About this file

This document is a Questions and Answers template related to an Invitation for Bid (IFB) issued by the Illinois Department of Central Management Services for JPMC Laundry Equipment Leases by Regions. The IFB requests bids for a 36-month lease of laundry equipment including washers, dryers, and other related items across three designated regions in Illinois: Northern, Central, and Southern. The IFB specifies the minimum capacities and other technical requirements for the leased equipment. While the regions are referred to by number in the BidBuy system, the contract clarifies that Region 1 is the Northern region, Region 2 is the Central region, and Region 3 is the Southern region.

The contract also addresses questions related to the inclusion of 100-pound capacity equipment, noting that the specification for the 100-pound dryers has been revised to a 120-pound capacity. Bidders are instructed to review the changes made in the BidBuy system. Additionally, the document provides information on where to find the BEP Vendor List, which is available on the Attachments tab in BidBuy.

Questions and Answers 1/31/22

Q1
In the IFB they call the Regions Northern, Central and Southern but In BidBuy they are listed as Region 1, Region 2, and Region 3. I want to assume that Region 1 is Northern, Region 2 is Central, and Region 3 is Southern.
A1
Per the contract, Section 1.2.27.7 (page 11), the Regions are designated by individual counties listed in respective regions of Northern, Central, and Southern. Although, not specifically written, Section 1.2.27.8 illustrates the individual counties in their respective regions. Region 1 is considered the Northern Region; Region 2 is the Central Region; and Region 3 is the Southern Region.
Q2
What was the thought behind adding 100-pound equipment? They are generally purchased only.
A2
The State is requesting bids for laundry equipment leased by region. Per A.22.3.1., the bidder shall enter a monthly rate for a 36-month lease term. The Unit of Measure for line items 1-36 shall be entered as monthly (MON). Facilities have different needs and bidders shall bid line items 1-36 as they are.
Q3
They don’t make a 100-pound dryer. You would have a 100-pound washer extractor and a 120-pound dryer tumbler.
A3
In the Contract, Section 1.2.15 states:

DRYER, ELECTRIC, MINIMUM SINGLE TUMBLE, 100 POUND CAPACITY TUMBLER. LEASE.

Push to Start. Single Tumble Dryer Minimum 100 pound. Front load. Minimum 1/3 HP Motor for the Fan and minimum 1/3 HP for the Cylinder.

Specification change: for Line Items 12, 24, and 36, the single tumbler 100-pound capacity is being replaced with a single tumbler dryer 120-pound capacity. All other specifications for these line items are still to be followed. Please make note of this while bidding on these line items. These changes have already been made in BicBuy’s Items tab.

Q4
Where is the BEP Vendor List?
A4
It is on the Attachments tab in BidBuy.
