About this file

This is a Sole Source Justification Form submitted by the Illinois State Police for an annual subscription to the International Justice and Public Safety Network provided by the National Law Enforcement Telecommunications Systems (NLETS). The Illinois State Police seeks to procure this subscription effective July 1, 2026, through June 30, 2027, with no renewal options. The subscription provides electronic connectivity to a sophisticated message switching network that links local, state, federal, and international criminal justice agencies, enabling the exchange of critical criminal justice and public safety information across all 50 states, territories, Canada, Mexico, and Interpol. The Illinois State Police has maintained membership in NLETS for over 40 years and requires continued access to real-time criminal justice information sharing capabilities, including driver's license, vehicle, and criminal history data with sub-second response times.

The contract value for the initial term is $110,031.42, with monthly fees of $7,728.57 from July 1, 2026, through December 31, 2026, and $10,610.00 per month from January 1, 2027, through June 30, 2027. The procurement is classified as an organizational membership fee and will be funded through state appropriated funds. The Illinois State Police has continuously procured NLETS subscriptions since 2016, with documented purchase history showing annual costs ranging from $48,000 to $90,924.36. The sole source justification is based on NLETS being the only 50-state consortium capable of integrating with federal police agencies, territories, and Interpol for inter-agency information sharing. No alternatives were evaluated, as membership is exclusively available through NLETS. The State Purchasing Officer approved the sole source determination on May 5, 2026, and no competitive bid is required.

If more than 10, or if other comments, explain:

The Illinois State Police (ISP) has been a member in NLETS for over 40 years. NLETS is the service mechanism providing interstate communication between all 50 states, territories, Canada, Mexico, and Interpol for the purpose of criminal justice information sharing.

Section VI - Business Rationale

1. Provide a detailed explanation of the need for the supplies or services:

The ISP's subscription with the International Justice and Public Safety Network allows ISP to electronically connect to a sophisticated message switching network linking local, state, federal, and international criminal justice agencies together to provide the capability to exchange critical criminal justice and public safety related information. Through this process, the connections with other state agencies have improved functionality, reliability, and performance. Without this procurement, the ISP will not have the ability to communicate with local, state, federal, and international criminal justice agencies to exchange criminal justice and public safety related information.

2. Provide a list and describe in detail the specifications required to satisfy the need:

The subscription to the International Justice and Public Safety Network allows Illinois State Police officers access to criminal justice and public safety related information spanning across all 50 states, including federal police agencies, territories, and Interpol. The membership provides data communications circuit.

3. Provide detail explaining the justification selected in Section IV to explain why the requested supplies or services are the only ones available that can satisfy the agency or university requirements?

NLETS an International Justice and Public Safety Information Sharing Network, a state-of-the art, secure information sharing system for state and local law enforcement agencies. NLETS is the only 50-state consortium to integrate with federal police agencies, territories, and Interpol, and allow the inter-agency sharing of driver's license, vehicle, and criminal history information in real-time, in sub-second response time, to protect the officers of Illinois when they interact with a vehicle/driver from another state/country. Membership is only available through this vendor.

4. What are the unique features of the supplies or services that are not available in any other product or by any other vendor? Provide specific quantifiable factors/qualifications:

NLETS an International Justice and Public Safety Information Sharing Network, a state-of-the art, secure information sharing system for state and local law enforcement agencies. NLETS is the only 50-state consortium to integrate with federal police agencies, territories, and Interpol, and allow the inter-agency sharing of driver's license, vehicle, and criminal history information in real-time, in sub-second response time, to protect the officers of Illinois when they interact with a vehicle/driver from another state/country. Membership is only available from this vendor.

5. Has the Agency or University considered alternative supplies or services to satisfy their need? Yes No

5a. If no, why weren't alternatives evaluated?

Membership is only available through this vendor.

6. Are there resellers or distributors?

Yes No N/A

7. What efforts were made to get the best possible price (i.e. did the agency/university negotiate) and how did you determine the price for this purchase is considered fair and reasonable?

Like each of the other 50 states, Illinois has a membership seat and voting rights at the NLETS annual meeting. The annual membership fees are set by the Principal membership once per year at the NLETS annual business meeting. In order to secure membership, the annual fees must be paid. The fees for Fiscal Year 2027 are $7,728.57 per month from 07/01/26 to 12/31/26, and $10,610.00 per month from 01/01/27 to 06/30/27.

8. Will this purchase obligate the State to this vendor for future purchases such as maintenance, licensing or continuing need?

Yes No

9. What will be the financial or other impact to the State if this sole source is not approved and a competitive bid is required?

Without this procurement, ISP will not have the ability to communicate with local, state, federal, and international criminal justice agencies to exchange criminal justice and public safety related information. If a competitive bid were required, no other vendors would be able to provide this service. NLETS is the only option available for maintaining out of state communications with criminal justice agencies.

10. Is there any additional information you would like to add to justify this sole source?

No.
