About this file
This document is a set of questions and answers related to an Invitation for Bid (IFB) issued by the Illinois Department of Central Management Services (CMS) for the procurement of institutional laundry chemicals. The IFB is for a Joint Purchase Master Contract that will enable governmental units and qualified not-for-profit agencies within Illinois to purchase these products on an as-needed basis during the contract period, which is expected to have a term of three (3) years, with the total contract term not to exceed ten (10) years. Vendors must submit bids electronically through BidBuy by the bid opening date of August 22, 2024. The State will award the contract to the responsive and responsible bidder submitting the lowest price.
Pricing shall be submitted on a per-unit-of-measure basis, with all costs included for F.O.B. Destination delivery to any governmental unit or qualified not-for-profit agency location within Illinois. This solicitation does not have any small business, minority-owned, women-owned, or veteran-owned business set-aside goals. No information is provided about any incumbent vendors or current contractors. The IFB states that the resulting contract is expected to be over $50,000 in value annually, but no specific budget range or award value is listed.

Questions and Answers #1
August 16, 2024
Q1 How long will it take to execute the contract and for orders to start?
A1 Timeline is unknown at this time. Several variable factors will determine the timeline for execution.
Orders may be placed once the contract is fully executed by CMS.
Q2 Will the bid be awarded by individual item or on an all or nothing basis?
A2 See Section A.17.1 of the IFB attached in BidBuy. See section below for reference:
A.17.1. In the event, no one bidder submits a quote for every line item, the State reserves the right to award by line item.
Q3 Is the ship to address correct? It is the same as the bill to address.
A3 Please see Section 4.1.6 of the contract attached in BidBuy. The awarded vendor will be required to fill orders from governmental units and qualified not for profit agencies statewide. The invoicing and shipping addresses for specific orders will vary depending on the ordering entity.
Q4 What is the minimum order size for items 1-6?
A4 Please see line item descriptions in BidBuy. Items 2-6 have no minimum order size specified.
Item 1 is the only item that specifies a minimum order. However, as described below in Q5 and A5, we have modified that line item to remove the reference to the 500 gal min. tank truck delivery. We are removing that minimum order requirement for this line
Therefore, the only minimum order requirement will be in reference to F.O.B shipping. Please see Section 1.5.1 of the contract.
Q5 On item #1 the description asks for 55 gallon drums then goes on to say delivery in 500 gallon tank trucks. Can you clarify the type of unit required for this item?
A5 We have modified Line Item 1 to remove the reference to the 500 gal min. tank truck delivery. We are removing that minimum order requirement and the appropriate Unit of Measure (UOM) in BidBuy is gallon (GAL) as listed.
Q6 If we are unable to bid 1 line item of the 15, will our bid only be considered if another vendor is unable to supply an option for all line items?
A6 The State intends to award to a single responsive and responsible bidder, but reserves the right to award by line item.
Q7 Can the bid deadline and question deadline be extended by 1 week?
A7 CMS reserves the right to extend the bid opening date, however, we will not be extending this solicitations due date or time.
