16. Description: The US Army Corps of Engineers, Huntington District intends to procure a contract for repairs to a levee system. The award of one (1) firm-fixed price construction contract is anticipated.

This project is located in Stark County, OH, next to the city of Massillon. The city of Massillon is protected by two earthen levees on each side of the Tuscarawas River. The West Levee is approximately 4,500 LF in length, and the East Levee is approximately 11,600 LF. The Massillon Levee Repair consists of the following major features: Stone slope protection at the toe for 4,000 LF West and 7,500 LF East Levees, for the entire length of both levees; Excavated material is to be hauled to a designated disposal site and/or placed on-site in beneficial use areas; Large debris will be removed and properly disposed;

Areas disturbed by the work shall be returned to original state and seeded; Contractor shall obtain all permits and submit a Traffic Control Plan for state approval; Contractor shall need to possess, or have access to, necessary equipment and manpower to place stone on the West and East Levees concurrently.

An organized site visit will not be conducted, but bidders are encouraged to conduct them (on an individual basis due to COVID19 guidelines). See solicitation for full details. The contract will be awarded to the lowest price bidder found to be responsive and responsible. This procurement is total small business set-aside. The NAICS code for this procurement is 237990, which has a size standard of

$39.5 million average annual receipts. Solicitation documents will be available on or about 3 August 2020 and can be downloaded at www.beta.sam.gov.Bidders shall submit all documents electronically through DOD SAFE. No paper copies, CD, DVD, thumb drives, email, or facsimile will be accepted. To be eligible for award, a firm must be resisted in System for Award Management (SAM). Please note, as of April 2018, GSA’s System for Award Management (SAM) system is requiring new registrations and renewals of existing registrations to submit an original signed notarized letter identifying the authorized Entity Administrator. The notarized letter is not to be submitted to the Huntington Contracting Office as it is not our requirement. Vendors are encouraged to check their entity’s status in www.SAM.gov and plan accordingly.
