the design of the product fully. The standard for detail and documentation applied is such that a competent person in the same discipline should be able to review the design notebook and determine how and why a design element was chosen. Design notebooks shall include calculations, relevant correspondence, guidance documentation, cut sheets, sketches, cost info, etc.

Reviews shall be thoroughly documented including all comments and comment responses, red lined drawings, back checks shall be contained in a “Quality Control” folder.

Design notebooks shall be electronic and files shall be maintained in logical, organized format which can be easily navigated by a competent person. Include a table of contents file listing the directories a general locations of the info (i.e. drawings, specifications, calculations, catalog cuts, meeting minutes, trip reports, etc.).

C-14. VALUE ENGINEERING. VE Studies conducted under this Contract shall be in accordance with the latest version of USACE Engineering Regulation (ER) 11-1-321, Army Programs VE and District Requirements. VE studies are conducted on any procurement by the District not just construction related efforts. In some cases, only a team leader or team members will be required for a task.

C-14.1. VE Team Leader (Facilitator). Team Leaders shall be active Certified Value Specialist (CVS) registered in accordance with SAVE International requirements.

They shall be experienced with similar work to the Task Order. Team Leaders shall be experienced with Risk Assessment/Analysis and Life Cycle Cost Estimating techniques, including both activities, to the extent possible, in each study. In addition, Team leaders shall be responsible for vetting the VE team members identified by the A-E and/or USACE to ensure they are appropriate to the VE Study. The A-E shall supply the Team Leader for each project with a copy of this solicitation and the Statement of work for specific Task Orders.

The A-E shall identify at least two resources for Team Leaders and include the resumes for at least a total of four potential Team Leaders. Following award of this Contract, the A-E shall prepare a list of qualified Team Leaders, and submit resumes for review by the CENWP VE Officer (VEO) for acceptability.

C-14.2. VE Team Members. Team members shall be senior members in each discipline; shall have a minimum of 15 or more years of relevant experience and recent experience in the procurement, planning, design and/or construction of similar elements, components, facilities or structures; and be independent of the product delivery team, unless otherwise noted in the Task Order.

For the resumes, provided in response to this solicitation, list the number of VE studies in which each person has participated. Following award of this Contract, the A-E shall prepare a list and provide resumes of staff eligible for participation on VE Teams, with a minimum of three per typical discipline used for CENWP products. Cost estimators shall have construction experience and/or knowledge. Construction contractors and/or construction managers shall be considered typical team members. Note that construction contractors and Construction managers are different disciplines.

Generally, team members shall have previous VE team member experience and this shall be indicated in the resumes. The VEO will review the resumes for acceptability.

Changes or additions to the pool require submission of a resume and acceptance by the CENWP VEO and should occur no more than once per year and occur outside the Task Order process.

Occasionally a specialist may be needed for a VE team. The specialist(s) shall have their resume submitted as part of the Task Order process and the person reviewed by the CENWP VEO for acceptability.

The Government shall have the right to assign team member(s) to the VE team representing various disciplines, project operations and/or owners, and shall coordinate participation with the A-E in advance of the study.

C-14.3. VE Study. Conduct VE Studies in accordance with current USACE Engineering Regulation (ER) 11-1-321, Army Programs VE and District requirements.

The VE Study Workshop phase shall include Risk Assessment/Analysis and Life Cycle Cost Estimating as part of the effort. These tasks are scalable to the scope of the VE Study. VE Study Reports shall be prepared according to District Requirements.

C-15. COMPUTER VIRUS CHECKING. Prior to submitting an electronic file or electronic media to the Government, the A-E shall check it for viruses utilizing an anti-virus software package. The product utilized shall be current. The A-E shall maintain a subscription or utilize a software product vendor who provides updates at least quarterly.

C-16. GEOGRAPHIC INFORMATION SYSTEM (GIS). The A-E must be able to produce GIS data that meets USACE mandated Spatial Data Standards for Facilities, Infrastructure of Environment (SDSFIE). A free copy of this software is available at http://www.sdsfieonline.org. These GIS files must be fully compatible with CENWP Enterprise GIS (EGIS) System which utilizes Environmental System Research Institute (ESRI) ArcGIS v10.1 File Geodatabase format. All geospatial data must also be documented through the preparation of standard metadata (data about data) descriptions. The A-E shall ensure that the metadata delivered is compliant with the ISO 19115 North American Profile (NAP) and shall be created using ESRI ArcGIS ArcCatalog and compatible with version 10.1. C-17. LABORATORY TESTING. Laboratory testing shall be required under this Contract. The A-E shall use only a testing laboratory validated by the USACE Material Testing Center (MTC), and that laboratory shall only perform tests for which is it validated. Any costs associated with validation shall be borne by the A-E and included in the A-E’s overhead. A Laboratory Inspection Request form is also available at that site.

C-18. EQUIPMENT AND SUPPLIES. The supplies to be furnished and/or provided by the A-E shall be identified in the Detailed Statement of Work provided for individual Task Orders, as applicable.

C-19. SUBMITTAL SCHEDULE AND REQUIREMENTS. Each Task Order issued under this Contract shall specify products to be delivered. The A-E shall reference individual Task Orders for applicable submittal schedules.

C-20. QUALITY CONTROL. For each applicable Task Order, the A-E shall prepare and submit a Quality Control Plan (QCP) within 10 calendar days following Notice to Proceed. The QCP shall be in accordance with USACE Engineering Regulation 1110- 1-12, “Quality Management.” USACE Engineering Regulation 1110-1-12 can be viewed at the following website: http://publications.usace.army.mil/publications/eng-regs/. The QCP shall address the following:

C-21.1. Management Philosophy. Management approach and methodology to be followed during the performance of the work.

C-21.2. Management Structure. Description of roles and responsibilities.

C-21.3. Analysis Tools. Tools, such as computer programs, to be used in the execution of the Task Order.

C-21.4. Scheduling. The sequence of events involved in carrying out the specific tasks. Clearly show the review and correction periods scheduled prior to submittals.

C-21.5. Communication. The methods by which clear and accurate communications are to be achieved, the names of parties authorized to request modification of the work, and how much modification shall be coordinated and documented.

C-21.6. Procedures. The A-E shall define the procedures for conducting reviews, which shall include functional, technical, interdisciplinary, bidability, constructability, operability, and sustainability reviews.

C-22. CONTRACTOR QUALITY ASSURANCE. The A-E shall perform a quality assurance review of each product delivered under this Contract. The review shall focus on verification of assumptions and methods used in analysis and alternatives development, and the review of calculations, design criteria, and developed drawings.

The review shall verify the product meets the customer’s needs consistent with the requirements set forth in individual Task Orders and this Contract. The same individuals who produced the work shall not complete the review.

All reviews shall be documented and shall be certified as being complete for each product submittal.

The Contractor is to provide the Government with a quality product in compliance with the terms and conditions set forth in Individual Task Orders. In order to ensure high quality products, the Contractor shall perform a quality assurance review of each product delivered under this contract.

C-23. AGENCY TECHNICAL REVIEW (ATR). ATR is an in-depth review, managed within USACE, and conducted by a qualified team not involved in the day-to-day production of a project/product. The purpose of this review is to ensure the proper application of clearly established criteria, regulations, laws, codes, principles, and professional practices. The ATR team reviews the various work products and assures that all the parts fit together in a coherent whole. ATR teams will be comprised of senior USACE personnel (Regional Technical Specialists, etc.), and may be supplemented by outside experts as appropriate. To assure independence, the leader of the ATR team shall be from outside the Northwestern Division and the remaining ATR members shall be from outside the Portland District. EC 1165-2-209 requires that DrCheckssm be used to document all ATR comments, responses, and associated resolution accomplished.

While the A-E is not typically responsible for performing the ATR, there may be Task Orders requesting subject matter experts to perform ATR for USACE as required. The

A-E is expected to respond to any comments in DrCheckssm for any and all products produced by the A-E that is subject to an ATR review.

C-24. DESIGN REVIEW CHECKING SYSTEM. In accordance with ER 1110-1-8159, the A-E shall be required to utilize a Design Review and Checking System (DrCheckssm) for annotating and managing all review comments generated during A-E ATR and USACE reviews. DrCheckssm is a free, online collaboration tool accessible via the Internet at http://www.projnet.org. The preferred minimum computer system requirement to utilize DrCheckssm is Microsoft Internet Explorer version 6 (or higher) with Internet access. The A-E shall provide this capability to its staff requiring access to submit, evaluate, or back check review comments. The A-E shall initialize account set-up for DrCheckssm as follows:

a. To initialize an office’s use of DrCheckssm, choose a contact person within the office to call the DrCheckssm Help Desk at 800-428-HELP, weekdays for 8 a.m. to 5 p.m., Central time. The point of contact will be given an office password to distribute to others in the office. Individuals can then go to the hyperlink at (http://www.projnet.org) and register as a first time user. Upon registration, each user will be given a personal password to the DrCheckssm system.

b. Once the office and individuals are registered, the U.S. Army Corps of Engineers (USACE) project manager or lead reviewer will assign the individuals and/or offices to the specific project for review. At this point, persons assigned can make, annotate and/or close comments, depending on their particular assignment.

C-25. TRAVEL AND TRANSPORTATION. When per diem, travel, or mileage reimbursement is required under a task order, the Contractor shall adhere to the Joint Travel Regulations (JTRs) for Civilians which can be found at www.dtic.mil/perdiem/index.html.

C-26. ENVIRONMENTAL PROTECTION.

C-26.1 General Information. This section covers preventing environmental pollution and minimizing environmental degradation during and as a result of hydrographic survey operations. Other sections of the Technical Specifications may also contain specific requirements for environmental protection. Those specific requirements are in addition to or modify the requirements in this section. The control of environmental pollution requires consideration of sound levels, air, water, and land resources.

C-26.2 Applicable Regulations. All environmental pollution shall be prevented, abated, and controlled and environmental degradation arising from construction activities (installing Monuments and/or Horizontal Control Points) shall be minimized by complying with all applicable Federal, State, and local laws and regulations concerning environmental pollution control and abatement, as well as the specific requirements in this contract.

C-26.3 Surveillance. During the work, all activities including those of subcontractors shall be supervised to assure compliance with the intent and details of the plan.

Training courses shall be conducted by the Contractor for themselves and their subcontractors to assure that all personnel working at the site are familiar with the environmental protection provisions. All equipment and materials for environmental protection shall be inspected periodically to assure that they are in proper order and have not deteriorated.

C-26.4 Compliance. Compliance with this section by Contractors crews shall be enforced by the Contractor. The KO will issue an order stopping all or part of the work for failure to comply with the provisions of this section until corrective action has been taken. No time lost due to such stop orders shall be the subject of a claim for extension of time or for costs or damages unless it is later determined that the Contractor was in compliance.

C-26.5 Subcontractors. Compliance with this section by subcontractors shall be enforced by the prime Contractor.

C-27. PROTECTION OF WATER RESOURCES.

C-27.1 General. No water resources shall be polluted with any petroleum products, fuels, oils, lubricants, bitumen’s, calcium chloride, insecticides, herbicides, or other toxic materials harmful to life. Chemical emulsifiers, dispersants, coagulants, or other cleanup compounds shall not be used without prior written approval. Compliance with State water quality standards and conditions of any permits and clearances obtained for the work is the Contractor’s responsibility.

C-27.2 Material Deposit. Deposit of any materials, effluents, trash, garbage, oil, grease, chemicals, or other contaminants in areas adjacent to streams shall not be allowed. If any unwanted material is dumped in unauthorized areas, the material shall be removed and the area restored to a condition approximating the adjacent undisturbed area. Contaminated ground shall be excavated, removed, and the area restored as directed.

C-27.3 Protection of Fish and Wildlife. All work shall be performed and all steps taken to prevent interference or disturbance to fish and wildlife. Water flows or habitat outside the project boundaries which are critical to fish or wildlife shall not be altered or disturbed.

C-27.4 Environmental Protection Meetings. The Contractor shall hold a safety and environmental meeting the first workday of each workweek with all survey crew members. The items discussed shall include applicable pollution standards, methods of pollution detection and prevention, and other subjects pertinent to protecting the environment on this project.

C-28. SURVEY VESSEL INSPECTIONS.

C-28.1. U.S. Coast Guard Requirements. The vessel/vessels shall meet U.S. Coast Guard and USACE requirements and be inspected prior to the commencement of the first Task Order. Evidence of these inspections shall be documented and provided to the Chief, Survey Section or his/her designate for each vessel the Contractor shall utilize during the length of this Contract.

C-28.2 License, Training and Documentation. Any and all vessel operators utilized by the Contractor for any work generated from this Contract shall have the proper licensure, documentation and training to ensure the safety and security of life and property. A record of the required commercial licensure, training and experience of each vessel operator that the Contractor plans to utilize under this Contract shall be provided to the Chief, Survey Section or his/her designate prior to the award of the first Task Order.

C-28.3 Vessel Inspection. A marine vessel inspection report shall be submitted for approval to the COR, not later than 5 days after receipt of notice to proceed for this contract. This report will be checked for completeness and compliance. If satisfactory it will be approved and retained in the contract file. If unsatisfactory, the Contractor shall immediately take corrective action, have the vessel inspected and resubmit the marine vessel inspection report. No physical work at the site shall be started until this vessel inspection report has been approved or specific authorization is obtained to start a phase of the work.

C-28.4 Vessel Noise Level Survey. A vessel noise level survey report shall be submitted for approval to the COR, not later than 5 days after receipt of notice to proceed for this contract. This report will be checked for completeness and compliance.

If satisfactory, it well be approved and retained in the contract file. If unsatisfactory, the Contractor shall immediately take corrective action to comply with the Hearing Protection and Noise Control, in the U.S. Army Corps of Engineers Safety and Health Requirements Manual, EM-385-1-1, dated 30 Nov 2014. No physical work at the site shall be started until this noise survey report has been approved or specific authorization is obtained to start a phase of the work.

C-28.5 Use of Divers. If divers are required, the Contractor shall follow the U.S.

Army Corps of Engineer, Portland District (CENWP), diving safety procedures and requirements. Coordinate all activities with the District Diving Coordinator, Todd Manny,

C-29. SUBMITTALS: ELECTRONIC/WRITTEN REPORTS/PLANS.

C-29.1 General. This paragraph 16 supplements and takes precedent over Sections E, F and G Notes in the contract.

a. All submittals shall be submitted as described in the Detailed PWS set forth in individual Task Orders, and as described herein. See Section E Notes herein for general delivery information and Section G for individual Task Orders for submittal schedules.

b. All submittals NOT covered in detail shall be standard products of reputable manufacturers and entirely suitable for the purpose intended. They shall be new and unused unless otherwise specified, and subject to approval by the KO.

c. A Contractor Quality Control narrative, including what the manufacturers specifications are, the system calibration and verification to the manufacturers specifications and any deviations from the manufacturers specifications. Include also the limitations of the data with respect to the equipment and conditions encountered at the site. Include also a description of the calibration procedures with respect to the equipment used and include results and any recommendations.

h. Control Index Maps; showing the staff or electronic gage location, the position check location, the horizontal control station and/or reference the location of the Differential Global Positioning System (DGPS) base station used. In the event that control index maps are not required in the task order, the Contractor will include all drawings and maps produced from the task order. All drawings and maps shall be reduced to fit the summary report book, unless the scale desired is requested by the COR in the task order.

C-29.2 Safety and Environmental Meeting Reports. A safety and environmental meeting shall be held Monday, the first workday of each work week by all survey parties. The safety and environmental meeting report shall be produced and provided by the Contractor. The reports shall be signed and forwarded to the COR along with the Hydrographic Survey and Geodetic Control Report. The reports shall contain the following information:

a. Date.

b. Contract Number and Task Order Number.

c. Project Name and Job Number.

d. Topic of the meeting should pertain to potential safety problems while working on a survey vessel and on and around the river bank. Topic of the meeting should also pertain to applicable pollution standards, methods of pollution detection and prevention, what to do when there is a gas, fuel or oil spill and other subject pertinent to protecting the environment on this project.

e. Size of crew and all names of those in attendance.

f. Signature of party chief and all crew members.

C-29.3 Safety Man-hour Reports. The Contractor shall submit the total man-hours worked on this project and any accident reports, to the Government Representative for each Task Order. This report shall be submitted in writing not later than the fifth day of each month. The report shall represent the hours worked from the first day of the preceding month to the last day of the preceding month. C-29.4 The Project Safety and Health Plan. The Contractor shall furnish for review by the Government, not later than 5 days after receipt of notice to proceed for this contract, a project safety and health plan. Refer to the U.S. Army Corps of Engineers Safety and Health Requirements Manual, EM-381-1-1, dated 30 Nov 2014, Appendix “A”. This plan will be checked for completeness and compliance. If satisfactory, it will be approved by the COR and one signed copy will be returned. If unsatisfactory, it will be returned for resubmission. No physical work at the site shall be started until this plan has been approved or specific authorization is obtained.

C-29.5 The Accident Prevention Plan. The Contractor shall furnish for review by the Government, not later than 5 days after receipt of notice to proceed for this contract, an accident prevention plan. Refer to the U.S. Army Corps of Engineers Safety and Health Requirements Manual, EM 385-1-1, dated 30 Nov 2014. This plan will be checked for completeness and compliance. If satisfactory, it will be approved by the COR and one signed copy will be returned. If unsatisfactory, it will be returned for resubmission. No physical work at the site shall be started until this plan has been approved or specific authorization is obtained.

C-29.6 Environmental Protection Plan. The Contractor shall furnish for review by the Government, not later than 5 days after receipt of notice to proceed for this contract, an environmental Protection Plan; including proposals for implementing this section for environmental protection. This plan will be checked for completeness and compliance.

If satisfactory, it will be approved by the COR and one signed coy will be returned. If unsatisfactory, it will be returned for resubmission. No physical work at the site shall be started until this plan has been approved or specific authorization is obtained.

Preparation and submittal of supplemental plans may be required if additional environmental protection planning is found necessary for the later phases of work. As a minimum the plan shall include the sections indicated below:

a. A contamination-prevention section listing all potentially hazardous petroleum products and toxic materials on the site and on board the survey vessel, with a copy of the Material Safety Data Sheet for each product and corresponding provisions to be taken to prevent accidental or intentional introduction of such materials into any waterway, the air, or the ground. This section is to include plans for preventing polluted runoff from vessels, equipment parking, and maintenance areas from entering local water bodies.

b. A containment and cleanup section including the procedures, instructions, and reports to be used in the event of an unforeseen oil or chemical spill. This section shall include as a minimum:

(1) The name of the individual who will be responsible for implementing and supervising the containment and cleanup. A copy of the individual’s training certificate (Hazardous Materials Incident Response Operations Course) shall be submitted to the COR, not later than five days after receipt of notice to proceed for this contract.

(2) A list of materials and equipment to be immediately available; for all work in or adjacent to water, containment materials, skimming equipment, and…
