About this file
This is a Bid Amendment #3 containing Questions and Answers for Illinois State Police's small purchase solicitation (Bid #27-493ISP-OPERA-B-54458) for Uncrewed Aircraft Systems (UAS) and tethered power stations. The solicitation requires three DJI Matrice M30T UAS units, three Elistair Light-T4 Tethered Power Stations, and three 3000-watt pure sine wave vehicle inverters with specified surge capacity and UL-listed GFCI outlets. All supplies must ship within 30 days of purchase order receipt, with delivery required to Illinois State Police headquarters at 801 S. 7th, Suite 300N, Springfield, Illinois 62703 between 8:30 a.m. and 4:00 p.m., Monday through Friday, excluding holidays. The contract term commences upon final execution and extends through January 31, 2027, with a maximum total term not to exceed ten years including any renewal or extension periods. Proposals were due October 21, 2026.
The amendment addresses three specific vendor inquiries regarding inverter specifications and accessories. The state clarified that vendors must provide the inverter exactly as specified in Section 1.2.C.1 a-c of the Contract Template, rejecting alternative inverter configurations with different surge protection ratings and duration. All shipping and delivery costs are the vendor's responsibility and must be included in quoted prices. Vendors must maintain general commercial liability insurance of $1 million per occurrence with $2 million annual aggregate, auto liability insurance of $1 million per occurrence, and worker's compensation insurance as required by law. All manufacturers' warranties must be transferred to the State with a minimum twelve-month defect-free warranty on all supplies. Subcontracting is not permitted, and the State retains the right to terminate for cause immediately or for convenience with 30 days' written notice.
