About this file

This document is a Q&A regarding Illinois Department of Central Management Services' JPMC Paint Interior/Exterior Coatings Invitation for Bid (IFB) 21-416CMS-BOSS-B-22163. The solicitation is a Small Business Set-Aside (SBSA) for NIGP Paint Codes 630-49/50/56/66/72/79/82/88/90. The state indicated their previous bid pricing was unacceptable and higher than expected, and noted that if no SBSA vendors respond, they may re-bid the opportunity to SBSA vendors or potentially open it up to all vendors.

The contract will be for JPMC paint, interior and exterior coatings. If the state receives no acceptable SBSA bids, they may either re-solicit to SBSA vendors or potentially open the opportunity to all vendors.

Questions and Answers #1 6/10/21

Q1
Will you be opening up this opportunity to Large Businesses?
A1
Please reference Section A.12 in the State of Illinois IFB Section 1. Part A. Instructions and General Information. SMALL BUSINESS SET-ASIDE: In the Bulletin posting, if “Yes” is shown to the question “Is this subject to Small Business Set-Aside?”, then Bidder must be qualified by the Small Business Set-Aside Program at the time bids are due in order for the Bid to be evaluated.

This is a Small Business Set-Aside solicitation. All the NIGP Paint Codes (630-49/50/56/66/72/79/82/88/90) are included in the SBSA Program.

Q2
The State mentioned that their last response bid pricing was unacceptable and Higher than expected. If that happens again will you open this to Large Business?
A2
If we receive no bids from SBSA vendors, we may put it back out to bid to SBSA or possibly open it up to all vendors.
