About this file
This document is an Emergency Purchase Statement and an Emergency Purchase Extension from the Illinois Department of Innovation and Technology. The Illinois Department of Innovation and Technology requires a contract with Globetrotters Engineering Corporation to provide telecommunications plant engineering, design, and project management services for a fiber-optic backbone throughout the state on an as-needed basis. The original emergency contract was for $1,000,000 from May 3, 2021 to July 31, 2021. The agency is now requesting an extension of the emergency contract from August 1, 2021 to February 28, 2022 for an additional $1,500,000. This is due to Globetrotters Engineering Corporation's ongoing work on five major projects across Illinois that require more time to complete, as well as additional upcoming projects such as the "Prophetstown Project" and potential IDOT roadwork projects.
The original contract with Globetrotters Engineering Corporation was competitively bid in 2014 and the agency has negotiated a slight increase to the 2014 pricing, which they assess to be in line with current market pricing. The funding for this emergency contract and extension will come from State Appropriated Funds. The agency has determined that it is not technically or financially feasible to switch to another vendor for the engineering work on these projects, as a new vendor would have to start over on much of the work.
