About this file

This document is a questions and answers (Q&A) document related to a fire extinguisher contract opportunity issued by the Illinois Department of Central Management Services (CMS). The contract, titled "JPMC Fire Extinguishers 24-416CMS-BOSS4-B-42114", is seeking bids for the provision of cartridge-operated fire extinguishers. The Q&A addresses several bidder questions, including eligibility requirements for small businesses, product specifications, and submission instructions.

Specifically, the Q&A clarifies that bidders must be registered in the Illinois Small Business Set-Aside Program at the time of bid opening to qualify as a small business. It also confirms that CMS is requesting bids for cartridge-operated extinguishers and will not allow substitutions with high-flow extinguishers. The Q&A further specifies that CMS is not requesting bids for basic service work, and bidders should only provide pricing for the commodity items requested in the BidBuy system.

Questions and Answers #1

Date: 04/10/2024

Q1 We are a certified woman owned business in Illinois and would like to bid on this contract. Our small business certification is applied for, but they tell us it could be 9 months before we receive it. Are we eligible to bid on this contract?

A1 In order to qualify as a small business for this solicitation, your business must be registered in the

State of Illinois, Chief Procurement Office for General Services, Small Business Set-Aside Program at time of bid opening.

Q2 We are having a hard time getting our hands on cartridge operated extinguishers. Are you allowing them to be replaced with high flow extinguishers?

A2 CMS is requesting vendors to bid on cartridge operated extinguishers and will not allow a replacement of this item with high flow extinguishers.

Q3 Ansul no longer manufacturers line 1. Is this item going to be deleted from the Bid?

A3 CMS is not asking for a brand name item for line 1. We believe there are several manufacturer’s extinguishers that will satisfy this bid specification.

Q4 The item list in the quote contains bid pricing for basic service work on fire extinguishers, but we didn't see any line items to include pricing for required inspections, repair work and maintenance parts. As such, how would you like us to input this information in BidBuy? Do we just attach an additional quote sheet in BidBuy and input Notes about the quote on the website or is there another way this information should be provided?

A4 Basic service work is not to be included in this bid. Please bid only on the commodity items that are requested in BidBuy.
