About this file

This is an Emergency Purchase Statement issued by the State of Illinois Chief Procurement Office for General Services on behalf of the Illinois Department of Corrections (IDOC). IDOC is procuring a comprehensive electronic service delivery system for individuals in custody that encompasses self-development, education, friends and family contact, grievance tracking, entertainment, and administrative communication through tablet-based technology. The emergency contract was awarded to Inmate Calling Solutions, LLC on August 27, 2026, with an estimated expenditure of $344,167.00. This emergency procurement was initiated while IDOC completes a longer-term cooperative participation procurement through NASPO ValuePoint for Inmate Communications Services. The emergency contract will be terminated once the new UPP Participation contract is finalized.

Inmate Calling Solutions, LLC was selected based on cost advantages including 22% savings on calling rates and 40-60% savings on video visitation rates across the entire IDOC population, flexible streaming rates for content consumption, comprehensive service offerings, and provision of technical oversight, IT infrastructure installation, and tablet distribution to all individuals in custody at no cost to the state. The procurement was funded through state-appropriated funds and other funding sources. IDOC conducted competition to the extent practicable under emergency circumstances by leveraging the NASPO ValuePoint cooperative contract as a comprehensive pricing benchmark, coupled with internal research. The agency's search of the NIGP database identified only two vendors related primarily to counseling and consulting, limiting additional competitive options available at the time of the emergency purchase.
