About this file
This document is a Change Order Notice from the Illinois Department of Innovation and Technology (DoIT) regarding Contract B-18682 for Professional Engineering Services with Globetrotters Engineering Corporation (GEC). The change order extends the end date of the contract from 12/31/20 to 4/30/21 to allow for the completion of existing fiber relocation jobs related to IDOT road projects. The change order also increases the contract value by $400,000 to cover the remaining work from 1/1/21 to 4/30/21, as well as any unforeseen jobs that may arise related to work being done by other entities.
The change order is necessary because the existing contract with GEC is set to expire on 12/31/20 and there are no renewal options left. There are two active orders with GEC that will likely extend past the contract end date, necessitating the extension. The additional $400,000 in funding will cover the remaining work on these active orders and any other unanticipated fiber relocation jobs during the 4-month extension period.

Change Order Notice Chief Procurement Office General Services v.21.1
44 Ill. Adm. Code 1.1525(h) requires notice of renegotiated contracts and change orders that increase the cost of a contract by more than $10,000 or the time of completion by a total of 30 days or more to be posted on the Bulletin/BidBuy for 14 days.
This Change Order Notice provides detail as to why the change order is needed and, pursuant to Section 33E-9 of the Criminal Code, that the circumstances said to necessitate the change in performance were not reasonably foreseeable at the time the contract was signed or the change is germane to the original contract as signed. Change orders are defined by Section 1-15.12 of the Procurement Code and Section 1.2067 of the CPO-GS' Administrative Rules.

| thedetails: This amendment/change order will move the end date of the contract out from 12/31/20 to 4/30/21 to allow existing jobs to be completed. The existing contract for fiber engineering services with Globetrotters Engineering Corporation (GEC) expires 12/31/20 and there are no renewals left. We have two active orders with GEC that are a result of IDOT road projects that require our fiber to be relocated: Bid Buy # R-72058 and Bid Buy # P-472:12. The work on these orders are likely to go past 12/31/20. |
This amendment/change order will also add $400,000 to the value to cover the remainder of the jobs in progress from 1/1/21 - 4/30/21 as well as cover any unforeseen jobs that might come up related to work being done by other entities (such as IDOT).
