About this file
This is a Sole Source Justification Form from the State of Illinois for Select Business Systems regarding annual maintenance services for NOMAD software products. The contract encompasses maintenance support for NOMAD, NOMAD Assistance, NOMAD QLIST, NOMAD Collection, and NOMAD NAPA for VM products. The state has issued a notice of intent to award this contract as a sole economically feasible source to Select Business Systems. A public hearing is scheduled unless interested parties submit written comments or request a public hearing by the deadline of Friday, May 29, 2026 at 4:00 p.m.
The justification form establishes the rationale for procuring these maintenance services through a sole source award rather than through competitive bidding. Select Business Systems has been identified as the only economically feasible source capable of providing the required annual maintenance and support for the specified NOMAD product suite. The designation as sole source indicates that the vendor possesses unique qualifications, proprietary knowledge, or exclusive rights necessary to maintain these systems effectively.

Section VI - Business Rationale
1. Provide a detailed explanation of the need for the supplies or services:
DOIT is in need of annual maintenance for the NOMAD products in use. NOMAD is a relational database and 4GL (Fourth Generation Language) development product that has been used by State of Illinois agencies for over 19 years. DOIT must continue to procure the necessary NOMAD maintenance and support to ensure that DCFS, DPH, DOT and IRB NOMAD based critical applications and their business that services the citizens of Illinois are not put at risk for not having product maintenance and support.
The following agency applications and business are dependent on the NOMAD products as the critical applications were developed with these products. No other vendor can provide NOMAD maintenance/support.
DCFS – AA/SG Subsidy Support, CANTS Log Tracking, Computerized Case Counting System, Early Childhood Enrollment; ERC & Consent, OES, Permanencies; Statewide Case Assignment (SCA) DPH – Newborn Screening, Long Term Care, Childhood Lead, Adoptions DOT – FHWA weekly draw down and payroll and federal reimbursement for road projects IRB (Racing Board) - PITS system
2. Provide a list and describe in detail the specifications required to satisfy the need:
Annual maintenance on NOMAD, NOMAD Assistance, NOMAD QLIST, NOMAD Collection and NOMAD NAPA for VM products from vendor, Select Business Solutions. These products run on the DOIT IBM z/13mainframe. This maintenance provides product support, version upgrades and software fixes.

Requesting Agency/University Department of Innovation and Technology
3. Provide detail explaining the justification selected in Section IV to explain why the requested supplies or services are the only ones available that can satisfy the agency or university requirements?
Nomad is a proprietary mainframe database application that was put into use for over 19 years at the State of Illinois. This application is utilized to fulfill various niche needs of DOIT agencies, from payroll and timekeeping, to federally mandated processes such as health facility complaint and review processes. Our agencies created heavily customized workflows that are not able to be recreated in other solutions at this time without development resources, project managers, and approximately 1.2 million dollars in product replacement costs, for retraining the public and internal users. We are currently trying to decommission the Nomad application but due to delays with enterprise standard applications, such as HCM, we are prevented from moving payroll and timekeeping off of the nomad system for DCFS and IDOT. Therefore DOIT is required to update both the mainframe hardware and supporting software for this application until these solutions can be migrated. There are no other vendors or resellers for the Nomad product and maintenance and support are required particularly due to the fact that the agencies do not have Disaster Recovery solutions in place for the products made with this application.
4. What are the unique features of the supplies or services that are not available in any other product or by any other vendor? Provide specific quantifiable factors/qualifications:
DoIT must continue to procure the necessary maintenance and support to ensure that DCFS, DPH, DOT applications and business that service the citizens of Illinois are not put at risk.
Select Business Systems is the only vendor that can supply the required maintenance on NOMAD software, the software is copyrighted and only available from the holder of the copyright. NOMAD has been used by various agencies with the State of Illinois for the last 19 years.
5. Has the Agency or University considered alternative supplies or services to satisfy their need? Yes No
5a. If no, why weren't alternatives evaluated?
This is a proprietary mainframe database application, there are no other vendors or resellers for the Nomad product and maintenance and support are required. The process of replacing these applications cannot be accomplished quickly or easily and requires significant funding and staff resources. It involves changes to business processes and methodologies; a complete redesign of the application;
significant investments in software, IT hardware and infrastructure, training; full-time commitment of staff resources to complete; and continued maintenance and support of the existing system during the conversion.
While DOIT has undertaken an initiative to rationalize all the applications throughout the IT enterprise, currently there isn't a definite time table for all of these applications using NOMAD to be upgraded, migrated or retired. DOIT attempted to have the software decommssioned by 10/30/2023. However the delay of a HCM and ERM tool solution allowing the agencies to migrate their critical processes, causes further delay, at a minimum until 2027
6. Are there resellers or distributors?
Yes No N/A
7. What efforts were made to get the best possible price (i.e. did the agency/university negotiate) and how did you determine the price for this purchase is considered fair and reasonable?
The license and maintenance costs are based on Select Business Systems quotes. Online research does collaborate that the typical rate for Nomad support and maintenance for 1 year averages $325,000. This is an actual cost based on an increase in MIPS for the State use.
8. Will this purchase obligate the State to this vendor for future purchases such as maintenance, licensing or continuing need?
Yes No
8a. If yes, please provide details regarding future obligations and/or needs:
The State will still be required to use this system until it is able to move to a fully integrated system. DOIT has undertaken an initiative to rationalize all the applications throughout the IT enterprise, currently there isn't a definite time table for all of these applications using NOMAD to be upgraded, migrated or retired.

9. What will be the financial or other impact to the State if this sole source is not approved and a competitive bid is required?
Failure to execute a contract for ongoing maintenance can put agency critical business applications at risk. Additionally, the loss of software patches, upgrades and technical support could result in malfunction of the software.
Converting this system to a new platform will cost the State millions of dollars in software, hardware, contractual resources, and would take multiple years to accomplish. It is more economically feasible to continue utilizing the present vendor software, maintenance and support in lieu of spending such large amounts of taxpayer dollars to conduct a solicitation for a new product.
The details for conversion have not yet been fully determined but is part of the Application Rationalization Initiative. The cost would most likely be double at the very least for having to run two environments (one legacy and one new) until migration of applications was complete. Additionally, the amount of application development time to re-tool the applications for a potential new environment would not be a sound investment for many reasons including the intention to decommission the Nomad application.
There are no competitors for this product. This is due to the fact that mainframe utilities and software are typically altered and customized via code to fit the exact requirements and the mainframe environment and support offerings are only targeted by specific vendors
