About this file
This is an Emergency Purchase Statement filed by the Illinois Department of Natural Resources (IDNR), Division of Operational Resource and Compliance Planning (ORCP), for emergency repairs and winterization services at the North Point Marina in White Harbor, Illinois. The vendor selected is North Point SMI Westrec, LLC, located in Springfield, Illinois. The project encompasses comprehensive winterization of the 1,100-slip marina facility from November 14, 2025, through December 31, 2025. Services include winterizing six bathhouses and associated facilities, securing and disconnecting electrical systems throughout the marina, removing and storing seasonal equipment such as shower mats, paper products, life rings, parking gate arms, and fire extinguishers, towing charter and courtesy docks to the Rec Basin, installing plow markers and vent covers, pressure washing the fish cleaning station, and installing bubblers under a handicap ramp. The emergency procurement was justified based on the immediate need to protect state property from freeze damage and the vendor's existing on-site knowledge and operational capacity following 2.5 years of continuous marina management.
The total contract amount is $220,000.00, with costs classified as actual rather than estimated. Funding is provided through State Appropriated Funds. The emergency purchase was made without competitive bidding, as authorized under Illinois procurement law (30 ILCS 500/20-30(a)), with the agency noting that no certified Business Enterprise Program (BEP) vendors were registered in the applicable NIGP code and that the incumbent contractor's existing presence and expertise made it the only practicable option to execute winterization before severe weather conditions could cause extensive infrastructure damage. The emergency purchase was authorized and signed by Maurice Mosley, Agency Procurement Officer, on November 19, 2025.
