About this file

The document is a vendor question and clarification file related to the Illinois Department of Corrections (IDOC) solicitation B-49261 for textile materials, specifically addressing fabric weight specifications for Broadcloth and Twill fabrics. The procurement is for the Centralia Correctional Center and involves White Broadcloth, White Twill fabrics, and various colored threads (Navy Blue, White, Black, Tan, and Light Blue) used to produce inmate clothing. The solicitation was posted on September 19, 2025, with responses due by October 6, 2025, indicating a procurement timeline of approximately two weeks.

The vendor inquiry focuses on fabric weight tolerances, with the specific clarification that a +/- 0.25 oz. per square yard tolerance would be acceptable for Broadcloth, mirroring the specification for Twill. Vendors must be registered in the Illinois Procurement Gateway (IPG) and complete mandatory vendor disclosure forms, which include certifications about labor standards and ensuring no apparel is produced through forced labor. While specific budget ranges are not detailed, the procurement emphasizes vendor transparency, compliance with state regulations, and comprehensive vetting processes that include disclosures about business ownership, potential conflicts of interest, and adherence to non-discrimination policies, tax obligations, and environmental standards.

Text version

Vendor’s question:

The spec for Twill is Weight: 7.5oz, +/-.25 oz. per square yard.

Note the Broad Cloth doesn’t specify a tolerance – it is listed as 3.25 +/- Oz. per square yard but doesn’t specify a tolerance.

Could you clarify what tolerance you are expecting? Would +/-.25 oz. per square yard be acceptable?

ICI’s Answer:

Yes, +/- .25 oz. would be acceptable
