About this file

This is an Emergency Purchase Extension Approval form from the State of Illinois Chief Procurement Office for General Services, involving the Illinois Department of Veterans Affairs - LaSalle Home and JHC Acquisition, LLC d/b/a Omnicare of Northern Illinois. The document details an emergency contract extension for pharmacy services from April 23, 2025, to July 21, 2025, with a contract value of $150,000. The extension is necessary because the previous contract was canceled due to a procurement error, and a new competitively bid contract is currently in process (B-47044) with an open date of April 9, 2025.

The pharmacy services include dispensing medications and intravenous solutions, providing an on-call pharmacist 24 hours a day, making monthly rounds to review charts, and supplying HIPAA-compliant fax machines and lockable medication carts. The vendor was selected as the low-price responsive bidder and has been providing services to the LaSalle Home for the past four years. The emergency extension maintains continuity of pharmaceutical services, as the home does not have an on-site pharmacy and relies entirely on an external vendor. The contract has a 0% Business Enterprise Program (BEP) participation goal, which is consistent with previous contract renewals.

1. Provide detail about the events that led the agency to conduct an emergency procurement:

Illinois Department of Veterans Affairs - LaSalle Home is currently in an emergency contract for pharmacy services. The previous contract had to be canceled due to procurement error which is why it is now an emergency contract. The LaSalle Home does not have an On-Site Pharmacy and needs to contract out with a vendor to ensure continued Pharmaceutical operations at the Home. The current vendor was the low price responsive bidder on B-14049, Enloe Drugs/dba Omnicare of the Quad Cities who transferred services to JHC Acquisition Inc. DBA Omnicare of Northern Illinois due to a pharmacy consolidation. We continued with this vendor during the emergency as the home is all set up with working with them and using their med carts, they deliver 6 days a week to the home. This emergency extension contract will be canceled when the new competitively bid contract is in place.
