About this file
This document is a specification file for the Illinois State Police (ISP) SWAT Tactical Canine procurement, detailing precise requirements for specialized K9 units. The specifications outline the desired characteristics and capabilities of tactical canines, focusing specifically on Belgium Malinois or Dutch Shepherd breeds aged 1-3 years. The canines must be Polizei Schutzhund Prufung trained and capable of performing complex tactical operations including explosive detection, search and rescue, subject apprehension, and working in challenging environments such as confined spaces, darkness, chemical agent exposure, and during live fire exercises.
Vendor requirements include proximity to Springfield, Illinois (within 650 miles), mandatory on-site facility inspections, comprehensive veterinary documentation, and a commitment to reimburse the ISP for any pre-existing medical conditions discovered during fitness-for-duty examinations. The vendor must provide full veterinary records, facilitate canine transitions to SWAT officers, and ensure responsive communication with a guaranteed four-hour response time. Financial terms include potential reimbursement for veterinary expenses and vaccination costs, with the expectation that vendors will support the complete integration of the tactical canine into the ISP SWAT team's operational capabilities.
