About this file

This document is a Questions and Answers (Q&A) for an Invitation for Bid (IFB) issued by the Illinois Department of Central Management Services (CMS) for JPMC Rifles. The purpose of this three-year contract, with a possible ten-year extension, is to establish a Joint Purchase Master Contract to enable governmental units with a law enforcement component in Illinois to purchase rifles on an as-needed basis. Vendors must be authorized dealers, maintain a valid Federal Firearms License, and provide new rifles manufactured to the stated specifications. Deliveries will be made F.O.B. Destination to any qualifying governmental unit location within Illinois. A pre-bid conference will be held on August 21, 2024 via Webex Video Meeting.

The Q&A addresses the exclusion of Colt rifles from the approved manufacturer list, as the respondent noted that Colt is the current standard issued rifle to the US military and commonly used by major police departments. However, the agency's response indicates they are unable to accept Colt as an alternative and vendors must bid the approved manufacturers listed in BidBuy.

Date: 8/26/2024

Q1 On the list of approved manufacturers of rifles, IL does not have Colt listed, is there a way to get them added? Colt is the current standard issued rifle to the US military as well as commonly used in most major police departments throughout the US, they meet or exceed all standards in your solicitation and I would like to submit a bid with their product.

A1 Answer: We are unable to accept Colt as an alternative. Please see specific approved manufacturers in each line item in BidBuy for those the manufacturers that are able to be bid.
