About this file
This document is an Emergency Purchase Statement from the State of Illinois Chief Procurement Office related to the emergency repairs needed for three Tecan robots utilized by the Illinois State Police Division of Forensic Services laboratory. In order for the lab to remain accredited and in compliance with mandatory FBI Quality Assurance Standards, they are required to use an ISO certified vendor to perform these critical repairs. Tecan, the original equipment manufacturer, was selected due to their expertise, access to necessary parts, and ability to restore the robots to an operational state quickly. The emergency contract has an estimated cost of $97,432.08 and a term of 90 days, with the work expected to be completed by February 12, 2021.
The funding for this emergency procurement will come from other agency funds, not state appropriated funds or federal grants. Tecan was selected as the sole source vendor due to their ISO certification and status as the original equipment manufacturer, which provides them unique capabilities to perform these specialized repairs in a timely manner to allow the laboratory to resume full case processing operations.

| ExplanationForSelectingVendor: In order for ISP to remain as an accredited laboratory system and for ISP to remain in compliance with the mandatory FBI Quality Assurance Standards for DNA analysis, ISP is required to utilize vendors that are International Organization for Standardization (ISO) certified when conducting repairs to ISP instrumentation. Tecan is ISO certified to perform service/repairs to these instruments. The Tecan instruments are robots utilized to assist forensic scientists in performing batch processing of forensic DNA casework. At the Chicago laboratory there are only three Tecan robots, all of which are in need of critical repairs. The Tecan robots have the ability to work large batches of samples from multiple cases at a single time while only utilizing one forensic scientist's time. Tecan is the original equipment manufacturer (OEM). As the OEM they have the most experience, expertise and access to all necessary supplies/parts to restore the robots to an operational state in order for the laboratory to resume the large batch analysis of forensic DNA cases as they were prior to the malfunction of the three robots. |
| ExplanationSuppliesServices: A Tecan engineer will come on site to the ISP laboratory to perform all necessary repairs and ensure the robots are in an operational state to allow for the laboratory to resume case work at the level it was prior to the malfunction of the three robots. |
