About this file
This document is a Sole Source Justification Form from the Illinois Department of Central Management Services (CMS) for a Joint Purchase Master Contract (JPMC) to secure 300 parking spaces within a 2-3 block radius of 115 S. La Salle in Chicago. The vendor, Millennium Parking Garages LLC, will provide 24/7 access to the parking spaces across four garage locations for an estimated value of $497,100 for the initial one-year term. The parking spaces will be available to all governmental units in Illinois at a monthly rate for state-paid fleet vehicles and a separate monthly rate for employee-paid parking.
CMS has determined the pricing to be fair and reasonable compared to other parking facilities in the Chicago area. This procurement is time-sensitive and critical to providing state agencies access to vehicles for government business, and there are no anticipated additional expenditures required to support it. CMS is procuring this contract through a sole source justification, as it has solicited competitive bids multiple times for parking in this area with no bidders or bids for specific zones only, necessitating this sole source approach to satisfy the state's need for parking capacity in close proximity to the 115 S. La Salle location.
