About this file
This document is a Questions and Answers response related to an Invitation for Bid (IFB) issued by the Illinois Department of Central Management Services (CMS) for a Joint Purchase Master Contract (JPMC) for statewide biometric fingerprinting, photographic identification, ink rolled fingerprinting, and other biometric services. The contract will enable governmental units and qualified not-for-profit agencies in Illinois to obtain these services on an as-needed basis. The contract term is six years, with no renewal options, and a maximum total term of ten years. Vendors must have experience with biometric identification systems, employ livescan technicians with fingerprint-based criminal history checks, and be able to meet service level requirements such as expedited processing and on-site services.
The pricing in the IFB is estimated, and vendors will submit pricing on a per hour and per each basis. Economic price adjustments based on the Consumer Price Index are allowed annually. The contract allows for a multi-tiered award of up to three vendors, with the primary vendor receiving an estimated 50% of the total award, the secondary 30%, and the tertiary 20%. This procurement does not include any small business, minority, women, or veteran-owned business set-asides. However, the State of Illinois has established a Business Enterprise Program (BEP) aspirational goal of 30% participation, as well as a 3% Veterans Business Program (VBP) goal, which must be addressed in the bidder's Utilization Plan submission.
