About this file
This is an Emergency Purchase Extension Approval form submitted by the Illinois Department of Transportation (IDOT), Business Services Division, to the State of Illinois Chief Procurement Office seeking approval to extend an emergency contract with LCPTracker for payroll and prevailing wage software maintenance. The original emergency contract (BidBuy Reference #B-52275) ran from May 1, 2026, through July 29, 2026, at a cost of $77,822.10. IDOT is requesting a 90-day extension (BidBuy Reference #B-53289) from July 30, 2026, through October 29, 2026, with an estimated cost of $79,474.54. The scope of work involves maintaining and updating the LCPTracker Payroll Solution software, which manages prevailing wage laws and rates at the state and federal levels. IDOT has published an Invitation for Bid (Bid #27-494DOT-FINAD-B-52823) for a long-term software solution replacement with a bid opening date of July 30, 2026, and plans to evaluate bids and submit a contract award for approval in August 2026, at which point the emergency contract will be terminated.
The extension is justified by IDOT's need to maintain continuous legal compliance with federal prevailing wage requirements, including the Davis-Bacon Act, which mandates retention of payroll documents for three years post-project completion. LCPTracker performs over 70 automated validation checks on submitted payrolls to prevent wage violations and identify discrepancies, and maintains government security standards including FedRAMP Moderate and SOC compliance. The procurement is under $100,000, therefore no Business Enterprise Program (BEP) participation goal is required. This is the first extension of the emergency contract, which originated after the vendor's previous Sole Source contract expired on January 28, 2026, and IDOT completed a small purchase with emergency conditions through April 30, 2026. The extended emergency contract does not change the scope of work and was approved by the Chief Procurement Office on July 27, 2026. The effect of denying this extension would result in loss of support for a vital component of IDOT's payroll system, particularly the prevailing wage functionality.

1. Provide detail about the events that led the agency to conduct an emergency procurement:
The Agency entered into a Sole Source contract with LCPTracker that expired on 01/28/2026. Once the contract ended, the Agency completed a small purchase with emergency conditions until 04/30/2026. The initial development of a long-term solicitation took longer than expected, so the Agency had to declare an emergency while the solicitation was taking place.
2. What is the scope of work of the initial emergency contract? Please detail below:
Maintain maintenance on the LCPTracker Payroll Solution software which provides maintenance for prevailing wage laws and rates at the State and Federal Level; until such time as the IFB contract has been executed.

3. Does this extension change the scope of work? Yes No If yes, please detail below:
Original BidBuy Reference #: B- 52275
4. Provide justification for extending the original emergency contract:
LCPTracker needs to be maintained (and kept continuously updated) primarily to ensure strict legal compliance with prevailing wage laws such as the Davis-Bacon Act and to manage government contracts.
Legal Compliance: Federal, Sate, and local agencies are required to submit verified payroll records to ensure employees are paid correctly.
Audit and Dispute Readiness: Federal regulations (including the Davis-Bacon Act) mandate that employers and agencies retain all payroll documents for at least three years after project completion. Centralized maintenance protects businesses from sudden demands for historical records
Automated Error Checking: LCPTracker actively runs over 70 validation checks on submitted payrolls. Maintaining and inputing data properly prevents wage violations and identifies discrepancies before they result in financial penalties.
Data Security: The platform is continuously monitored and maintained to meet high-level government security standards, including FedRAMP Moderate and SOC requirements.
5. Does this emergency contract correct or eliminate the emergency condition?
Yes No Please detail:
The Agency has published an Invitation for Bid for a long-term software solution, and that IDOT is requesting an additional 90 day extension to complete the IFB procurement process.
6. Explain why the need cannot be met through a competitive procurement process.
The original contract was procured via the piggyback method of procurement from 2021 to 2024, before it was procured as a Sole Source from 2024 to 2025. Until the IFB is in place, the maintenance for the Agency’s payroll and prevailing software needs to remain in place
