About this file

This document is a Sole Source Justification Form for a Joint Purchase Master Contract (JPMC) for parking services at 555 W. Monroe in Chicago, Illinois. The Illinois Department of Central Management Services is seeking to secure up to 120 parking spaces within a 2-3 block radius of the 555 W. Monroe location for use by state agencies, boards, commissions, and the General Assembly on an as-needed basis. The contract term is from June 1, 2024 to May 31, 2025 with no renewal options.

The estimated value of the initial term is $401,040. The sole source justification is based on a lack of competitive bids, as CMS has solicited bids multiple times across four zones with no bidders or only bids for specific zones. The parking services will replace an expiring emergency contract. The cost of the state-paid parking spaces is comparable to other facilities in the Chicago area, and this procurement is critical to providing access for government vehicles and operations.
