About this file
This document is a Sole Source Justification Form for the Illinois Department of Central Management Services (CMS) - Bureau of Strategic Sourcing (BOSS) to establish a joint purchase master contract for trash can hamper liners. The contract allows all governmental units and qualified not-for-profit agencies to purchase these items on an as-needed basis. The items are used to maintain sanitary conditions and observe proper waste management policies throughout state agencies. The contract is with Shelby County Community Solutions, Inc. and has an estimated value of $717,834.68 for the initial term from January 26, 2022 to January 25, 2023, with no renewal options.
The justification cites that contracting with a qualified not-for-profit agency for persons with severe disabilities through the State Use Program is in the best interest of the State of Illinois and is allowed under the Illinois Procurement Code. The pricing was reviewed and deemed fair and reasonable by the State Use Committee. Awarding this sole source contract will provide employment and job training for 8 persons with disabilities. If the contract is not approved, it would result in the loss of this employment and training opportunity.
