About this file

This document is a Sole Source Justification Form for a Joint Purchase Master Contract between the Illinois Department of Central Management Services (CMS) and The Arc of the Quad Cities Area for the provision of corrugated boxes. The contract will enable state agencies, governmental units, and qualified not-for-profit agencies statewide to purchase corrugated boxes on an as-needed basis. The initial term of the contract is from October 21, 2022 to October 22, 2023, with no renewal options. CMS has determined that contracting with The Arc of the Quad Cities Area, a qualified not-for-profit agency for persons with severe disabilities, is in the best interest of the State of Illinois under the State Use Program as allowed by the Illinois Procurement Code.

The estimated value of the initial term is $500,000. The pricing for the proposed agreement has been reviewed and determined to be fair and reasonable by the State Use Committee. This contract will provide employment and job training for 6 persons with disabilities. If the sole source is not approved, it would result in the loss of this employment and training opportunity. CMS is using the Sole Economically Feasible Source method of procurement for the sake of transparency and to meet the requirements of the State's Joint Purchasing Act.
