About this file

This is a Sole Source Justification Form Part I submitted by the Department of Innovation and Technology (DOIT) in Illinois for the procurement of z/OS NOMAD v8 Software License and Maintenance for the Department of Public Health (DPH) and Department of Transportation (DOT). The contract is for a new, one-time purchase with an estimated begin date of November 15, 2026, and an end date of November 14, 2027. The vendor is Select Business Solutions Inc. DOIT requires NOMAD v8 for z/OS on the IBM z16 mainframe to replace the aging IBM z13 system currently running in a z/VM environment, which is at end of life with IBM support ending September 30, 2026. The procurement includes annual maintenance on NOMAD, NOMAD Assistance, NOMAD QLIST, NOMAD Collection, and NOMAD NAPA products. NOMAD is a relational database and Fourth Generation Language (4GL) development product that has served State of Illinois agencies for over 20 years, running critical applications for payroll, timekeeping, and federally mandated health facility processes. The justification for sole source procurement is based on equipment compatibility and the fact that NOMAD is copyrighted and patented software available only from Select Business Solutions Inc., the copyright holder.

The initial contract value is $2,085,000, funded through state appropriations. The procurement history demonstrates a consistent relationship with Select Business Solutions Inc. for NOMAD maintenance dating back to 2005, with ten prior contracts ranging from $236,250 to $2,447,848. The cost increase from previous annual maintenance contracts ($273,488 in the most recent term) is attributed to the mainframe capacity upgrade from 98 MIPS on the z13 to nearly 4,000 MIPS on the z16, and the requirement to migrate from the less expensive z/VM environment to the z/OS environment. DOIT has been attempting to decommission NOMAD for several years but cannot do so until enterprise standard applications such as HCM and ERM solutions are implemented, estimated to take two to three additional years. The form notes that failure to execute this contract would put critical agency applications at risk and that converting NOMAD applications to an alternative platform would cost millions of dollars and require multiple years to accomplish. The State Purchasing Officer approved the sole source justification on October 21, 2026.

Section VI - Business Rationale

1. Provide a detailed explanation of the need for the supplies or services:

DOIT is in need of the upgrade to the 8.0 z/OS license and annual maintenance for the NOMAD products in use. Currently NOMAD is housed on the IBM z13 in a z/VM environment which is failing and needs to be moved to the z16 mainframe. NOMAD is a relational database and 4GL (Fourth Generation Language) development product that has been used by State of Illinois agencies for over 20 years. DOIT must continue to procure the necessary NOMAD maintenance and support to ensure that DPH and DOT NOMAD based critical applications and their business that services the citizens of Illinois are not put at risk for not having product maintenance and support.

2. Provide a list and describe in detail the specifications required to satisfy the need:

NOMAD v8 for z/OS on the z16 mainframe. NOMAD is currently housed on the IBM z13 in a z/VM environment. The z13 is no longer supported by IBM and is at end of life. We are moving NOMAD and the associated applications to the supported IBM z16 mainframe, migrating from a z/VM environment to a z/OS environment.

Annual maintenance on NOMAD, NOMAD Assistance, NOMAD QLIST, NOMAD Collection and NOMAD NAPA for z/OS products from vendor, Select Business Solutions Inc. These products run on the DOIT IBM z/16 mainframe. This maintenance will provide for new version, fixes and product support. IBM z/OS is provided via the IBM ELA and is separate from the NOMAD maintenance and support contract with Select Business Solutions Inc.

Maintenance is standard for new versions. There will be no customized upgrades or customized version upgrades of this product.

Upgrades required would only be necessary to maintain support and to be in compliance with the IBM mainframe operating system.

Requesting Agency/University Department of Innovation and Technology

3. Provide detail explaining the justification selected in Section IV to explain why the requested supplies or services are the only ones available that can satisfy the agency or university requirements?

Nomad is a proprietary mainframe database application that was put into use in the late eighties and early nineties at the State of Illinois. It was a very customizable application utilized to fulfill various niche needs of DOIT agencies, from payroll and timekeeping, to federally mandated processes such as health facility complaint and review processes. Our agencies created heavily customized workflows that are not able to be recreated in other solutions at this time without development resources, project managers, and extensive additional costs for retraining the public and internal users. We are currently trying to decommission the Nomad application but due to delays with enterprise standard applications, such as HCM, we are prevented from moving payroll and timekeeping off of the nomad system for IDOT. Therefore DOIT is required to update both the mainframe hardware and supporting software for this application until these solutions can be migrated. There are no other vendors or resellers for the Nomad product and maintenance and support are required particularly due to the fact that the agencies do not have Disaster Recovery solutions in place for the products made with this application.

4. What are the unique features of the supplies or services that are not available in any other product or by any other vendor? Provide specific quantifiable factors/qualifications:

At this time, DoIT must continue to procure the necessary maintenance and support to ensure that DPH and DOT applications and services that serve the citizens of Illinois are not put at risk. These agencies are dependent on the NOMAD system.

Select Business Solutions Inc. is the only vendor that can supply the required maintenance on NOMAD software, the software is copyrighted and only available from the holder of the copyright. NOMAD has been used by various agencies with the State of Illinois for the last 20+ years.

5. Has the Agency or University considered alternative supplies or services to satisfy their need? Yes No

5a. If no, why weren't alternatives evaluated?

DOIT has undertaken an initiative to modernize all the applications throughout the IT enterprise and has been attempting to decommission the NOMAD software for many years. However, application migration from NOMAD for IDOT and DPH has stalled due to the delay of the HCM and ERM solutions. An estimated time for the applications using NOMAD to be upgraded, migrated or retired is approximately 2 to 3 years.

The process of replacing these applications cannot be accomplished quickly or easily and requires significant funding and staff resources. It involves changes to business processes and methodologies; a complete redesign of the application; significant investments in software, IT hardware and infrastructure, training; full-time commitment of staff resources to complete; and continued maintenance and support of the existing system during the conversion.

6. Are there resellers or distributors?

Yes No N/A

7. What efforts were made to get the best possible price (i.e. did the agency/university negotiate) and how did you determine the price for this purchase is considered fair and reasonable?

Select Business Solutions is the only vendor that these licenses can be purchased from. There are no competitors for this product. This is due to the fact that mainframe utilities and software are typically altered and customized via code to fit our exact requirements and the mainframe environment and support offerings are only targeted by specific vendors.

The increased cost is largely due to the increase in machine capacity. The z13 was 98 MIPS and the z16 upgrade has nearly 4,000 MIPS.

Additionally the z/VM environment on the z13 is cheaper but the z16 requires a z/OS Environment license. Select Business is requiring that we purchase the NOMAD software for the z/OS environment in order for us to migrate from the z/VM on the IBM z13 mainframe to the z/OS environment on the IBM z16 mainframe.

8. Will this purchase obligate the State to this vendor for future purchases such as maintenance, licensing or continuing need?

Yes No

Version 7.01 Page 4 of 6

Requesting Agency/University Department of Innovation and Technology

9. What will be the financial or other impact to the State if this sole source is not approved and a competitive bid is required?

Failure to execute a contract for NOMAD for the z/OS environment and the associated maintenance for the z/OS environment on the IBM z/16 can put critical agency business applications that reside on the IBM z13 at risk. The IBM z13 mainframe is at end of life.

Maintenance support will end 9/30/2026, and there is no continued support available. If the z13 mainframe fails, there is no way to support the applications on the NOMAD software on the z13.

Converting applications on the NOMAD software to a new platform will cost the State millions of dollars in software, hardware, contractual resources, and would take multiple years to accomplish. It is economically more feasible to continue utilizing the present vendor software, maintenance and support in lieu of spending such large amounts of taxpayer dollars to conduct a solicitation for a new product.

10. Is there any additional information you would like to add to justify this sole source?

No
