About this file

Addendum 1 for Bid B-6-25-53 is issued by Brevard County Purchasing Services for the demolition and installation of two floating docks and decks at LeRoy Wright Park. The addendum addresses five key questions from potential bidders, clarifying project details such as the anticipated start date (end of August to early September 2025), dock frame material specifications, decking requirements (2x8 No. 1 decking), and elevation data. The bid opening remains scheduled for Wednesday, July 9, 2025, at 10:00 AM, with an expected 2-3 month fabrication period for the dock manufacture.

The addendum provides additional context by referencing an updated draft contract (Attachment D) and directing bidders to a Specific Purpose Survey (Attachment C) and stream gauge data from NOAA. It notes the current water level as 8.99 ft, with a 100-Year Flood Elevation of 17.00 ft. The document also addresses a potential contractor question about using a land-based crane, indicating that such specifics will be handled as means and methods, with the contractor required to provide a lift and safety plan after the bid. An updated draft contract is attached for informational purposes, subject to change before final execution.

ADDENDUM 1

TO ALL PROSPECTIVE BIDDERS

This is an Addendum to and shall be considered as part of the original bid package for the above-mentioned bid. Please acknowledge receipt of Addendum 1 in space provided on Price Sheet. Bidders are requested to acknowledge receipt of this addendum with their bid.

CLARIFICATION TO QUESTIONS RECEIVED:

Question 1: What is the anticipated start date for construction?

Answer: The anticipated start date is as soon as possible. We look for Leroy Wright to be the first replacement. Per the dock manufacture we are probably looking at 2-3 months for fabrication. I would look for Bourbeau to start about end of August to early September. The Notice to proceed will take into account of fabrication time and use this as a base for a start date.

Question 2: On the drawing everything is specified besides what the frame material needs to be for the floating docks. Do they need to be timber framed, aluminum framed or steel framed floating docks?

Answer: Refer back to Attachment A – Structural LeRoy Wright- -Recreation Permit Set 9-03-2024: Refer to Floating Dock and Gangway Notes

Question 3: There's a small conflict with the decking on both project plans. On your "fixed" dock section it calls for 2" X 6" decking but on your dock framing plan (Same page) it calls for 2" X 8". Can you clarify?

Answer: 2x8 No. 1 decking required.

Question 4: We need these data to properly design the new gangway length and dock anchor pile sizes. Please provide the following elevation data.

o MHW o MHHW o MLW o MLLW o DESIGN STORM SURGE o FIXED DOCK TOP OF DECK

Answer: Please find the Specific Purpose Survey for this project (Attachment C- Survey).

Please review the nearest Stream Gauge Data at State Road 520 Cocoa from NOAA National Water Prediction Service. Link is provided below:

https://water.noaa.gov/gauges/COCF1 Current water level on June 27, 2025, is 8.99 ft. and the 100 Year Flood Elevation is

17.00 ft.

Question 5: Can a land-based crane be used on the ramp provided pads are installed to distribute Loading?

Answer: The question would fall into means and method. The use of a land-based crane, the contractor would have to provide a lift and safety plan, which we wouldn’t review and/or approve until after the bid. Crane size and weight will also need to be provided. The project is the successful completion of demo of existing and installation of new docks. The preconstruction meeting will document existing conditions. The substantial completion will confirm no damage occurred during the demo and install project.

Please be aware that there is an updated draft version of the contract attached (Attachment D – Updated Draft Contract) for reference. This draft is being provided for informational purposes and remains subject to change prior to final execution.

Please note that the bid opening date and time remains Wednesday, July 09,2025 @ 10:00 AM.

All other terms and conditions remain unchanged.

Sincerely, Mary Bowers

Purchasing Manager
