About this file

This document contains questions and answers related to an Invitation for Bid (IFB) issued by the Illinois Department of Central Management Services for Auto Repair and Collision Repair Services statewide. The IFB is soliciting vendors to provide oversight, management, and facilitation of passenger sublet vehicle and automotive collision repair services, including towing, on behalf of the State of Illinois. The IFB requires bidders to submit a BEP U-Plan, which outlines their plan for meeting Minority Business Enterprise (BEP) participation goals, even if the bidder does not intend to outsource any work. Bidders must bid on both collision (body work) and sublet vehicle repair services, though towing services may be bid separately.

The IFB also clarifies that if a bidder has an existing, unrelated contract for services with the State, that contract does not prohibit participation in this solicitation. Additionally, the IFB specifies that subcontractor services are to be invoiced to and paid by the Prime Vendor, not directly by the State. The solicitation covers the jurisdictions of Cook County and the City of Chicago.
