About this file
This is a Sole Source Justification Form (B-54308) submitted by the Illinois Department of Energy and Commerce, Division of Nuclear Safety (IEMA-OHS), for the procurement of LYNX II Digital Signal Analyzers from Mirion Technologies. The agency is requesting five Lynx-II Digital Signal Analyzers (multichannel analyzers or MCAs) and two Lynx-II rack mount kits with 19" rack mount trays and hardware. The equipment is needed to transition the laboratory's ten gamma detectors from first-generation Lynx models to the newer second-generation Lynx-II systems. The identified need date was August 27, 2026, with a required delivery date of June 30, 2027. This is a one-time purchase with no renewal options and an estimated contract begin date of execution. The Sole Source Justification Form was submitted by Katelyn JS Hoke on September 29, 2026, and approved by Ashley Garcia and State Purchasing Officer David Papp on the same date. The Central Procurement Officer, Ellen H. Daley, authorized the agency to proceed on the same date.
The total contract value is $114,221, with individual Lynx-II units quoted at $22,501 each. This pricing aligns with historical purchases documented in the justification: $21,845 per unit in February 2026 (contract P-92424), $19,800 per unit in April 2024 (contract P-65189), and $39,520 in April 2023 (contract P-49704). The agency determined fair and reasonable pricing by comparing current quotes to previous purchases and competitor pricing from Ortec, Mirion's main competitor. Funding is derived from State Appropriated Funds. The sole source justification is based on items being copyrighted or patented and available only from the holder, specifically due to the Lynx II's proprietary integration with Mirion's Genie and Apex Gamma software, which operates under strict QA/QC and regulatory compliance requirements. The agency notes that no resellers are available and that alternative multichannel analyzers are incompatible with the Mirion software environment. Future obligations include maintenance and support through Mirion's R&M contract, with the newly procured units to be added to existing service agreements.

Section VI - Business Rationale
1. Provide a detailed explanation of the need for the supplies or services:
The Lynx-II digital signal analyzer is a multichannel analyzer (MCA), a critical component of a gamma spectroscopy system. The MCA has two main functions: count the pulses from the gamma detector and measure the pulse height. This component communicates the detector output to the computer system run by the user, in order to identify the radionuclides in the sample. The laboratory has ten gamma detectors, each of which needs its own designated MCA. Half of the detectors are using first-generation Lynx models, and with this purchase we will be able to transition all the gamma detectors to the newer second-generation Lynx-II.
2. Provide a list and describe in detail the specifications required to satisfy the need:
Five Lynx-II Digital Signal Analyzers (also known as MCAs, multichannel analyzers) and two Lynx-II rack mount kits. Includes: DSP based pulse processing, 32,000 channel spectral memory, Ethernet and USB interfaces, PHA, MCS, Multispectral Scaling and Time Stamped List modes, Advanced Auto Pole/Zero, Base Line Restorer and Digital Stabilization Controls, Integrated Web Server which requires Genie V3.4 or greater and internet browser for full functionality. Rack mount kits contain 19" rack mount trays and hardware.

Requesting Agency/University IEMA-OHS
3. Provide detail explaining the justification selected in Section IV to explain why the requested supplies or services are the only ones available that can satisfy the agency or university requirements?
We need guaranteed compatibility between the multichannel analyzer and the Mirion Genie + Apex Gamma applications, which control the gamma spectroscopy detector system. The Lynx II multichannel analyzer is the only hardware option that fully integrates with our gamma detectors and the Mirion Genie + Apex Gamma applications that control them.
Alternative multichannel analyzers are not supported by Mirion’s software environment and cannot be reliably integrated without custom drivers, unsupported workflows, or significant architectural changes.
Most importantly, our laboratory operates under strict QA/QC, defensible-data, and auditability requirements. The Lynx II preserves data structures, file formats, and metadata lineage required for traceable sample analysis within Genie/Apex workflows. Non Mirion multichannel analyzers produce incompatible formats and would require manual or custom conversion methods that are not acceptable for regulatory environments.
No alternative analyzer can support required operational, regulatory, and data quality standards without introducing unacceptable risk or cost.
4. What are the unique features of the supplies or services that are not available in any other product or by any other vendor? Provide specific quantifiable factors/qualifications:
The Mirion Lynx II multichannel analyzer is the only product on the market that meets the technical, operational, and software integration requirements of our existing HPGe gamma spectrometry systems. Because our laboratory relies exclusively on Mirion Genie and Apex Gamma software for acquisition, calibration, QC, and analysis workflows, only the Lynx II provides the specialized hardware, firmware, and communication capabilities required for full, supported functionality. The following unique features make the Lynx II a sole source item:
1. Proprietary Native Integration with Genie and Apex Gamma Software The Lynx II is the only multichannel analyzer manufactured with Mirion’s proprietary communication protocols, acquisition libraries, and device drivers specifically designed for seamless operation within Genie and Apex Gamma.
No other vendor has access to Mirion’s closed software architecture, meaning:
- No third party instrument can directly interface with Genie or Apex Gamma.
- No alternative unit can support automated acquisition, real time control, or spectral file generation in Mirion’s proprietary formats.
2. Mirion Exclusive Digital Filtering and Pulse Processing Algorithms The Lynx II uses Mirion’s proprietary pulse shaping, digital filtering, dead-time management, and pile up rejection algorithms. These algorithms are not available in any third party signal analyzer.
These proprietary processes are required for:
- Maintaining spectral resolution specifications for Mirion HPGe detectors
- Ensuring consistent calibration and stabilization performance
- Supporting Genie/Apex automated counting sequences
3. Avoidance of Major System Overhaul and Costly Re Engineering No other vendor offers a multichannel analyzer capable of replacing the Lynx II without requiring:
- Replacement of existing HPGe detectors
- Migration away from Genie/Apex
- Redevelopment of SOPs, QC procedures, and regulatory documentation
- Significant staff retraining The Lynx II is the sole product that integrates fully with our current infrastructure without introducing major cost, downtime, or compliance risk.
5. Has the Agency or University considered alternative supplies or services to satisfy their need? Yes No
5a. If no, why weren't alternatives evaluated?
Other MCA (multichannel analyzers) aren't compatible with Apex Gamma, the comprehensive gamma spectroscopy productivity software that's responsible for the overall management of the gamma spectroscopy operations in the radiochemistry laboratory.

Requesting Agency/University IEMA-OHS
6. Are there resellers or distributors?
Yes No N/A
7. What efforts were made to get the best possible price (i.e. did the agency/university negotiate) and how did you determine the price for this purchase is considered fair and reasonable?
Comparing to what has been paid in the past. For example, P-92424 the Lynx II's were $21,845.00 each in early 2026. Going back a little farther, in P-65189 in 2024, the Lynx II's were $19,800.00 each. The current Lynx II quoted price is $22,501.00 which aligns with general inflation trends. We compared with Ortec (Mirion's main competitor) and the prices are comparable.
8. Will this purchase obligate the State to this vendor for future purchases such as maintenance, licensing or continuing need?
Yes No
8a. If yes, please provide details regarding future obligations and/or needs:
The manufacturer (Mirion) will need to maintain this equipment. We currently have a service/support contract with Mirion for the gamma spectroscopy system, and the new Lynx II's will be added to the next R&M contract. In the meantime, we will have one extra to switch out for troubleshooting purposes if we suspect there is an issue.
9. What will be the financial or other impact to the State if this sole source is not approved and a competitive bid is required?
We are requesting a sole source due to compatibility and no resellers are available. There would be no way to competitively solicit without procuring a whole new system.
10. Is there any additional information you would like to add to justify this sole source?
