CALL SPECIFIC

PERFORMANCE WORK STATEMENT

Dispose of the material on the RWD request form (Section J, Attachment 2) and provide a certificate of disposal in accordance with the term and conditions of the Radioactive Waste Disposal Blanket Purchase Agreement (BPA)

BPA Call Specifics:

The Welsbach/General Gas Mantle Co. Superfund Site (WGGM) in Camden and Gloucester City, NJ requires a contractor to perform all necessary work to complete disposal of WGGM wastes in accordance with the terms and conditions of the BPA.

Specific information about the material can be found in Enclosure 1. The Contractor shall comply with all applicable Federal, State, and local laws, regulations and standards. The waste materials comprised of soils and minor amounts of small debris to be transported and disposed from the WGGM were generated prior to the Atomic Energy Act and are characterized by the USACE and US Environmental Protection Agency (USEPA) as Low Activity Radioactive Waste (LARW). The USEPA consulted with the Nuclear Regulatory Commission (NRC) regarding classification of this material and received written concurrence to classify as USEPA determined adequate.

Accordingly, WGGM wastes may be disposed of at NRC licensed or RCRA Subtitle C facilities. The majority of the material disposed under the BPA Call would be U.S.

Department of Transportation (USDOT) Exempt or Class 9. A relatively small volume may be classified as USDOT Class 7. If the Contractor proposes a different price for the disposal of Class 7 material, this cost must be provided as a separate line item. The additional costs for Class 7 material will not be calculated into the total cost of the BPA Call amount at the time the Call is placed, but would be the cost used as the basis for potential modifications if Class 7 material is shipped.

This Performance Work Statement (PWS) covers the disposal of up to 21,500 tons of LARW material with a period of performance not to exceed 36 months. Shipping is expected to begin in 2021 and is anticipated to be a relatively continuous campaign.

Transportation will be provided under a separate contract with the on-site Prime contractor. Coordination between the transportation and disposal contractors will be facilitated by USACE after the Call has been placed. The disposal facility will have no more than seven (7) calendar days to unload cars upon arrival.

The waste will be shipped bulk in open top 110 ton mill gondola railcars. Currently at the WGGM site, up to 107 tons is typically placed in each railcar. The USACE WGGM Remediation Contractor will provide rail car liners (burrito bags), load the rail cars, and provide transportation.

The requested decontamination level is Return to Service as defined in the Base BPA.

Disposal will be permanent and comply with the terms of the BPA. Reporting, to include Certificates of Disposal, will comply with the terms of the BPA.

The Contractor is to provide costs by separate line item for disposal in the BPA. A unit rate for disposal per ton as well as a total cost are to be provided. Total cost should include all costs from point of receipt of gondola (e.g. drayage).

The Contractor shall specify what billing is based on (e.g, manifested weight or facility certified scale weight).

Invoices, Shipping Papers, and Certificates of Disposal are to be submitted to:

Attn: Ann Ewy (PME-S) 601 E 12th Street Kansas City, MO 64106
