About this file

This document is an Emergency Purchase Extension Approval from the Illinois Chief Procurement Office for General Services for a Joint Purchase Master Contract (JPMC) between the Illinois Department of Central Management Services (CMS) and Accurate Biometrics for fingerprinting and photo ID services. The original emergency contract was for $560,000 and began on March 29, 2024, ending on June 27, 2024. CMS is requesting a 3-month extension from September 25, 2024 to December 24, 2024 to prevent disruption in critical state services that affect health, safety, and revenue collection. The extension will allow CMS, state agencies, local governments, and qualified non-profits to continue accessing fingerprinting, live scan, and photo ID services through the simplified JPMC process rather than conducting individual procurements.

The original emergency procurement had an 8% Business Enterprise Program (BEP) goal, which was unable to be applied due to the time constraints. This extension provides an opportunity to address the intended BEP goal. The original vendor initially agreed to extend the contract but later declined, stating 90% of the services would be provided directly to the Department of Children and Family Services. A competitive procurement is in process to replace this emergency contract by August 16, 2024.
