About this file

This document is a Bid Amendment #1 for a Small Purchase solicitation by the State of Illinois for SOCOM Ballistic Plates, issued through BidBuy with the bid number 26-493ISP-ADMIN-B-49417. The amendment includes a questions and answers section addressing two key concerns from potential bidders about the ballistic plate specifications.

The amendment reveals that the Illinois State Police (ISP) is seeking ballistic plates that are "compliant" rather than "certified", despite questions about potential limitations in protection levels. Specifically, one bidder raised concerns about the NIJ Level III specification, noting that the lightweight polyethylene plates might be vulnerable to 5.56 M855 ammunition, which could potentially defeat the specified protection level. The state's response indicates an awareness of these ballistic capabilities but maintains the original specification requirements without further elaboration or modification.
