About this file
This is an Emergency Purchase Extension Approval form from the State of Illinois Chief Procurement Office for General Services (CPO-GS) for Central Management Services (CMS) to extend an emergency contract with Accurate Biometrics. The extension is for fingerprinting and photo ID services available to State Agencies, local governmental units, and qualified not-for-profit agencies. The original emergency contract ran from March 29, 2024 to June 27, 2024, with two previous extensions through December 25, 2024. This third extension would run from December 26, 2024 to January 31, 2025. The extension is needed while a new competitive procurement (B-43055) is being finalized, which has been awarded to two vendors but is currently under a 14-day protest period.
The original emergency contract was valued at $560,000 (estimated) with no cost for the extensions. The original procurement had an 8% Business Enterprise Program (BEP) goal that could not be met due to emergency time constraints, with this extension providing an opportunity to address that goal. The emergency arose when the previous vendor under contract P-4770 declined to extend their master contract with CMS after securing a direct contract with DCFS that would cover 90% of the services. A denial of this extension would leave the State without fingerprinting services until the new Joint Purchase Master Contract (JPMC) is in place, potentially disrupting critical state services affecting health, safety, and revenue collection.

4. Provide justification for extending the original emergency contract:
To prevent or minimize serious disruption in critical State services that affect health, safety, or collection of substantial State revenues. Extension of this emergency JPMC will allow for the continuation of critical services for the State through a simplified purchasing process for the State Agencies, local governmental units, and qualified not-for-profit agencies because terms, conditions and pricing will be established prior to the time of orders for release off masters. This process will save considerable time and resources for the end users because they will not have to conduct their own solicitations, evaluate bids and establish individual contracts. This Emergency Joint purchasing agreement will permit the State of Illinois, local governmental units, and qualified not-for-profit agencies to leverage their market power with the expected outcome of lower pricing for critical services required for public safety. There have been two previous extensions done for this emergency JPMC; B-43000 and B-44668, the most recent extended the end date to 12/25/24. These extensions were necessary while a new competitive solicitation is being processed in BidBuy.
5. Does this emergency contract correct or eliminate the emergency condition?
Yes No Please detail:
This Emergency Joint Purchasing Master Contract extension will provide a continuity of services while the new procurement B-43055 has been full processed. The new procurement to establish fingerprinting and photo ID services is ongoing and has recently been awarded to two vendors, once the new contracts with both vendors have been finalized the emergency condition will be eliminated.
6. Explain why the need cannot be met through a competitive procurement process.
A competitive procurement process is currently being conducted to meet the State's needs under B-43055. An award has been made to two vendors, and is currently under the 14-day protest period.
7. Is a competitive procurement in process to replace this emergency contract?
Yes No Status: awarded but contract not executed
B-43055 has been awarded to two vendors and is currently under the 14-day protest review period. Once the review period has expired, the agency will move forward in regards to contract execution.
