About this file

This is an Emergency Purchase Extension Approval form submitted by the Illinois State Police (ISP) Forensic Sciences Command to the State of Illinois Chief Procurement Office requesting an extension of an emergency procurement contract with Foray, LLC for Digital Asset Management System (DAMS) services. The original emergency contract, valued at $61,947.00, was established with a start date of July 1, 2026, and an expiration date of September 28, 2026. The extension request seeks to continue the contract from September 29, 2026, through March 29, 2027, at an additional expenditure of $123,894.00. The DAMS contract provides software licensing, customer support (minimum 8am-5pm CST, Monday-Friday), system maintenance, backups, and ensures interoperability with ISP's Laboratory Information Management System (LIMS) and NEC ABIS CheckBox systems, which are mission-critical for forensic casework operations. ISP initiated the emergency procurement because their existing contract with Foray, LLC was set to expire on June 30, 2026, and the agency was unable to complete a required competitive RFP due to the complexity of the technical requirements and development process.

The extension is justified on the grounds that the DAMS system is essential to ISP's forensic operations, and any service interruption would halt the ability to process and retrieve evidentiary images, disrupting active investigations and jeopardizing chain-of-custody documentation. ISP represents that no alternative vendor can provide equivalent operational access on an emergency basis without requiring a data migration and system implementation period that would itself cause the operational disruption the emergency purchase is intended to prevent. The agency confirms that a competitive RFP for Digital Asset Management System services is currently in development and pending IT Governance review, with the intention to move forward to public posting once that review is complete. The extension request was authorized on September 18, 2026, and approved by the Chief Procurement Officer on September 23, 2026, based on the agency's representation that it will conclude the competitive procurement process as required by the Illinois Procurement Code. The vendor, Foray, LLC, is located at 3911 5th Avenue, Suite 300, San Diego, California 92103.

TextField6: The Illinois State Police initiated an emergency procurement because their contract with Foray, LLC for the Digital Asset Management System was set to expire on June 30, 2026, and they were unable to complete a required competitive RFP in time due to the complexity of the technical requirements and development process. Since the DAMS system is mission‑critical for forensic casework and any interruption would prevent examiners from capturing and retrieving evidentiary images—disrupting operations and statutory obligations—an emergency purchase was necessary to maintain system continuity until a new competitively bid contract could be awarded.
TextField13: The emergency contract provides continued software licensing and support for Foray, LLC’s Digital Asset Management System (DAMS). This includes maintaining access to ISP’s existing, fully configured DAMS environment so examiners can securely capture, store, retrieve, and manage digital evidentiary images. The scope also covers customer support (minimum 8am–5pm CST, Monday–Friday), system maintenance, backups, and ensuring ongoing interoperability with ISP’s Laboratory Information Management System (LIMS), and NEC ABIS

TextField2: ISP is currently preparing a competitive RFP for Digital Asset Management System services, as directed by the CPO's office following the prior sole source hearing. That competitive process will provide the full market opportunity for alternative vendors. This RFP is currently pending IT Governance review; once that review is complete, it will move forward to the next steps in the procurement process, including finalization and public posting requesting proposals meeting the need for a competitive procurement.

TextField10: The DAMS system is essential to ISP’s forensic casework, and losing access would halt the ability to process and retrieve evidentiary images. The competitive RFP required by the CPO cannot be completed before the current contract expires, and no other vendor can provide immediate continuity without significant migration and integration efforts. Therefore, extending the emergency contract is necessary to maintain uninterrupted operations while the RFP is finalized
TextField12: No alternative DAMS vendor can provide equivalent operational access on an emergency basis without a data migration, system implementation, and validation period that would itself cause the disruption this emergency purchase is intended to prevent.

TextField14: An interruption or loss of the Digital Asset Management System (DAMS) would immediately halt investigative and forensic operations, blocking access to all digital evidence, case files, LIMS and ABIS integrations, and examiner workflows. This would disrupt active investigations, delay lab results, prevent biometric identifications, and jeopardize chain‑of‑custody documentation, creating legal and operational risks. Because no alternate vendor can provide instant access without a lengthy migration and validation process, any outage would cause significant delays and could directly impact public safety and case outcomes.
