About this file

This document is a Sole Source Justification Form submitted by the Illinois Department of Central Management Services - Bureau of Strategic Sourcing for a one-year master contract to allow governmental units and qualified not-for-profit agencies to purchase corrugated boxes on an as-needed basis. The contract is with the Arc of the Quad Cities Area, a State Use Vendor that employs individuals with developmental disabilities. The estimated initial term value is $462,287.50, with no renewal options. The contract term is from August 29, 2021 to August 28, 2022.

The pricing for this sole source contract is based on past history and the current market. This contract allows smaller agencies to access the same pricing as larger agencies and provides employment opportunities for individuals with developmental disabilities through the State Use Vendor program. Without this contract, institutions would be required to make small individual purchases, resulting in additional costs to the State. Additionally, cancellation of this contract could result in a loss of work and employment for the developmentally disabled individuals employed by the vendor.
