About this file
This is an Emergency Purchase Extension Approval form issued by the State of Illinois Chief Procurement Office for the Department of Corrections (DOC) requesting to extend an emergency contract for certified halal meals. The DOC initiated an emergency procurement on June 22, 2026, due to unforeseen delays in the RFP evaluation process for a long-term meal supply contract, which extended beyond the anticipated award date and exhausted the Department's existing inventory. The vendor, Performance Food Group dba Vistar, provided 47,688 cases of certified prepackaged halal meals containing meat in seven menu varieties including Scrambled Eggs and Pancake, Lubiah Stew, Biryani Chicken, Chicken Thigh with Rice and Onion, Italian Chicken Rice Lentil, Lentil Stew with Lamb, and Chicken Thighs with Tandoori. The original emergency contract ran from June 22, 2026, to September 19, 2026, with an amount of $776,366.36. The extension request seeks to continue the contract from September 20, 2026, through March 31, 2027, at an estimated cost of $1,600,000, though the CPO-approved termination date was modified to January 31, 2027.
The DOC is legally obligated to accommodate the religious dietary requirements of individuals in its custody, making this emergency extension necessary to maintain an uninterrupted supply of halal meals until the competitive long-term contract is awarded and the new vendor completes transition. The extension does not change the scope of work from the original emergency contract. The IDOC examined the BEP-certified vendor pool and determined that only 2 BEP-certified vendors existed among 145 total registered vendors for the identified NIGP code, resulting in no BEP participation goal for this procurement. A new competitive solicitation for the long-term contract was expected to be published by October 1, 2026, with the emergency contract to be terminated at the earliest possible date during the vendor transition period. Denial of this extension request would prevent the Department from meeting its legal obligation to provide religiously compliant meals to incarcerated individuals. The form was approved by the CPO on September 18, 2026.

1. Provide detail about the events that led the agency to conduct an emergency procurement:
Unforeseen delays in the RFP evaluation process for a long-term contract extended the procurement timeline beyond the date an award was originally anticipated and beyond the period covered by the Department's inventory. Because the Department is legally obligated to provide meals that accommodate the religious dietary requirements of individuals in its custody, the emergency purchase was necessary to maintain an uninterrupted supply of certified halal meals until the review was completed
